About this file
This technical specification document details a comprehensive renovation project for Building 904 at Aviano Air Base in Italy, covering mechanical, electrical, architectural, and civil works. The project involves a complete rehabilitation of the facility's systems, including replacing false ceilings, roof membrane, HVAC systems, electrical infrastructure, fire alarm systems, and plumbing, with work to be conducted in four distinct phases to minimize operational disruption.
Key components of the renovation include installing two new air handling units, replacing fan coil units, upgrading the electrical system from 208/120V to 400/230V, implementing a new DDC control system, installing a new heat pump unit, renovating the boiler room, and providing new electrical distribution panels. The project also includes extensive demolition work, civil construction, grounding and lightning protection systems, fire alarm upgrades, and temporary office facilities for personnel. The total project is estimated to take approximately 12 months, with careful phasing to maintain building functionality throughout the renovation process.

Architectural The architectural works include the complete replacement of false ceiling, the replacement of the roof membrane, together with some minor interventions.
Mechanical The existing HVAC system was built in two different steps. It has different systems that provide outside air (OA) to the building. The classic air handling units (AHUs) are not installed. There are 5 different systems in the building that supply the OA. The exhaust air from building is taken from different roof exhuast fans. To provide air conditioning to the building each room is equipped with one or more fan coil units installed above the false ceiling. One chiller is installed (besides a roof top unit), and is “undersized to cover the entire facility needs”, as stated by the -User. In the boiler room there are two natural gas fired boilers. One for the production of the heating water and other to produce domestic hot water.
The purpose of this project is a total renovation of the existing building system. Where applicable all equipment shall be compliance to the ERP 2018 (2009/125/CE, Regulation UE 1253/2014 “Eco Design”).
Two new air handling unit (AHU) will be provided for new DOAS system. These unit supplies outside air and extract air from the bathroom system to provide energy recovery.
The existing plumbing system will mainly remain in place. It will be replaced only in the boiler room.
Electrical Project Scope is to modify and update the electrical system in terms of interior lighting system and Fire Alarm system. It also includes the switching of the power system from 208/120Vac to 400/230Vac.

AC1 - 21. PROCEDURES AND WORK PHASES
In order not to procure a severe impact on the Squadrons operations and to allow installation even in the presence of personnel, the building is divided into 4 distinct areas on which to work in sequence, maintaining minimal functionality (heating / cooling). It is planned in the work area to demolish and build the new plants while preserving the pipes that feed the systems in the occupied areas. The sequence is organized to allow continuity of operation and the possibility of eliminating all existing systems.
The Contractor shall guarantee the supply of domestic cold water on the faucets, throughout each phase of the construction. During the First Phase, the Contractor shall guarantee the supply of cooling water.
Once the Heat Pump is installed the Contractor shall guarantee the supply of cooling or heating water on new and existing systems. The existing chiller shall be removed only after this step. The fan coil units must remain operative in the areas not involved by the construction works. The contactor will setup and modify the systems as necessary to guarantee the building functionality during the construction phases.
With regards to the electrical system, please note that:
- The main electrical panel, which is anticipated in the phase 4 area, will have to be installed during phase 1, to power the new systems. Ducts, pipes, cables for phase 1 must be installed working in the building area involved by construction works in phase 4.
- For the fire alarm, in phase 2 pipes and cables must be laid up to the phase 1 area, crossing almost all the rooms of phases 3, 4.
The study and detailed definition of construction phases, the preparation of temporary systems, the modification of existing ones, are in the responsibility of the Contractor.
To increase the construction speed and people safety, it is considered important to avoid welding operations in the building, using stainless steel pipes to clamp. The use of stainless steel also allows to limit the cleaning operations of the circuit. The existing circuit is divided into two distinct branches, one of which is partly underground, with pre-insulated polyethylene pipes. The different phases are indicated in the drawings.
Contractor shall also provide portable office facilities, able to host at least 45 personnel for the entire duration of the construction works. Please refer to next specification paragraphs (Schedule of Work items) and Drawings for temporary offices specifications and their connections to Base utility networks.
Prior to starting any work, the Contractor shall submit a Work Plan for approval by the Contracting Officer.
AC1 - 22. SALVAGEABLE MATERIALS
In this contract are indicated materials and equipment to be removed, stored and subsequently reinstalled. It shall be the responsibility of the Contractor to remove salvageable items with maximum care to avoid any damages; and to transport them to the storage areas as indicated by the Contracting Officer’s Technical Representative. It shall be the responsibility of the Contractor to provide containers for material disposal and/or transportation of the salvageable items. All discarded materials shall be transported to an authorized public dump site by the Regional and National Regulation according to the typology of the related material. Transportation of discarded materials shall be extended, to an authorized dump site, even if the dump site is located outside the authority limits of the Aviano City Council Territory.
