SECTION M - EVALUATION FACTORS FOR AWARD
This document incorporates one or more provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text of a provision may be accessed electronically at these addresses:
For FAR clauses: https://www.acquisition.gov/

If the provision requires additional or unique information, then that information is provided immediately after the provision title.
SECTION M - EVALUATION FACTORS FOR AWARD
M.1. BASIS FOR AWARD
The award will be made to the single responsible Offeror whose proposal is determined to be the lowest priced, technically acceptable offer (LPTA). To be found "Technically Acceptable", proposals must:
(1) be complete and fully responsive to the solicitation, and include all information and materials prescribed by Section L, above;
(2) expressly confirm the Offerors intent to perform strictly in accordance with (IAW) all terms and conditions of the solicitation, one exhibit, and four (4) attachments, without exceptions;
(3) meet all requirements identified under the non-price evaluation factors of "Technical Capability" and "Performance Risk", below; and
(4) be reasonably priced.
Failure to comply strictly with any one or more of the requirements as stated in this Section will result in a proposal being determined
"Technically Unacceptable" and ineligible for award.
Proposals will be evaluated on a "acceptable/unacceptable" basis for compliance with each of the required evaluation criteria; proposals will not otherwise be qualitatively rated or ranked under any evaluation factor; and no price/technical tradeoffs will be conducted.
The Government will first evaluate the lowest-priced proposal. If the Government determines that this lowest-priced proposal is technically acceptable (see FACTOR I), the Government intends to select that lowest-priced proposal for award and not conduct any further proposal evaluations. However, if the Government determines that this lowest-priced proposal is not technically acceptable then the Government will evaluate the next lowest-priced proposal for technical acceptability. For the above to happen, the winning Offer must be found responsible. Again, the Government intends to select that next lowest-priced proposal for award, given it is technically acceptable, and not conduct any further evaluations. The Government will continue this process of evaluation (evaluating the proposals in order of lowest price to highest price) until the Government finds a technically acceptable proposal. However, while the Government intends to use the above-described evaluation procedure and does not intend to conduct discussions with offerors and set a competitive range, the Government may, in its discretion, conduct discussions and set a competitive range if discussions are determined to be in the
Governments best interest. If the Government conducts discussions, the Government reserves the right to follow the above- described initial evaluation process (evaluating proposals from lowest-priced to the next lowest-priced proposal until a technically acceptable proposal is found and not evaluating any higher priced proposals once a technically acceptable proposal is found) during discussions.
Except for third-party references obtained under the Performance Risk factor below, evaluations will be based solely on materials included in the proposal. The burden is on Offerors to demonstrate that required criteria are satisfied; required capabilities should be demonstrated not by mere conclusory statements but by specific approaches and examples. The Government intends to make the award on initial proposals, without opening discussions, but the Government reserves the right to establish a competitive range and open discussions if determined to be in the Governments interest.
M.2. FACTORS AND SUB-FACTORS TO BE EVALUATED
1. FACTOR I - TECHNICAL CAPABILITY.
The Government will evaluate each proposal in the area of Technical Capability to verify compliance with each and every one of the minimum requirements stated below. Failure to demonstrate capability to meet any one of the Technical Capability requirements will result in a finding that the proposal is Technically Unacceptable and ineligible for award. For a proposal to meet all requirements in the area of Technical Capability the proposal must meet the requirements of each subfactor.

