Dear Client:
We are currently responding to a Request for Proposal (RFP) for the NASA Ames Research Center (ARC) Aircraft and Spaceflight Systems Engineering Support Services (ASSESS) procurement. The purpose of the ASSESS procurement is to conduct and support research and technology development in order to meet evolving NASA mission objectives with respect to aircraft and spaceflight systems. Performance of these services will primarily be at NASA ARC.
Past performance is a factor for source selection under this solicitation. As such, a requirement of NASA’s solicitation is that past clients of ours are asked to provide an impartial assessment of our performance and the scope of work performed on the contract reference performed for your organization.
We have identified of your organization as the point of contact based on his/her knowledge concerning our work.

Summary of the scope of work under the ASSESS procurement
The ASSESS Performance Work Statement (PWS) includes Core Contract Management and Administration Requirements and an Indefinite-Delivery Indefinite Quantity (IDIQ) Technical component. The requirements include support of scientific research; engineering design, analysis, and development; technology readiness level (TRL) advancement of work associated with evolving NASA missions; implementation of technology programs; test implementation and operations; systems analysis and conceptual design; and program/project management support.
Core requirements include:
(1) Contract Management and Administration - ensures that the requirements are effectively managed and implemented to support all activities covered in the PWS. The required services include: Contract Reporting, Quality Management, Safety and Health Adherence, IT Security Adherence, and Records Management.
The IDIQ component includes the following technical disciplines for flight regimes including Hypersonic, Supersonic, Subsonic, Rotocraft, and Uncrewed Aerial Systems:
(1) Aerodynamics – Scope of work includes computational and experimental fluid dynamics in support of flight vehicle concept development and analysis. This work includes Development, validation, optimization, and application of new engineering-level and CFD algorithms and tools, as well as the development of new experimental techniques and measurement systems for the testing and collection of quantifiable data for test articles in a full range of wind streams.
(2) Aerothermodynamics – Scope of work includes computational and experimental aerothermodynamics in support of vehicle and mission studies, vehicle performance and feasibility trades, and design activities that rely on aerothermal environment modeling. The work includes the development and application of CFD and shock layer radiation codes, studies of real gas physics in hypersonic, reacting flows, development and implementation of new physical models into modern CFD and shock layer radiation codes, and in the planning and implementation of flight experiments for aerothermodynamic research. Experimental efforts are conducted to investigate fundamental hypersonic flow phenomena including turbulent transition and shockwave radiation.
(3) Aeroacoustics - Scope of work includes research to understand and control noise generated from flight vehicles as well as its effects on aircraft, rotorcraft, and spacecraft structures, and on communities. The work involves theoretical, analytical, computational, and experimental acoustics research, including both fundamental as well as applied research that includes development and validation of analytical models and tools, as well as research aimed at understanding, predicting, and controlling/reducing the noise of fixed-wing and rotary-wing aircraft. The requirements also involves the development and application of computational modeling and simulation tools for the prediction of aeroacoustic environments
(4) Machine Learning – Scope of work includes the creation of fast-running and highly-accurate surrogate models to take the place of the high-fidelity CFD simulations in design and optimization environments through the use of machine learning.
(5) Materials Design/Manufacturing/Test/Evaluation Development and Implementation - Scope of work includes work ranging from basic research and technology development of advanced materials and materials analysis tools covering TRLs from 1 to 6, to the actual mission implementation of materials and tools, increasing technologies from TRL 6 to 9 and addressing material sustainability.
(6) Systems Analysis, Engineering, Design and Development - Scope of work includes development and application of technologies and capabilities to analyze, design, develop, test, evaluate, manufacture, and operate advanced test and flight vehicles and systems. The work will include all phases of vehicle development from early conceptual and preliminary designs, and, in some cases as required, through detailed design, qualification and acceptance, to final certification, systems production and operations.
(7) Structures Analysis - Scope of work includes structural mechanics, structural dynamics, durability, damage tolerance and reliability, computational mechanics, adaptive structures, and structural testing.
(8) Engineering Risk Analysis - Scope of work includes the development and application of tools and methods to perform reliability assessments and risk simulations for flight systems and for high-risk events such as asteroid threats.
(9) System Integration – Scope of work includes development and application of integrated computational models and simulations to meet evolving NASA mission objectives with respect to aircraft and spaceflight systems.
(10) Project Management Support – Scope of work includes project development, project implementation, and project tracking support.
