Chastain Park Parking Garage Design Narrative and Project Summary

This document is a comprehensive design narrative and bridging document for the City of Atlanta Department of Parks and Recreation's proposed Chastain Park Parking Garage, prepared by design firm Thompson, Ventulett, Stainback & Associates (TVS) as Project No. P-24128 (last revised June 26, 2026). The project encompasses a new four-tier parking structure designed to accommodate a minimum of 290 parking spaces across approximately 95,500 square feet, with a footprint of 230 feet by 121 feet. The facility will feature cast-in-place concrete frame construction with steel framing at stair enclosures, exterior finishes including brick veneer and adhered granite rubble veneer, and TPO membrane and standing seam metal roof panels. Vehicular access is provided at two locations with dedicated entry and exit lanes at Level 0.5 (south side via Chastain Park Avenue) and Level 1 (north side via existing driveway), while pedestrian access consists of two vertical circulation cores with stairs and one elevator. The structure is classified as Type II-B non-sprinklered construction with Storage (S2) occupancy, designed to comply with the 2024 International Building Code with Georgia amendments and applicable Georgia fire safety standards. Level 0 will be mechanically ventilated as an enclosed parking garage, while Levels 1 and 2 are designed as open parking structures. The project includes 62 electric vehicle ready spaces (exceeding the City's 20 percent requirement), accessible parking spaces distributed across levels, and a comprehensive Parking Access and Revenue Control System (PARCS) accommodating both transient and frequent parkers.

The design incorporates specialized systems and requirements including a post-tensioned concrete structural system with beams typically 36 inches wide by 36 inches deep spanning up to 60 feet, ramp slopes not exceeding 6.67 percent, minimum 7-foot clearances throughout with 8-foot-2-inch clearances at van-accessible spaces, and drainage sloped toward floor drain bodies at rates between 1/8 and 1/4 inch per foot. The PARCS system features dual entry and exit stations equipped with ticket dispensers, proximity card readers, barcode readers, payment card processing (Visa, MasterCard, American Express, and Discover), intercom systems with video capability, barrier gates with vehicle loop detection, and cloud-based Software as a Service (SaaS) management. A dry Class 1 standpipe with fire department connection and hose valves is provided on the ground level. The project team includes Kissberg/Parker Fry JV as Owner's Representative, TVS Design as Architect, Atlas Technical Consultants as Civil Engineer, Uzun+Case as Structural Engineer, and Walker Consultants as Parking Consultant. The structural design incorporates seismic design criteria for Atlanta with a Seismic Design Category B and wind loading for 105 mph basic wind speed. Concrete compressive strengths range from 3,500 PSI for slab-on-ground to 5,000 PSI for structured slabs and columns. The design narrative includes detailed specifications for all major building divisions, accessibility requirements compliant with 2010 ADA Standards and Georgia Accessibility Code, and provisions for LEED certification support through the electric vehicle charging infrastructure.

PART 2 - PROJECT REQUIREMENTS

2.1 DIVISION 01 – GENERAL REQUIREMENTS

A. 01 1100 – Summary of Work

1. Demolition: Project includes minor demolition of existing site features including gravel parking lot, landscaping ties, post and chain fencing and wood rail fencing.

2. New Construction: Project includes the construction of a new parking structure totaling approximately 95,500 square feet on four tiers and providing 290 parking spaces. Primary structure is cast-in-place concrete frame, with steel framing at stair enclosures. Primary exterior finish materials are brick veneer, adhered granite rubble veneer, and metal screen panels. Low slope roofs are to be a mixture of TPO membrane and standing seam metal panel. Bottom tier of deck (Level 0) is to be mechanically ventilated, Levels 1 and 2 are designed to be Open.

3. Future Expansion: The parking deck is not designed to accommodate any future vertical or horizontal expansion.

B. Functional Description

1. The parking deck design consists of a two-bay wide, three and a half level parking deck to provide a minimum of 290 parking spaces. The footprint of the parking deck is approximately 230 feet by 121 feet or 28,300 square feet.

2. Vehicular circulation for this two-bay structure consists of a single threaded ramping system, allowing vehicles to circulate up or down one level with each 360-degree turn. Each parking bay within the deck is ramped to accommodate floor-to-floor heights. The maximum allowable ramp slope, with parking on the ramp, is 6.67% per the applicable building code. Speed ramps that exceed 6.67% shall not have parking spaces on the ramp.

3. Vehicular access is accommodated at two locations:

a. Level 0.5 has one entry lane and one exit lane at the south side, accessed via Chastain Park Avenue.

b. Level 1 has one entry lane and one exit lane at the north side, accessed via the existing driveway and surface lot off Chastain Park Avenue.

c. An access and revenue control system shall be provided for this deck. Design of the system is defined herein. System will accommodate pay-per-use (transient) and frequent (monthly) parkers.

4. Pedestrian access is accommodated at two locations:

a. Level 0.5 has one pedestrian access on the southwest corner via Chastain Park Avenue.

b. Level 1 has one pedestrian access on the northwest corner via Chastain Park Avenue.

c. The parking structure is provided with two vertical pedestrian circulation cores. The first core is located at the northwest corner of the parking deck footprint, with one stair and one elevator. This location serves as the user’s primary destination to adjacent occupancies.

The second core is located at the southwest corner of the parking deck footprint, with one stair. This location serves as the user’s destination to the golf course.

d. Sidewalks will be provided for a path of egress connecting the pedestrian access to the existing sidewalk at Chastain Park Avenue.

e. The parking garage layout and configuration intends to meet the definition of an ‘open’ parking structure on the upper levels in accordance with the applicable building code.