Subfactor 1.1 Manufacturing Capability and Quality Assurance. The offeror shall demonstrate acceptable manufacturing capability and quality assurance approach required to deliver required minimum manufacturing capacity.
(1) Demonstrate that the Offeror and its proposed team members will have facilities and equipment, sufficient to manufacture and First
Article (FA) Test PDISE units and manufacture a minimum of 125 PDISE units per month (in a combination of any PDISE configurations), in accordance with the Government provided Statement of Work, Military Specification MIL-DTL 53126, and Technical Data Packages (TDPs), beginning no more than 12 months after the delivery order.
(2) Demonstrate that the Offeror and its proposed team members will have sufficient facility space to accommodate the packaging of a minimum of 125 PDISE units per month (in a combination of any PDISE configurations), in accordance with the Government provided
Statement of Work and the associated Technical Data Packages (TDPs), beginning no more than 12 months after delivery order.
(3) Demonstrate capabilities and capacities to increase production delivery for surge requirements.
(4) Demonstrate a Quality System including quality assurance, quality control process, configuration management control, and procedures in the manufacturing process that ensures contract performance to the required manufacturing minimum capacity and schedule.
(5) Demonstrate that the Offeror and its proposed team members will have test stations and test equipment sufficient to accomplish all testing including FA test and production testing of a minimum of 125 PDISE systems per month within the required schedule in accordance with the Statement of Work, Military Specification MIL-DTL-53126, and Military Standards 705 and 810.
Subfactor 1.2 Program Management and Schedule. The Offeror shall demonstrate its approach for effective and efficient management of contract activities to fulfill the requirements of the SOW.
(1) Demonstrate a comprehensive program management plan for initiating, controlling, monitoring, and reporting of activities required for production.
(2) Demonstrate a structured procurement system and processes that are in IAW the SOW for production of these systems including meeting required quantities, schedules, and quality for each delivery order.
(3) Demonstrate development and the capabilities to maintain and monitor an Integrated Master Schedule (IMS) for all required programmatic actions, work breakdown structure, and critical paths (to include schedule of subcontractors/team members).
(4)Realism of the approach to meet the production schedule.
Subfactor 1.3 Corporate Experience. The Offeror or a major subcontractor(s) shall demonstrate prior corporate experience producing military power distribution equipment during the five-year period immediately prior to the Solicitation closing date. A major subcontractor for purposes of this factor is a subcontractor that will provide work, effort and/or resources toward the performance of this requirement, the total value of which is greater than or equal to 20% of the offerors total proposed price. This experience of the
The Offeror or a major subcontractor(s)shall:
(1) Demonstrate corporate experience of the Offerors organization as an entity and not the prior experience of individuals working for a corporation.
(2) Define the staffing requirement for this effort and/or demonstrate required personnel are already in place in the Offerors organization.
(3) Offerors that do not already have the required personnel shall demonstrate a manpower plan obtaining such personnel to meet the 12-month production start-up required.
The following definitions will be used in evaluating Technical Acceptability:
Acceptable: Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable: Proposal does not clearly meet the minimum requirements of the solicitation.
2. FACTOR II - PRICE.
a. PDISE Variants, Cable Assemblies, Utility Lights and Straps. For purposes of developing an evaluation price for the FFP IDIQ CLINs where range quantity prices are offered for PDISE Variants, Cable Assemblies, Utility Lights and Straps the evaluated price for each program year will be calculated by computing a weighted average price for each PDISE Variant, Cable Assembly, Utility Light and Strap and then multiplying the weighted average price by the anticipated ordering quantities (as specified in the solicitation). These calculations will be performed by completing the price model provided as Attachment 0002 to the Request for Proposal. A weighted average price will be calculated as follows:

Name of Offeror or Contractor:
PIIN/SIIN MOD/AMD
(1) A weighting has been provided for each range within a range quantity based on the anticipated buys within that range.
(2) This proposed unit price for each range price will be multiplied by the provided weighting.
(3) The weighted unit price by each range will then be summed to provide a weighted unit price for each type of PDISE.
(4) This weighted unit price will be multiplied by the provided estimated quantity. The result will be the total evaluated price.
Calculations:
1. Multiply the proposed unit price by the provided weighting.
Proposed
Unit Price* Weighting Unit Price By Range Qty
$1000 0.05 $50
$1500 0.05 $75
$2000 0.9 $1800
Weighted Unit Price: $1925
*Provided By Offer
1. Weighted unit price is then multiplied by the provided quantity.
Weighted
Unit Price * Quantity Total Amount
$1925 40 $77,000
b. First Article Testing (FAT). For Purpose of evaluation the proposed FAT price for each variant (quantity of 2 each of the M200, M100, M40, and M46) will be included in the total price model amount.
c. Data Items. For Purpose of evaluation the proposed price for each separately priced data item per program year (quantity of 1 each) will be included in the total price model amount.
The prices for all items set forth in paragraph a-c above will be added to develop the total price to be used in evaluation of the proposal. This total price will be developed using the Price Model provided in Attachment 0002.
