About this file
This is a Department Profile Exhibit prepared by the Colorado Department of Regulatory Agencies, Division of Professions and Occupations (DPO), for use in evaluating proposals related to license management platform modernization. The document provides a comprehensive overview of the current licensing system environment to assist bidders in proposal preparation. The DPO currently operates under the Department of Regulatory Agencies, which includes 12 divisions and offices managing regulatory functions across banking, insurance, professions, real estate, securities, and other sectors. The division maintains 1,678,813 total license records with 610,122 active licenses across 419 license types and 61 boards/programs, serving approximately 1.7 million contacts. The system processes 9,953 enforcement cases annually and manages significant inspection and permitting activities, including 873 tramway inspections, 1,213 pharmacy inspections, 50,140 electrical inspections with 18,198 permits, and 17,060 plumbing inspections with 7,103 permits, supported by 278 named internal users.
The current licensing platform utilizes CAVU eLicense version 7.2.78 (third-party vendor) as the main system, supplemented by SSRS Reporting Server, SFTP servers for data transfer, an online public portal, a payment engine connected to the State CORE Financial system, and various supporting applications including a PDMP application, tramway inspection tracking database, electrical and plumbing permitting system, and interim document management solution. The existing environment manages between 35-50 different data interfaces that facilitate data exchange with state agencies, third parties, and external organizations through multiple methods including SFTP, API, and direct platform connections. All contact and license record counts are current as of December 2025 and are expected to grow throughout the following year.
