Can we get some details on what criteria takes a market to BAFO?
If it is determined to be in the best interest of the Gov-ernment to enter discussions, then an offeror may re-vise any of their original submissions. This includes markets that have been specifically highlighted in the negotiations letter, as well as those markets that weren’t mentioned in the negotiations letter. The Gov-ernment utilizes commercial benchmarks in targeting markets for negotiations or in determining if an offer is fair and reasonable.
Can we get some transparency of the fare threshold that would outweigh a schedule scoring advantage in Group 1 markets?
In the RFP, the Government does not state a fare threshold for Group 1 markets. However, per Section
M.2: “Pricing must be deemed fair and reasonable by the Contracting Officer.” Please review Section M.5, which outlines the Group 1 Price/Technical Tradeoff criteria. This section includes the hierarchical chart evaluators will utilize when determining the value of the service offered measured against the price.
We would prefer to avoid temporary re-awards because it creates tedious work to file our DGs, remove them and add _CAs, and then again remove the _CAs and refile DGs. We would much rather the market remain unawarded if it’s a temporary re-award of only a few months/seasons.
The Contracting Officer reserves the right to reevalu-ate and temporarily re-award a line item that was tem-porarily deleted from the original contract carrier’s contract per the reasons outlined in Section F.4.1(c) as it is in the best interest of the Government to en-sure operational continuity in the awarded markets

The following examples were provided for the Minimum Service Standard defi-nition:
“If 2 nonstop flights are solicited, minimum service requires 2 nonstop flights daily.”
“If 2 connecting flights are solicited, minimum service requires 2 connecting flights daily unless nonstop flight(s) are offered. If nonstop flight(s) are offered when connect service is solicited, the nonstop service must be daily.”
Can you please clarify the use of ‘daily.’ For example, Group 1 & 2 International
Non- Extended Connection markets require (1) flight in each direction on any three (not daily) or more days per week.
These examples were removed from the FY24 CPP as a response to the same question provided above.

B.2, Minimum Service Definition will be updated to re-flect the RFP Language Change quoted below:
“Minimum Service Standard - The Minimum Service
Standard identifies the minimum level of service re-quired in Groups 1, 2, and 3. As an example, service standards may include but are not limited to:
▪ Nonstop or connecting service
▪ No more than one connect point (if applicable). Up to two (2) connect points (or one (1) connect and one (1) direct flight) are allowed to extended connection line items listed in Attachment 4 and Attachment 5.
o Applicable connect time limitations.
o Circuity limitations o Timeband limitations”

The following sentence is written in B.4 Section 5: “The awarded bucket/class must be revised as needed to ensure that the original proportional relationship of the awarded bucket/class to the other buckets/classes within the contract car-rier’s commercial fare classification code structure is maintained.”
Can you please clarify “the original proportional relationship of the award bucket/class to the other buckets/classes”? Is this in relation to the 60% require-ment verbiage that was removed from B.4 Section 5?