However, existing grading precludes the ability to meet openness on the lowest level. An enclosed level warrants mechanical ventilation.

5. Spaces: Minimum of 290 parking spaces.

6. Parking Geometrics:

a. 90-degree parking stalls at 8’-6” width for two-way traffic per the City of Atlanta requirements.

b. Parking module shall be minimum of 60 feet to account for 18’ parking stall depth and 24’ drive aisle. Parking module is the clear dimension of the parking bay to the vehicular barrier on each side. Column projections into the parking stalls that subsequently reduce the module are allowed in certain situations and shall not exceed 2 feet total, the combined projection from each side of the parking bay.

c. End turning bays shall have minimum of 27’-0” clear measured from the face of column to end of parking stall, or other obstruction.

7. Ramp slopes shall not exceed a maximum of 1:15 (6.67%) for parking on ramp per IBC 2018 section 406.4.3.

8. Pavement Marking: All parking stalls shall be striped with double lines. Non-parking areas and accessible aisles will be infilled with 45-degree angle striping at 1’-0” on center. Other pavement markings shall include accessible symbols, electric vehicle symbols, directional arrows, and other miscellaneous text and graphics.

9. Clearances:

a. Minimum 7’-0” clearance throughout the deck.

b. Minimum 8’-2” clearance at all levels of Van accessible parking, including the path between the vehicular access and parking space.

c. Minimum clearance requirements must account for all overhead features, including but not limited to structural framing, signage, lighting, MEP/FP systems, and any other apparatus.

d. The parking deck shall be designed to accommodate the standard passenger vehicle; No other over-height or over-sized vehicles are planned to enter the garage.

10. Accessible Parking:

a. Accessible parking stalls shall comply with 2010 ADA Standards for Accessible Design (Georgia Accessibility Code, Chapter 120-3-20 Per the Georgia Safety Fire Commissioner) based on the total number of parking space in the deck.

b. Required number of van accessible spaces shall be one in every six accessible spaces.

c. Distribute accessible spaces on each level, located adjacent to the stair/elevator tower on the shortest route to the accessible entrance.

d. Accessible standard parking stalls shall be 8’-0” width minimum with 5’-0” access aisle.

e. Accessible van parking stalls shall be 11’-0” width minimum with 5’-0” access aisle.

Alternatively, accessible van parking stalls can be 8’-0” width with 8’-0” access aisle.

f. Each accessible space will have the appropriate signage, accessible aisle, and pavement markings.

g. Where electric vehicle charging spaces (EVCS) are provided, accessible parking spaces shall be provided based on the total number of EVCS, independent of the accessible parking requirements for standard parking space throughout the remainder of the deck. And the requirement for van accessible parking for EVCS applies at the same ratio, one in six of the accessible spaces.

11. Bicycle parking: Bicycle parking is not anticipated to be considered.

12. Electric Vehicle Charing Spaces (EVCS):

a. Minimum EV Ready spaces per City of ATL requirements: 20% of the total number of parking spaces.

b. Provide a minimum of 62 EV Ready spaces in the parking garage, exceeding the City of Atlanta’s requirements, to achieve LEED certification for the adjacent building.

c. Parking spaces dedicated to electric vehicle charging, using 2 dual-head Level 2 chargers can be provided.

d. In the event that all 62 EVCS are installed, the result is the need for three accessible EV parking stalls, with one of the three designated for VAN parking. The design shall accommodate the accessible EV parking stalls, assuming future modification of the pavement markings is warranted.

e. EV Ready is defined by the City of Atlanta as follows: EV ready does not require the physical charging station. The electrical panel load capacity and raceway/conduit must be sized for the load capacity of the charging station.

13. Floor Profile/Slope:

a. All parking area floors will be positively sloped to floor drain bodies.

b. Preferred slope: 3/16” to 1/4” per foot toward drains; Minimum slope: 1/8” per foot to drains.

c. Slope at all accessible spaces shall be 1:48 or less.

d. Drainage slope will be achieved by sloping the framing members and deck members, not by thickening of the slab which would impact headroom.

e. The floor profiling will result in changes in the top of slab elevations throughout the structure.

f. Drains will be located in close proximity to vertical risers to limit the use of horizontal runs.

g. Floor surfaces shall slope away from stairs, elevators, electrical rooms, etc.

h. Additional miscellaneous drains will be provided at support rooms where necessary.

i. All floor drain bodies shall be rated for vehicular loads.

14. Building Classification, occupancy, and fire separation:

d. Mechanical ventilation will be required on the lower level (Level 0).

e. Mechanical ventilation is not anticipated for the upper levels of the parking garage, provided that the minimum area and length of openings is achieved in accordance with the applicable building code. This will have impact on façade architecture and area way.

f. An automatic sprinkler system is not required for the parking garage per the current applicable building code. However, the Georgia State Fire Marshal anticipates the adoption of IBC 2024 in January 2026. Based on the timing of permit, the parking deck may warrant an automatic sprinkler system be installed under IBC 2024.

g. Base design shall include a manual dry Class 1 standpipe with FDC and 2.5” hose valves on the ground level.

h. Fire Extinguishers: required per NFPA 10

15. Egress travel distance, number and location of egress stairs:

a. Number of means of egress: Two (2) required per applicable building code.

b. Egress travel distance: Travel distance shall comply with the applicable building code.
