About this file

This is a Draft Contract for Professional Services between the City of Sun Prairie, Wisconsin, Public Works Department and a contractor for Snow Plowing Services (Contract #24-PW11). The City is soliciting proposals for snow removal services covering designated areas west of Thompson Road and north of Highway 19, as well as north of Highway 151 through the city limits, encompassing residential, commercial, and industrial zones. The contractor must respond to snow clearing requests within 2 hours of notification by a Public Works representative and perform curb-to-curb clearing of public streets, cul-de-sacs, and designated parking lots. The scope includes snow cleanup and hauling along Main Street between Vine Street and Bristol Street and adjacent side streets. The contract term runs from October 1, 2024, through April 30, 2027, with an option to extend for one additional two-year period upon mutual agreement. The City requires a minimum of four heavy pieces of equipment, including wheeled end loaders, motor graders, or dump trucks equipped with plows, supplemented by 2-3 four-wheel-drive pickup trucks with plows and skid steer equipment. Equipment demonstrations may be requested before award. Proposals must remain valid for 60 days from the submission deadline.

Compensation is structured through three prepaid monthly installments of $15,000 occurring on December 1, January 1, and February 1 of each contracted season, totaling $45,000 per season. The contractor invoices for hourly equipment use rates at varying rates for each specific unit operated. When monthly services exceed $15,000, the City pays additional expenses. Starting in March, if the $45,000 seasonal threshold is reached, the City pays for services provided for the remainder of the snow season at the contracted hourly rates. If services do not reach $15,000 in any prepaid month, the contractor retains the full payment and carries funds to the next month. All parking lots require de-icing materials application. The contract requires the contractor to maintain comprehensive insurance, including Worker's Compensation with statutory limits, Commercial General Liability of $1,000,000 per occurrence, Automobile Liability of $1,000,000, Umbrella Liability of $5,000,000, and Professional Liability of $1,000,000 per claim. Required submittal documents include a W-9 Form, Certificate of Insurance with endorsements, and the contractor's proposal. The City reserves the right to select the proposal it determines most advantageous and may terminate the agreement at any time with 10 days' written notice.

In addition, north of Highway 151 and east from Bristol Street to city limits. The area includes residential and commercial industrial areas (refer to ATTACHMENT 1 for a map and list of streets and parking lots for specific locations). The scope of the work includes curb to curb clearing of public streets, including cul-de-sacs and parking lots. The contractor must report and begin clearing snow within 2 hours of being notified by a Public Works representative. The work does not include the spreading of de-icing chemicals, except for the list of contract parking lots that require de-icing materials. Generally, snow removal occurs on City streets, including within the contract area, when snowfall amounts are greater than two inches in depth. Amounts less than two inches in depth are often handled by de-icing chemicals without contractor assistance.

The contractor will also be responsible for snow cleanup and hauling of snow along the curb and edge of sidewalks from the downtown area on Main Street between Vine Street and Bristol Street and one block up from Main Street on each side street in this area. The side streets would be Vine Street, Church Street, Market Street, Columbus Street, King Street, and Bristol Street. This also includes City Lot B located at 125 Columbus Street (behind the Bank of Sun Prairie).

Equipment and manpower recommended for cleaning snow as per the contract would include a minimum of four heavy pieces of equipment. Examples of accepted heavy equipment:

wheeled end loader equipped with front plow and/or plow wing, motor grader with plow and/or plow wing, dump truck with plow and plow wing. Other pieces of equipment the City requires to perform snow removal in the assigned areas: 2-3 4WD pickup trucks with plows along with a skid steer or equivalent type of equipment. An equivalent combination of these units would be acceptable. A licensed driver shall be available for each unit. Contractors are paid by the hour at varying rates for each specific unit operated.

The City reserves the right to inspect the equipment intended for use for its ability to function properly at snow removal operations before making the award recommendation.

Demonstration of equipment may be requested by the City . The time and date for this are yet to be determined. Proposals must be good for (60) sixty days from the deadline acceptance date.

Upon awarding the contract, the City agrees to pay the Contractor in three $15,000 payments to occur on December 1, January 1, and February 1 of each contracted season.

The contractor will invoice for all services on an hourly equipment use rate. When the contractor exceeds the $15,000 payment for a month, the City will pay for the additional expenses. Starting in the month of March, if the $45,000 has been spent, the City would pay for services provided by the contractor for the remaining snow season. Those invoiced hours would be per the contract agreement of equipment hourly rates. Should the contractor not be needed or services total less than $15,000 for any of the months they have been prepaid, they would retain the payment in full and carry over those funds for use for the next month’s operation.

This is a service request proposal, and the City reserves the right to select the proposal that it determines most advantageous.

A map depicting snowplow areas and a list of streets and parking lots is attached separately, refer to ATTACHMENT 1. All parking lots require de-icing materials.
