About this file

This is a construction drawings file for a federal hospital renovation project. The Legionella Plumbing Project is a 100% construction document package for Building 1 at the Central Alabama Veterans Health Care System (CAVHCS) West Campus in Montgomery, Alabama, dated July 16, 2025. The project (VA Project #619-23-105) involves comprehensive plumbing system modifications across multiple floors to address Legionella risk, including dead leg demolition, domestic water system replacement, and associated fire suppression work. The U.S. Department of Veterans Affairs is the federal agency involved, with Apogee Consulting Group, P.A. serving as the design consultant.

The drawings encompass 56 plumbing sheets plus structural, architectural, mechanical, electrical, and fire suppression plans detailing work across ground through fifth floors. Construction activities are classified by infection control risk assessment (ICRA) levels, ranging from Class I (minimal precautions) to Class V (highest precautions with full containment and personal protective equipment requirements). Work is scheduled primarily during off-hours (4:00 PM to 12:00 AM) to minimize patient care disruption, with pharmacy work limited to 6:00 PM to 2:00 AM on weekdays and no weekend pharmacy work permitted. Key requirements include temporary ICRA barriers with negative air pressure systems, HEPA filtration, dust control protocols, designated entry/exit procedures with sticky mats, and coordination with infection control and facilities management. The site logistics plan specifies parking restrictions, crane lift scheduling 14 days in advance, and emergency contact procedures for utility interruptions.

DUST CONTROL PLAN NOTES

1. AT THE BEGINNING OF CONSTRUCTION, THE VAMC INFECTION CONTROL GROUP SHALL CONFIRM

THE DESIGNATION FOR THIS PROJECT FOR THE CLASS OF PRECAUTIONS AND LEVEL OF

INFECTION CONTROL ACTIVITIES. THE ICRA CHART HAS BEEN COMPLETED BASED ON THE DESIGN

PARAMETERS AND CONVERSATIONS WITH THE VA COR AND/OR VAMC INFECTION CONTROL

GROUP. HARD SURFACE BARRIERS SHALL BE USED EXCEPT IN THE AREA INDICATED ON THE

PHASING PLAN WITH PLASTIC BARRIERS (MINIMUM 4MIL) TO SEAL AREA FROM NON-WORK AREA

AS LONG AS THE SPRINKLER SYSTEM IS INTACT AND ACTIVE.

2. THIS PROJECT NEEDS AN ENTRY VESTIBULE FOR CLOTHING CHANGES (PROVIDE AND LOCATE A

STAGING AREA FOR HAZMAT SUITS NEAR THE PLASTIC BARRIER ENTRANCE SPACES -

CONSTRUCTION ANTEROOM. THEY SHALL BE USED WHEN GOING INTO CONSTRUCTION AREA AND

LEAVING THE CONSTRUCTION AREA) AND TOOL STORAGE AND TIGHT SEALS SHALL BE

MAINTAINED AT THE FULL PERIMETER OF WALLS AND WALL PENETRATIONS. ANY DUST SHALL BE

IMMEDIATELY CLEANED IF TRACKED OUTSIDE OF THE CONSTRUCTION BARRIER. UPON

COMPLETION OF THE CONSTRUCTION PHASE, DUST BARRIERS SHALL BE REMOVED CAREFULLY

TO MINIMIZE SPREADING OF DUST AND THE CONTRACTOR SHALL HAVE TEMPORARY DUST

PROTECTION IN PLACE BEFORE REMOVAL OF A PERMANENT BARRIER. [AFTER EACH PHASE,

PERFORM TASKS STATED IN CONTAMINATION OF PATIENT ROOMS, SUPPLIES, EQUIPMENT AND

RELATED AREAS NOTE 2.

3. PROVIDE STICKY MATS AT THE PLASTIC BARRIER ENTRANCE SPACES (CONSTRUCTION

ANTEROOM) AND CHANGE DAILY OR MORE OFTEN AS NEEDED TO PREVENT THE SPREAD OF

DUST AND DEBRIS INTO ADJACENT CLEAN SPACE.

