B.2 Definitions Minimum Service Standard
Minimum Service Standard - The Minimum Service Standard identifies the minimum level of service required in Groups 1, 2, and 3. As an example, service standards may include but are not limited to:
▪ Nonstop or connecting service
▪ No more than one connect point (if applicable). Up to two (2) connect points (or one (1) connect and one (1) direct flight) are allowed to extended connection line items listed in Attachment 4 and Attachment 5.
o Applicable connect time limitations.
o Circuity limitations o Timeband limitations
Minimum Service Standard - The Minimum Service Standard identifies the minimum level of service required in Groups 1, 2, and 3. As an example, service standards may include but are not limited to:
● Nonstop Service. For example, if 2 nonstop flights are solicited, minimum service requires 2 nonstop flights daily.
● Connecting Service. For example, if 2 connecting flights are solicited, minimum service requires 2 connecting flights daily unless nonstop flight(s) are offered. If nonstop flight(s) are offered when connect service is solicited, the nonstop service must be daily.
○ One connect point or up to two (2) connect points (or one (1) connect and one (1) direct flight) are allowed to extended connection line items listed in Attachment 4 and Attachment
5. The exception is for service to all line items listed in Attachment 6 where there are no stop limitations.

For Group 1 offers, award may be made to other than the low-priced offer where the technical superiority of that offer outweighs the price differential from the lower priced offers and where the price has been deemed fair and reasonable.
For Group 1 passenger level A-D line items, technical and non-price related factors are more important than price, but as proposals become more equal in technical merit, price becomes more important. For Group 1 passenger level E-F line items, technical and non-price related factors are approximately equal to price. As proposals become more equal in technical merit, price may become the ultimate determining factor for award. The Government may reject any or all offers if such action is in the public interest.
