About this file
Summary
This is a Documented Quotation for a plugging and abandonment project issued by the Colorado Department of Natural Resources (DNR) and the Colorado Oil and Gas Conservation Commission (COGCC). The project involves the plugging and abandonment of the Chapman #1 well located approximately six miles southeast of Walsh, Colorado in Baca County. The well, originally drilled in 1960 to a total depth of 5,576 feet, requires re-entry and drilling out to 1,545 feet, installation of three 100-foot cement plugs at various depths, and placement of a 15-sack surface cement plug. A mandatory pre-bid meeting and site showing was scheduled for Friday, April 3, 2015 at 11:00 AM at the well location, with contractor registration required by Wednesday, April 1, 2015. Bids were due on Monday, April 13, 2015 at 4:00 PM and submitted to the Department of Natural Resources Purchasing Office in Denver. Work performance was required between April 15, 2015 and June 1, 2015, with final completion and equipment removal no later than June 7, 2015 at 5:00 PM.
The bidding process utilized an informal Documented Quotation procedure with award to the low responsive and responsible bidder. Responsive bids required submission of a completed bid schedule, contractor's equipment, personnel and materials rate schedule, and a List of Equipment Offered Form. Preference provisions included a 5 percent preference for Service Disabled Veteran Owned Small Businesses (SDVOSBs) with proper U.S. Department of Veterans Affairs certification and resident bidder preference as applicable. The contract included payment for mobilization/demobilization, plug and abandon hourly labor and equipment, cement services (135 sacks of Southwest Portland G cement), and solid and liquid waste management. Standby time was compensated at seventy-five percent of the regular hourly rate. A Change Order mechanism was established for any work exceeding estimated quantities by more than twenty percent or for unforeseen circumstances such as additional cement squeezes or hot-tap procedures.

1.1.1 1.2 PRE‑BID MEETING AND SITE SHOWING
Bidders shall visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of the work, including average climatic conditions and the general and local conditions which can affect the work or the cost thereof. Failure to do so will not relieve bidders from responsibility for estimating properly the difficulty or cost of successfully performing the work.
An informational pre-bid meeting and on site showing will be held on Friday, April 3, 2015 at 11:00 AM. Contractors are requested to register for the pre-bid meeting and site showing with Diana Burn, COGCC Supervising Engineer East, @ 894-2100 x 5106 prior to Wednesday, April 1, 2015 at 5:00 PM so we have a head count. The COGCC representative will meet prospective bidders at the Chapman #1 well site at the scheduled time. The site is located approximately six (6) miles SE of Walsh as the crow flies, Colorado or at the intersection of CR 50.00 and CR BB.00 (map provided).
The purpose of the Pre-Bid meeting is to afford potential bidders the opportunity to inspect the project site and access conditions. Bids will be considered from all contractors whether or not they attend the pre-bid meeting and site showing. Bidders are cautioned that, notwithstanding any remarks or clarifications given at this meeting and site showing, all terms and conditions of the contract documents remain unchanged unless they are changed by written amendment issued by the OWNER. If the answers to questions or any amendment to the Contract Documents create ambiguities, it is the responsibility of the bidder to seek clarification prior to submitting a bid.
