About this file
This is a UI/UX Provisions exhibit from the Colorado Department of Regulatory Agencies for the Procurement Resource Portal (PRP) Invitation to Negotiate (ITN). The document establishes mandatory UI/UX standards and requirements for the delivery of a functional digital product that enhances end-user experience. The project team must implement principles from the Digital Service Playbook, the State of Colorado UI Component Library, and Colorado Brand Guidelines to ensure visual consistency and logical application flow. Key deliverable requirements include creating prioritized user stories, conducting regular testing with real users, understanding all service interaction points (online and offline), and designing simple, intuitive interfaces with accessibility compliance. The project requires comprehensive user experience mapping from start to finish, including identification of pain points, integration of digital and offline touchpoints, and development of metrics to measure service effectiveness at each stage.
The document establishes data-driven performance monitoring as a contractual requirement, mandating real-time tracking of system-level resource utilization, performance metrics (response time, latency, throughput, error rates), and concurrent user monitoring. Contractors must provide both internally and externally publishable metrics and implement feedback mechanisms for users to report issues directly. The provisions emphasize accessibility compliance throughout all service components and require consistent language and design standards across all user touchpoints. No pricing, award dates, contract terms, or financial information is specified in this exhibit, as it functions as technical specifications and standards documentation rather than a procurement announcement document.

PRP ITN Exhibit 6 UI/UX Provisions
The Colorado Department of Regulatory Agencies requires the delivery of a functional product in a manner that shall enhance the end user’s experience. To ensure successful delivery all applications are required to implement the principles found in the following:
● Digital Service Playbook
● State of Colorado UI Component Library
● Colorado Brand Guidelines
The overarching goal of this document is to assure that the new application:
● Maintains consistency in visual elements and defining behavior
● Ensures that the application logically flows from one step to the next
Additionally, the following sections address the practices which, at a minimum, must be included in the implementation.
UNDERSTAND WHAT PEOPLE NEED
The project team must begin digital projects by exploring and pinpointing the needs of the people (both internal and external customers) who will use the service, and the ways the service will fit into their lives. The project team shall continually test the products with real people to ensure delivery is focused on what is important.
Requirements:
● The project team shall create a prioritized list of tasks the user is trying to accomplish, also known as "user stories"
● As the digital service is being built, regularly test it with potential users to ensure it meets people’s design needs
ADDRESS THE WHOLE EXPERIENCE FROM START TO FINISH
The project team shall ensure we understand the different ways people will interact with our services, including the actions they complete using the external customer online portal, through a mobile device such as a smartphone or tablet, on the phone, over in person. Every encounter, whether it's online or offline, should move the user closer towards their goal.
Requirements:
● Understand the different points at which people will interact with the service, both online and in person
● Identify pain points in the current way users interact with the service, and prioritize these according to user needs
● Design the digital parts of the service so that they are integrated with the offline touchpoints people use to interact with the service
● Develop metrics that will measure how well the service is meeting user needs at each step of the service
MAKE IT SIMPLE & INTUITIVE
Successful delivery of this project requires that the services of, and products delivered, will not be stressful, confusing, or daunting.
Therefore the project team shall build services that are simple and intuitive enough that users succeed the first time, unaided.
Requirements:
● Use a simple and flexible design style guide for the service. Use the State of Colorado UI Component Library as a default
● Use the design style guide consistently for related digital services
● Give users clear information about where they are in each step of the process
● Follow accessibility best practices to ensure all people can use the service
● Provide users with a way to exit and return later to complete the process
● Use language that is familiar to the user and easy to understand
● Use language and design consistently throughout the service, including online and offline touch points https://playbook.cio.gov/ https://oit-ux.appspot.com/ https://dcs.colorado.gov/ids/state-branding https://oit-ux.appspot.com/

USE DATA TO DRIVE DECISIONS
At every stage of a project, the project team shall measure how well our service is working for our users. This includes measuring how well a system performs and how people are interacting with it in real-time. These metrics shall be reported to the team to find issues and identify which bug fixes and improvements should be prioritized. Along with monitoring tools, a feedback mechanism should be in place for people to report issues directly.
Requirements:
● Monitor system-level resource utilization in real time
● Monitor system performance in real-time (e.g. response time, latency, throughput, and error rates)
● Track concurrent users in real-time, and monitor user behaviors in the aggregate to determine how well the service meets user needs
● Provide metrics which may be published internally
● Provide metrics which may be published externally