4. GC TO ALLOW FOR A MINIMUM OF 5'-0" WIDE HALLWAY IN ALL CASES WHERE AN ICRA BARRIER IS

BEING PLACED IN A PUBLIC CORRIDOR. IF AN ICRA BARRIER IS REQUIRED TO TEMPORARILY

BLOCK A PATH OF EGRESS, THE TIMING OF THIS WORK WILL NEED TO BE COORDINATED WITH

THE VA COR.

5. GENERAL CONTRACTOR IS REQUIRED TO REPLACE CEILING TILES AT THE END OF EACH SHIFT

FOR WORK AREAS OUTSIDE OF A RATED CONSTRUCTION BARRIER. IF THE TILES CANNOT BE

REPLACED, THE SPRINKLER SYSTEM MAY BE CONSIDERED OUT OF SERVICE IN THESE AREAS AND

1-HOUR FIRE RATED SEPARATION WILL BE REQUIRED BETWEEN THE CONSTRUCTION AREA AND

THE OCCUPIED PORTIONS OF THE BUILDING.

INTERNAL DEMOLITION AND CONSTRUCTION ACTIVITIES DUST AND DEBRIS CONTROL

1. USE CORRIDORS AS PRIMARY CONSTRUCTION ACCESS.

2. TRAFFIC CONTROL: DESIGNATED ENTRY AND EXIT PROCEDURES SHALL BE DEFINED. EGRESS

PATHS SHALL BE FREE OF DEBRIS; DESIGNATED ELEVATORS SHALL BE USED DURING

SCHEDULED TIMES; AND ONLY AUTHORIZED PERSONNEL SHALL BE ALLOWED TO ENTER THE

CONSTRUCTION ZONE. SIGNAGE SHALL DIRECT PEDESTRIAN TRAFFIC AWAY FROM THE

CONSTRUCTION AREA AND MATERIALS.

3. CONTRACTOR SHALL USE TWO CARTS TO TRANSFER CONSTRUCTION MATERIAL IN AND OUT OF

THE PROJECT - A CLEAN CART SHALL BE USED; THE NOT-SO-CLEAN CART SHALL BE USED

BETWEEN THE MAIN ENTRY AND THE CONSTRUCTION STAGING/PREP AREA.

4. DEMOLITION DEBRIS: DEBRIS SHALL BE REMOVED IN CARTS WITH TIGHTLY FITTED COVERS, USING DESIGNATED TRAFFIC ROUTES. EFFORTS SHALL BE MADE TO MINIMIZE USE OF

ELEVATORS WITH AN EMPHASIS ON TRANSPORT DURING THE LOWEST PERIOD OF ACTIVITY.

DEBRIS SHALL BE REMOVED DAILY AND AT TIMES SPECIFIED BY THE VAMC. IF CHUTES ARE USED TO DIRECT DEBRIS OUTSIDE, HIGH EFFICIENCY PARTICULATE AIR (HEPA) FILTERED NEGATIVE AIR

MACHINES SHALL BE USED, AND THE CHUTE OPENING SHALL BE SEALED WHEN NOT IN USE.

FILTERS SHALL BE BAGGED AND SEALED BEFORE BEING TRANSPORTED OUT OF THE

CONSTRUCTION AREA. THE CONTRACTOR SHALL NOT HAUL DEBRIS THROUGH PATIENT-CARE

AREAS WITHOUT PRIOR APPROVAL OF THE COR.

5. EXTERIOR WINDOWS: WINDOWS SHALL BE SEALED TO MINIMIZE INFILTRATION FROM ANY

ADJACENT EXCAVATION DEBRIS.

6. ALL FURNISHINGS AND EQUIPMENT TO REMAIN IN THE IMPACTED ROOMS SHALL BE COVERED

AND PROTECTED PRIOR TO STARTING EACH CONSTRUCTION PHASE.

