About this file

This is Addendum No. 1 issued by the Florida Department of Transportation, District Six on March 26, 2026, in response to questions from prospective proposers regarding RFP-26-6201LS-REBID for Public Communication Services for Miscellaneous Construction Projects in Monroe County. The addendum clarifies that the required Community Outreach Specialist position is dedicated to Monroe County countywide coverage rather than the Lower Keys exclusively, and the department is open to proposals including multiple Community Outreach Specialists (e.g., separate positions for Upper and Lower Keys) to ensure adequate geographic coverage and response times. The field office for Lower Keys operations is currently located at 24794 Overseas Highway, Summerland, Florida, with potential for additional office locations as more projects commence. All other terms of the original RFP remain unchanged, including the March 31, 2026 technical proposal submission deadline at 10:00 AM, oral presentations scheduled for April 27, 2026, price proposal opening on May 4, 2026, and intended award announcement on May 11, 2026. The contract term runs from May 2026 through May 2029, with renewal options available for up to three additional years or the length of the original contract term, whichever is longer.

The contract is structured as an indefinite quantity term contract with a maximum value of $1.1 million, with $500,000 currently approved and encumbered. Compensation is provided at hourly billing rates specified in Exhibit C, which include salaries, overhead, travel, phone expenses, quality control, general and administrative costs, fringe benefits, operating margins, and subcontractor expenses. Proposers must register in Florida's MyFloridaMarketPlace system and comply with a one percent transaction fee deducted from payments. General liability insurance is required with minimum combined bodily injury limits of $200,000 per person and $300,000 per occurrence, plus property damage insurance of at least $200,000 per occurrence. Evaluation criteria include technical merit (100 points), oral presentation performance (100 points), and price proposal (25 points maximum), with a minimum technical score of 70 points required for responsiveness. Funding is contingent upon annual appropriation by the Florida Legislature, and the Department retains the right to increase or decrease the budgetary ceiling by amendment.
