About this file
This is a draft request for proposal for scheduled airline passenger transportation services under the U.S. General Services Administration's City Pair Program for fiscal year 2025. Offerors must propose fixed prices for domestic, international, and fifth freedom air transportation line items to be considered for an award. The performance period is from October 1, 2024 to September 30, 2025 with two optional extension periods. Key deadlines include questions due by January 19, 2024, proposal checklist items due by March 8, 2024, Group 1 offers due by March 15, 2024, Group 2 offers due by April 12, 2024 and Group 3 offers due by April 19, 2024. The solicitation will require certified air carriers to provide scheduled commercial air passenger services on specified routes to the general public. Evaluation criteria include timeband distribution, average flight times and price. Award may be made to higher priced offers where technical merit outweighs price differences.

Factor 3: Price
For Group 1 offers, award may be made to other than the low-priced offer where the technical superiority of that offer outweighs the price differential from the lower priced offers and where the price has been deemed fair and reasonable.
For Group 1 passenger level A-D line items, technical and non-price related factors are more important than price, but as proposals become more equal in technical merit, price becomes more important. For Group 1 passenger level E-F line items, technical and non-price related factors are approximately equal to price. As proposals become more equal in technical merit, price may become the ultimate determining factor for award. The Government may reject any or all offers if such action is in the public interest.
