About this file
This is a Performance Work Statement (PWS) for Domestic Transportation Support Services issued by the Department of War, effective April 22, 2026. The contract requires a single contractor to provide tank truck transportation of Turbine Fuel, Aviation (JAA) from designated Defense Fuel Support Points (DFSPs) to Forward Support Bases (FSBs) throughout the Continental United States. The contractor must maintain 24/7 availability for technical directives and provide rapid deployment capability with a base performance period of one year and four one-year option periods. Deliveries within designated zones must not exceed a 375-mile radius from the DFSP, with surge deliveries required within four workdays of receiving technical directives and completed within ten days of the first delivery.
The contract consists of 27 line items priced on a per-gallon basis across eight geographic zones plus two testing zones, covering initial 8-day surge requirements, sustainment/resupply operations, and 3-day no-notice testing drills, plus a detention line item for wait time exceeding two hours of free time per truck. The contractor must furnish all equipment, HAZMAT placards, couplers, connectors, and adapters; ensure tank trucks meet Federal and state safety standards and are suitable for aviation fuel service; maintain prior load documentation; provide cargo, liability, and pollution insurance; and bear responsibility for fuel quality after loading and all fuel spill containment and cleanup costs. Key performance metrics include zero late deliveries for surge operations, no more than one failure for sustainment operations, and zero instances of off-specification fuel delivery. Invoicing is based on gross quantities delivered with a 0.5 percent acceptable loss tolerance, and the contractor must submit daily delivery logs, shipping documents, and reports to DLA Energy Operations and Plan.
