About this file

This is an Automated Clearing House (ACH) Network Provisions document issued by the Commonwealth of Pennsylvania, outlining payment requirements for all contractors conducting business with the state. The provisions establish that the Commonwealth will process all contractor payments through ACH, requiring contractors to submit or establish their ACH information in the Commonwealth's Master Database within ten days of contract execution. Contractors must submit unique invoice numbers with each invoice to enable proper application of state payments to respective invoices or programs. The document applies broadly to all contractors, including bidders, offerors, loan recipients, grantees, lessors, and various public entities seeking to furnish goods, supplies, services, leased space, or construction work with Pennsylvania.

Contractors are responsible for maintaining accurate and complete ACH information in the Commonwealth's Master Database, as failure to do so may result in payment delays. The provisions reference Commonwealth Management Directive 310.40, issued July 16, 2021, which establishes the Pennsylvania Electronic Payment Program and designates ACH as the preferred payment method. Additionally, contractors may enroll to receive remittance information electronically through e-Remittance via email, with enrollment information and resources available through the Pennsylvania Budget Office's vendor services portal. These requirements apply to the related Tree Trimming & Stump Removal Services contract for PennDOT in Greene County, which is designated exclusively for certified small businesses and requires electronic bid submission through the PA Supplier Portal.
