About this file

This file is a Pre-Bid Request for Information (RFI) Response Log for the Montgomery Legionella Design project at a VA facility (Project Number 619-23-105, ACG Project Number 23-039). The document contains 58 closed RFIs and answers addressing contractor questions regarding project scope, specifications, and execution requirements for a legionella remediation project involving plumbing, mechanical, electrical, and architectural work at a VA healthcare facility.

Key project requirements include: mechanical system testing and balancing per specification 23 05 93; prohibition of Pro Press plumbing fittings with compliance to specification 22 11 00; commissioning requirements with role flexibility for the superintendent; phased construction with one area at a time, scheduled three weeks in advance with the Contracting Officer's Representative; work performed after hours (4 PM to 12 AM) and weekends in occupied areas; ICRA (Infection Control Risk Assessment) compliance with specific precautions for high-risk areas including ICUs, ORs, and cardiac catheterization labs; temporary sprinkler head repositioning with fire watch requirements; and removal of dead-leg piping per demolition drawings. The project expects Division 9 specifications for ceiling, drywall, and painting work; does not require temporary chillers or AHUs; includes water quality monitoring system installation using Phigenics equipment; and requires contractor-obtained permits for hot work and confined space activities. The expected project start is Q4 FY2026, with funding approved and available. Contractors are required to develop a detailed phasing plan including task schedules and shutdown durations. The RFI submission period has closed with no additional RFIs accepted.

Responsibility Matrix The Project Scope of work defines who is responsible for what aspects. Definitions are listed below the table. Modify what is necessary in the scope and the description of work for each party responsible.

Level of Development for each project, per the company standard, is LOD 300, as the ultimate objective to convey design intent and produce construction documentation. However, depending on the scope, budget, schedule, and the team assembled to execute the project, it may be necessary to complete a Model Element LOD Breakdown worksheet to create a detailed plan of the elements to either be modeled or excluded from modeling for this project, depending on which is more expedient. BIM Use Chart - What is BIM being used to accomplish on this project.

Remove items from this chart that are doing being done utilizing a Building Information Modeling process on this project. If an entire column is not being used (i.e. Operations), remove that whole column as necessary.

*It is important to define the final "Model" delivery to the owner at the end of the project. The simplist is to provide the owner with the individual deisgn models and invidual construction models, along with a Navisworks coordinated full design/construction model. Understand how the owner plans to use the models and keep them updated.

Also note that creation of a fully updated, as-built project model can be very expensive to create. If required, meet with the project manager and the BIM manager to discuss how best to accomplish this deliverable.
