Operation of the Earle C. Clements Job Corps Center Amendment No. 10
Section M.1, Factor 3, Part 3.1 Cost Section of the RFP is hereby deleted and replaced with the following:
Cost/Price Analysis
In accordance with FAR 15.404-1, the Government will conduct a cost/price analysis to assess whether the contract price proposed is fair and reasonable.
In accordance with FAR 15.404-1(d), as a part of its cost analysis, the Government will perform a Cost Realism Analysis (CRA) on specific and significant cost categories proposed on the Form 2110 by the Offeror to determine a Probable Cost (PC) of performing the contract using the offeror’s proposed approach. The PC may differ from the proposed cost and shall be used for purposes of the evaluation to determine the “Best Value” proposal.
To foster competition and create more of a level field, please note that the Government will not evaluate transition in or transition out in evaluated cost/price. The Government will also review the offeror’s responses and documentation provided to ensure that the offeror has adequate cost controls, financial capability, lines of credit, and is licensed in the state in which the center is located. Failure of the offeror to comply with these areas may result in the offeror not being eligible for award.
End Section M Updates.
Questions and Answers:
This Solicitation pre-dates the enactment of the Workforce Innovation & Opportunity Act (“WIOA”). Therefore the provisions of that Act are not applicable.
Q1: What are the new dates for the "Transition Period" and the "Performance Periods "?
A1: The Government currently anticipates the Base Performance Period to begin on July 1st, 2017.
Phase-in would begin to occur on the same date.
Q2: The amendment mentions a review of our response to Section L.6(I)(4)(a) Business Management Data, to ensure that the offeror has adequate cost controls, financial capability, lines of credit, and is licensed in the state in which the center is located. Upon reviewing the original RFP and subsequent amendments, there do not appear to be questions to this effect. We have seen questions along these lines in other RFPs. Is it possible that this language needs to be added to this procurement? We want to make sure we are responding appropriately?
A2: This language has been removed, as it relates to newer solicitations used by the Employment and Training Administration. Please refer to Section L.7 for further instructions regarding this solicitation.
Q3: Will the Government provide competitive ranges contractors the opportunity to submit an abbreviated technical FPR in addition to the cost proposal?
A3: The Government will accept limited revisions to your Staff Resources proposal that are directly related to such changes necessary due to revisions/updates/changes in Final Cost Proposals. We note that Offerors are limited to 12 pages for any proposed Staff Resources changes.
Q4: If our cost proposal includes staffing changes, which "J" forms would you like us to include in our submission?
A4: You should include all information and documents necessary to allow the Government to effectively evaluate your proposed staffing changes. Please note the 12 page limit discussed above in A3.
Operation of the Earle C. Clements Job Corps Center Amendment No. 10
Q5: If we have a change in subcontractors from our initial submission, are we required to submit a new subcontracting plan and would you like that plan to be part of the BMP or a separate document?
A5: Yes, you would have to submit a new subcontracting plan as this is part of your BMP.
End of Amendment #10.
