About this file
This is a Scope of Work document for Colorado Parks and Wildlife (CPW) detailing the requirements for a modular office building to replace the Brush Service Center in Brush, Colorado, following a December 25, 2016 vehicle collision that destroyed the original facility. The project involves the design and construction of a modular building to accommodate four offices for staff and administration, a secure customer service entrance with lobby and counter area, a conference room, restrooms, storage space, and a snack bar with sink. The modular office is intended to serve as a temporary solution for 3 to 10 years while a permanent facility is planned and constructed. CPW has secured a location on City of Brush property, and Morgan County has approved a variance to existing zoning regulations to permit the modular structure. The project timeline indicates a target completion and utility connection date before August 1st to coincide with the sale of leftover licenses.
The document does not specify pricing terms, contract duration details, set-asides, or funding sources and amounts. However, it emphasizes that the modular building must accommodate current and future staffing needs, including three biologists, one supervisor, one administrative assistant, two temporary employees, and visiting District Wildlife Managers, while maintaining adequate facilities for public customer service operations. CPW determined that existing rental properties in the Brush area were either inadequate or cost-prohibitive, making the modular building solution the most viable option given the lack of clarity regarding when a permanent replacement structure would be constructed.

Brush Modular Building
Scope of Work April
12, 2017
On December 25, 2016, a truck crashed into the Brush Service Center and damaged the building and its contents. Since the incident, Colorado Parks and Wildlife (CPW) has not had an office in Brush, CO to serve its customers in Northeast Colorado. With assistance from region staff, the Area Wildlife Manager looked into renting an existing building to serve as the CPW office. An adequate space was unavailable or rent was too high for the existing structures on the market.
With options being limited, modular buildings were something to be explored. CPW staff worked on determining the total offices and space needed. The Brush Service Center previously had offices for 3 biologists, 1 supervisor, 1 administrative assistant, 2 temporary employees, and a space for District Wildlife Managers to sit and work at. There was also a conference room for meetings with staff and partners, a storage area for parks/ game brochures and equipment, a restroom, and a small eating area. Moving forward the needs are as follows:
• 4 offices for staff and admin area
• Secure customer service entrance, lobby area, and counter to serve customers
• Conference room
• Restrooms
• Storage
• Snack bar with sink
The modular office space is not a permanent home for the Brush Service Center. However, it will need to accommodate staff and customers for 3 -10 years. It is not clear when a permanent building will be built. CPW has already begun the process to secure a location for the modular office on City of Brush property. Morgan County has already approved a variance request to the current zoning to allow a modular office on the City of Brush property. CPW has also begun an application process to place the modular office building on the property. It is hoped that the modular office would be in place, set up and connected to utilities before the sale of leftover licenses on August 1st.
