About this file
This is a Notice of Intent to Award issued by the Mississippi Department of Public Safety (MDPS) for Invitation for Bid (IFB) 3160007857 regarding Third Party Claims Administration Services. The MDPS seeks a vendor to provide comprehensive third-party claims administration (TPCA) services for the department's workers' compensation program, which covers approximately 1,600 employees across law enforcement, clerical, maintenance, and pilot positions. Services include claims investigations, compensability determinations, claim and expense payments, litigation management, medical case management, and management of claim files with completion of required reports to the Mississippi Workers' Compensation Commission and statistical reports to MDPS. The IFB was issued on February 24, 2026, with bids opened on March 31, 2026, at 10:00 am CST. The contract term is four years with one optional one-year renewal. A Question and Answers document was released on March 17, 2026, with all other specifications remaining unchanged. The deadline to request reconsideration of the intent to award is April 30, 2026, at 5:00 pm CST.
The MDPS received two responsive bids that met minimum qualifications requiring vendors to have provided similar TPCA services for a minimum of ten years and currently serve at least one client with 1,600 or more employees. Cannon Cochran Management Services, Inc. (6360 I-55 North, Suite 180, Jackson, MS 39211) submitted the lowest bid at $121,476.00 in estimated annual administrative and medical cost containment fees and is recommended for award. The competing bidder, Corvel Enterprise Claims (587 Highland Colony Pkwy, Suite 200, Ridgeland, MS 39157), bid $130,240.00. The MDPS determined both bids were responsive and responsible; however, Cannon Cochran's lower cost resulted in the recommendation for contract award. Requests for reconsideration must be submitted in writing to Bid Coordinator Britney Wesley, Sonya Williams, and Teselyn Funches, Director of OPSCR, within three business days of the Notice of Intent to Award issuance and must reference specific alleged violations of PPRB OPSCR rules, regulations, or IFB terms.
