About this file

This document is an amendment to a Request for Proposals (RFP) for the Refugee Social Services (RSS) program in Mississippi. The RSS program is replacing three existing programs - RSS, TAG, and RHP - and will be administered by the Mississippi Department of Child Protection Services (CPS). The vendor selected will be responsible for providing employability services and medical referrals to refugees in the state. CPS is seeking proposals from qualified vendors to deliver these services, with an anticipated period of performance from October 1, 2024 to September 30, 2025, with potential renewals. Funding for the program is provided by the Office of Refugee Resettlement (ORR) based on the number of refugees served, and CPS does not anticipate changing the funding source during the contract term.

The amendment provides responses to several questions from potential vendors, including clarification on the existing service delivery model, the need to track funding and services provided to individual refugees, and the funding sources for the program. CPS has indicated that no additional time can be granted for the RFP response due date, and they do not plan to use American Rescue Plan Act (ARPA) funds to pay for this program.

Answers
1
1.1.1 (pg. 3)
Is CPS willing to extend the due date for RFP responses to a later date to allow vendors who are considering a partnership to submit their best proposal to CPS?
Due to funding guidelines, no additional time can be granted.
2
2.1 (pg. 8)
It mentions that the RSS program replaces three separate programs, RSS, TAG, and RHP. Can you please describe who CPS or if applicable another state agency is currently working with to provide these services for the existing three programs in Mississippi?
The Welfare Refugee Specialist with CPS is providing RSS and reaches out to seek employability and medical services as needed. No other state agency is providing this service. The vendor that is chosen for the contract will need to build up their resources to assist with employability services and medical referrals.
3
2.2 (pg. 9)
Does CPS anticipate the solution to provide a way to track the amount of funding provided to each individual and be able to tie it to referral(s) and services provided?
Yes, Medicaid assists with tracking the RMA and MDHS assists with tracking the RCA. These along with employability services need to be tracked because an annual and bi-annual report is due to ORR based on this data and it does impact funding for the following year.
4
Attachment R (pg. 79)
How is this project being funded? Please share details on the funding source(s).
The Office of Refugee Resettlement provides funding based on the number of refugees being served. ORR’s Refugee Program help refugees and other eligible newcomers achieve economic self-sufficiency, well-being, and successful integration in the United States. For more information about ORR’s Refugee Program, visit: https://www.acf.hhs.gov/orr/programs/refugees.
5
Attachment R (pg. 79)
Do you anticipate using the same funding source(s) for the entire duration of the contract term (up to 5 years)?
The anticipated period of performance is October 1, 2024 – September 30, 2025. Renewals may be granted depending on funding availability. CPS does not anticipate changing the funding source during this time.
6
Attachment P (pg. 73)
Does CPS plan to use ARPA dollars to pay for or partially pay for this program?
No, CPS does not plan to use ARPA funds to pay for this program.

Please acknowledge receipt of Amendment One by completing and returning the Acknowledgement of Amendment Form (Attachment T) with your proposal package no later than September 5, 2024, by noon, Central Time.
