Summary

This is a Statement of Work (SOW) for design, fabrication, and installation of wayfinding signage improvements across the Architect of the Capitol (AOC) campus, issued as a DRAFT dated May 18, 2026. The Architect of the Capitol, a permanent federal office established in 1876, oversees maintenance and preservation of 17.4 million square feet of buildings and 570+ acres throughout Capitol Hill, including the U.S. Capitol, congressional office buildings, Library of Congress, Supreme Court, and related facilities. Congressional leadership and the U.S. Capitol Police requested a unified signage replacement program to serve over 3 million annual visitors, consolidating entrance signage, clarifying security messaging and prohibited items information, and establishing consistent aesthetic standards across the campus.

The project is structured as four sequential task orders over a 33-month period (December 2026 through September 2028). Task Order 1 (12/01/2026–4/31/2026) covers design modification services for Senate jurisdiction signage; Task Order 2 (5/01/2027–9/30/2027) involves preparing messaging schedules for nine sign types across approximately 240 locations; Task Order 3 (10/01/2027–2/28/2028) requires complete shop drawings and specifications organized by jurisdiction; and Task Order 4 (3/01/2028–9/30/2028) covers fabrication and installation by jurisdiction with separate contract line items for billing and progress tracking. The contract type is Firm-Fixed Price with no cost adjustments based on contractor experience. Core working hours are 9:00 AM to 3:00 PM ET, with Tasks 1–3 performed at the contractor's facility and Task 4 at various Capitol Campus sites. Key requirements include submission of a kick-off meeting within seven days of award, a Project Management Plan within 30 days, bi-weekly status reports, and a Quality Control Plan. The contractor must designate a full-time Program Manager (corporate employee within three months of award) with Microsoft Project expertise and project scheduling experience. All contractor employees require E-Verify verification, Capitol Police background checks (CP-491), and contractor badging prior to onsite work. The SOW references applicable design standards including the AOC Campus Signs Concept Design, Library of Congress and Capitol Visitor Center wayfinding specifications, and AOC Design Standards and Architectural Review Board guidelines, with deviations requiring express written contracting officer approval.
