About this file

This is an Addendum 2 to a sealed bid solicitation issued by the University of Southern Mississippi's Procurement and Contract Services for a Heater Chiller System supporting the Oyster Hatchery and Research Center at the Gulf Coast Research Laboratory. The procurement encompasses seventeen units of aquaculture water temperature control equipment, including three low-profile drop-in water chillers (6,000 BTUH at 115V single phase), four air-cooled reversible heat pump/chiller units (identical specifications), six medium-capacity units (5 tons/60,000 BTUH at 208-240V single phase), two large-capacity units (7.5 tons/90,000 BTUH at 208-240V three phase), and two extra-large capacity units (10 tons/120,000 BTUH at 208-240V three phase). All equipment must be new, unused, current production models with titanium heat exchangers suitable for saltwater use and low-global warming potential refrigerants such as R454B or approved equivalents. Sealed bids were due Friday, March 20, 2026, at 2:00 p.m. CDT, with delivery required FOB destination to the University of Southern Mississippi. No installation is required for any equipment specified in the bid.

The addendum clarifies critical specifications for the large heat pump units designated as HP-5, specifying that four of six units require internally installed low ambient fan controllers for operation in chill mode when ambient air temperatures are between 0-55°F, with the four units designated for the Brood Stock Holding System (BSHS) and to be externally labeled accordingly. The addendum confirms that 304 stainless steel construction is sufficient for corrosion resistance, eliminating the requirement for Tropicoat Marine Coating on the condensing units. Payment terms are established at 2% discount if paid within ten days or net payment within 45 days in accordance with Mississippi law, and the University reserves the right to reject any or all bids submitted. Interested vendors should contact Millissa Weaver, Procurement Coordinator, at (228) 818-8001 for additional information.

Bid # 26‐30

RFX 3160007920

University of Southern Mississippi Heater Chiller System for Oyster Hatchery and Research Center Addendum 2

Questions

So that we can keep track of what unit is for what system can you provide a system designation and which system will need the low ambient fan control for the unit in section 3C1. The Low ambient fan control is installed internally so there is no way of differentiating externally which unit would have it. We want to make sure that the unit that have it are installed in the correct location. Also to make sure you understand, the low ambient is required if the condensing unit is to operate in chill mode when ambient air temperatures where the condensing unit is located is between 0-55F.

Lastly you did not answer if the condensing units for the large Heat Pumps will need a Tropicoat

Marine Coating, this needs to be added prior to unit manufacture.

Answers

3C1 HP-5: 4 of the 6 units require Low ambient fan controller, as units will be operated with air temperatures between 0-55F.

2 of the 6 do not require Low ambient fan controller as Low ambient temperature is not required for these units.

304 Stainless is sufficient.

The units that will require the low ambient fan control (quantity 4) are for BSHS (stands for

Brood Stock Holding System.) Suppliers may designate this externally to differentiate which 4 of the 6 contain the internally installed Low ambient fan control by labeling the outside of each unit with a “BSHS” label.

We will not require the Tropicoat Marine Coating as the 304 stainless is what we have on our units that we currently operate and will be sufficient.

No installation is required for any of the equipment specified in this bid request. Installation should not be included in any bid.
