SCOPE
Introduction This Statement of Work (SOW) defines the requirements for the procurement of Power Distribution Illumination Systems, Electrical (PDISE). PDISE includes the M40 A/P Distribution System, the M100 A/P and M200 A/P Electrical Feeder Systems, and the M46 Electrical Utility Assembly. PDISE systems will be procured to meet the Army Acquisition Objective (AAO) and other DoD customer requirements. The scope of this effort will maintain standardization with currently fielded equipment. This SOW requires production using existing Government Technical Data Packages (TDPs).
0. Background PDISE was developed to be the workhorse of safe and reliable power distribution. Effective 24 AUG 18, the Office of the Under Secretary of Defense for Acquisition and Sustainment (USD (A&S)) issued DoD Instruction (DoDI) 4120.11. DoDI 4120.11 assigns responsibilities and provides guidance for development, standardization, acquisition, and management of Mobile Electric Power Systems (MEPS) for the DoD. The policy assigns Project Manager Expeditionary Energy and Sustainment Systems (PM E2S2) responsibility to maintain an interoperable and reliable MEPS standard family of mobile electric power distribution systems.
Power distribution enables electricity to move from the power generation source to the equipment using it. In commercial/residential buildings, power distribution is accomplished by licensed electricians installing switches, receptacles, wiring, and circuit protection into fixed structures. A key element of power distribution is the circuit breaker panel as found in residential structures. PDISE provides portable tactical power distribution for Multi-Domain Operations (MDO). PDISE provides all-weather connections to protect Soldiers from electric shock. PDISE are ruggedized, reliable, and quick to assemble. These circuit breaker panels and distribution circuits protect equipment from overload and shorts.
PDISE provides power distribution and critical protection from overloads in tactical warfighter environments all while subject to extreme climates. PDISE is a family of ruggedized, man-portable power distribution equipment that allows the distribution of electricity between generators and user equipment in the field. PDISE provides various size circuits and overload protection. The PDISE family consists of five systems: 40 ampere and 60 ampere distribution boxes, 100 ampere and 200 ampere feeder boxes (all with associated cabling), and a Utility Receptacle and Lighting Kit.
The Department of Defense (DoD) has a need for a safe and reliable power distribution system which can be installed and operated by a non-specific Military Occupation Specialty (MOS) Warfighter, and which is robust enough to survive the harshest of conditions. Field repair and maintenance require Tactical Power Generation Specialist MOS 91D. The PDISE family of systems is illustrated in Figure 1.

The CDRL Module provides a secure mechanism for submitting, receiving, reviewing and accepting contract deliverables. The system provides dashboards, metrics, automated workflow messages, process status indicators, and a complete tracking solution from delivery to acceptance of contract deliverables.
Accessing the System: Contractors will need a sponsor, usually the Contracting Officer Representative (COR). All offsite individuals requesting access to the CDRL Module must provide the following information to usarmy.detroit.peo-cs-css.list.lcmp-team@army.mil via DoD Safe:
Name:
Email:
Date of Birth:
Sponsor:

Security Provisions: The CDRL Module is for Controlled Unclassified Information (CUI) and below contract submissions only. There are multiple security provisions implemented by the Life Cycle Management Process Integrated Data Environment (LCMP-IDE). First, role-based access controls are maintained for high-level groupings of information stored in the system. Second, entity-level permissions provide fine-grained permission trimming on individual records and their related metadata. This ensures that all supported program personnel can access needed information while protecting sensitive data. LCMP-IDE provides security services using industry standard LDAP directory services and X.509 certificates with an enterprise public key infrastructure (PKI). LCMP-IDE uses the secure socket layer protocol to send encrypted transactions between client web browsers and the web server.
Computing Requirements: The CDRL Module is user-friendly, web-based application that is accessible using a standard web browser. Contractors may authenticate using DoD approved Common Access Cards (CACs), External Certificate Authorities (ECAs) and Federal Bridge Certificates Authorities (FBCAs). Role-based access controls are utilized to ensure separation of data.