VENTILATION AND ENVIRONMENTAL CONTROLS

1. AIR SYSTEM FLOW: THE COR VERIFY AND ACKNOWLEDGE CONTRACTOR WHETHER THE

CONSTRUCTION AREA USES FRESH/OUTSIDE OR RE-CIRCULATED AIR; FILTERS SHALL BE ADDED

OR RETURN VENTS COVERED AS NEEDED WITH FILTER MATERIAL OR PLASTIC. AIR MUST FLOW

FROM CLEAN TO DIRTY AREAS.

2. NEGATIVE AIR PRESSURE: THE AIR WITHIN THE CONSTRUCTION AREA SHALL BE NEGATIVE WITH

RESPECT TO SURROUNDING AREAS AND WITH NO DISRUPTION OF AIR SYSTEMS OF ADJACENT

AREAS. USE OF THE NEGATIVE AIR PRESSURE SYSTEM WITHIN THE ENCLOSURE TO REMOVE

DUST SHALL PASS AIR THROUGH AN INDUSTRIAL GRADE, PORTABLE HEPA FILTER CAPABLE OF

FILTRATION RATES OF 300-800 CUBIC FEET PER MINUTE (FT3/MIN), OR EXHAUST AIR DIRECTLY TO THE OUTSIDE IF APPROVED BY VAMC. IF EXHAUST SHALL BE TIED INTO A RE-CIRCULATED AIR

SYSTEM, A PRE-FILTER AND HEPA FILTER SHALL BE USED BEFORE EXHAUST TO PREVENT

CONTAMINATION OF THE DUCTS.

3. FOR EXHAUST DUCT ROUTING THRU CORRIDOR: INSTALL HARD DUCT WITH NON-FLANGE HANGER

HUNG FROM CEILING ABOVE, BOTTOM OF DUCT SHALL BE A MINIMUM OF 7'-2" A.F.F.

4. ADJACENT AREAS: THE STATUS OF SEALED PENETRATIONS AND INTACT CEILING SHALL BE

VERIFIED DAILY.

5. AIR EXCHANGE RATES AND PRESSURE RELATIONSHIPS: VAMC AND CONTRACTOR SHALL VERIFY AND MAINTAIN PROPER RATES IN CRITICAL AREAS NEAR CONSTRUCTION ACTIVITY AND ENSURE

AIR IS NOT BEING RE-CIRCULATED WITHOUT FILTRATION FROM THE CONSTRUCTION AREA

ELSEWHERE. PROVIDE AIR PRESSURE TESTING THROUGHOUT THE PROJECT IN THE FREQUENCY

AS IDENTIFIED BY THE COR.

CONTAMINATION OF PATIENT ROOMS, SUPPLIES, EQUIPMENT AND RELATED AREAS

1. WORKSITE CLOTHING: CONTRACTOR PERSONNEL CLOTHING SHALL BE FREE OF LOOSE SOIL AND

DEBRIS BEFORE LEAVING THE CONSTRUCTION AREA. IF PROTECTIVE APPAREL IS NOT WORN

(E.G., COVERALLS, FOOTGEAR AND HEADGEAR) A HEPA-FILTERED VACUUM SHALL BE USED TO

REMOVE DUST FROM CLOTHING BEFORE LEAVING THE BARRICADE. IF PROTECTIVE APPAREL IS

UTILIZED, THE CONTRACTOR SHALL CONSTRUCT A SPACE OR ANTEROOM FOR CHANGING

CLOTHING AND STORING EQUIPMENT (DESIGNATED AREA. ALL EQUIPMENT, TOOLS, TOOL CARTS, AND MATERIALS TRANSPORTED THROUGH OCCUPIED AREAS SHALL BE MADE FREE FROM DUST

AND MOISTURE BY VACUUMING AND WET WIPING BEFORE THEIR REMOVAL FROM THE

CONSTRUCTION ZONE OR WORK AREA.

2. POST CONSTRUCTION: DO NOT REMOVE BARRIERS AND KEEP ALL HVAC ISOLATION UNTIL
