About this file

This is a Request for Documented Quotation (RFQ) issued by the State of Colorado Department of Natural Resources on behalf of the Colorado Parks and Wildlife Division (CPW) for modular building services. The project involves securing a modular office building to replace the Brush Service Center, which was damaged by a truck collision on December 25, 2016. CPW requires a facility with four staff offices, a secure customer service entrance with lobby and counter, a conference room, restrooms, storage, and a snack bar with sink. The building will be delivered, set up, modified as needed, and installed at 28167 County Road T, Brush, Colorado 80723. Quotations were due by June 5, 2017 at 2:00 PM, and the rental period can extend from three to ten years. Inquiries were accepted until May 25, 2017, and responses could be submitted by mail, hand delivery, or email to Robert Mitchell, the Department of Natural Resources Purchasing Agent.

Pricing for the project is based on separate line items for building delivery, setup, connections to utilities, modifications, takedown and haul away costs, plus a monthly rental fee. The contract will remain firm for two years, after which annual rate adjustments may be permitted beginning July 1, 2019, limited to the lesser of the Consumer Price Index (CPI) for the West Urban Region or five percent (5%) annually, with no rate reductions allowed. Bidders must provide certificates of insurance meeting specific requirements including workers' compensation, general liability with minimum limits of $1,000,000 per occurrence, automobile liability of $1,000,000, and must name the State as an additional insured. Resident bidder preference and Service Disabled Veteran Owned Small Business (SDVOSB) preferences of five percent are available to qualified applicants. Evaluation will consider the number of offices, secure entrance and lobby design, building age and construction materials (with 2x6 construction preferred over 2x4), heating and air conditioning systems, conference room size, flooring materials, number of restrooms, and wet bar amenities, with price and overall value to the State as primary factors.

Annual Rate Adjustments Prices established in the award, shall remain firm for two years. . Beginning with July 1, 2019 and each succeeding July 1 for the term of the contract, rate adjustments may be made and will be based on an average of the prior 12 months of Consumer Price Index (CPI) rates for West Urban Region or a five percent (5%) adjustment, whichever is less, that are published prior to the May 15 that the rate increase is due to take effect. Only one such increase will be allowed in any 12-month period of this Contract. In no event shall the rates set for consecutive fiscal years be less than the prior fiscal year’s test prices.

CPI rate adjustments can be found at the following web address:

http://data.bls.gov – (Select:All Urban Consumers (current series)/West Urban Region/ All items/not seasonally adjusted – click the more formatting options and choose 12-month percent change)

The process by which the annual rate adjustments will be handled is as follows. If the Contractor is seeking a price increase for the following fiscal year, the Contractor shall submit a request in writing to the Purchasing Agent requesting a price increase by the amounts listed above, no later http://data.bls.gov/ than May 15 annually. An example is: current rate is $26.25/sample and a 5% increase is allowed = $27.5625 would stay at $27.56/sample or a rate of $26.75/sample with a 5% increase is $28.0875/sample would round up to $28.09/sample.

SCOPE OF WORK

Project Background and Objectives

On December 25, 2016, a truck crashed into the Brush Service Center and damaged the Building and its contents. Since the incident, Colorado Parks and Wildlife (CPW) has not had an office in Brush, CO to serve its customers in Northeast Colorado. With assistance from region staff, the Area Wildlife Manager looked into renting an existing building to serve as the CPW office. An adequate space was unavailable or rent was too high for the existing structures on the market.

With options being limited, modular buildings were something to be explored. CPW staff worked on determining the total offices and space needed. The Brush Service Center previously had offices for 3 biologists, 1 supervisor, 1 administrative assistant, 2 temporary employees, and a space for District Wildlife Managers to sit and work at. There was also a conference room for meetings with staff and partners, a storage area for parks/game brochures and equipment, a restroom, and a small eating area. Moving forward the needs are as follows:

• 4 offices for staff and admin area

• Secure customer service entrance, lobby area, and counter to serve customers

• Conference room

• Restrooms

• Storage

• Snack bar with sink
