About this file
This is a Pre-Bid Request for Information (RFI) Response Log for the Montgomery Legionella Design project (VA Project Number 619-23-105, ACG Project Number 23-039) at a Department of Veterans Affairs facility. The document provides architect-engineer responses to 37 pre-bid inquiries submitted by prospective contractors, addressing mechanical, plumbing, commissioning, quality control, safety, scheduling, phasing, infection control and remediation actions (ICRA), fire protection, and hazardous materials concerns.
Key project requirements include: mechanical system testing and balancing per specification 23 05 93; prohibition of Pro Press plumbing joints with copper fittings required per specification 22 11 00; mandatory commissioning with specified roles for the superintendent and quality control manager; phased construction with one area released at a time, fully completed before proceeding to the next phase; work in occupied areas must occur after 4 PM to midnight or weekends; scheduling of all shutdowns with the Contracting Officer's Representative minimum three weeks in advance; ICRA barriers and precautions required in specified high-risk areas including operating rooms, intensive care units, and sterile processing; temporary upturning of sprinkler heads during construction with fire watch required for impairments exceeding four hours per 24-hour period; contractor responsibility for permits including hot work and confined space; and potential hazardous materials discovery requiring compliance with specification 02 82 13.13. The Building Automation System manufacturer is Metays with Johnson Controls as the service provider. Project start is anticipated for Q4 FY2026.

Responsibility Matrix The Project Scope of work defines who is responsible for what aspects. Definitions are listed below the table. Modify what is necessary in the scope and the description of work for each party responsible.
Level of Development for each project, per the company standard, is LOD 300, as the ultimate objective to convey design intent and produce construction documentation. However, depending on the scope, budget, schedule, and the team assembled to execute the project, it may be necessary to complete a Model Element LOD Breakdown worksheet to create a detailed plan of the elements to either be modeled or excluded from modeling for this project, depending on which is more expedient. BIM Use Chart - What is BIM being used to accomplish on this project.
Remove items from this chart that are doing being done utilizing a Building Information Modeling process on this project. If an entire column is not being used (i.e. Operations), remove that whole column as necessary.
*It is important to define the final "Model" delivery to the owner at the end of the project. The simplist is to provide the owner with the individual deisgn models and invidual construction models, along with a Navisworks coordinated full design/construction model. Understand how the owner plans to use the models and keep them updated.
Also note that creation of a fully updated, as-built project model can be very expensive to create. If required, meet with the project manager and the BIM manager to discuss how best to accomplish this deliverable.
