Implementing some of the below recommendations can save you 10% to 25% off your annual energy bill without negatively impacting comfort or productivity.
1. Your staff and students are the key to savings. Educate the students and staff on the why of energy saving - costs and environmental impacts. Encouraging them to actively participate in energy reduction is also important. Post reminders at exit doors and bulletin boards about energy conservation. Simple tips include:
a. Turn it down (lights, heating & cooling),
b. Turn it off (lights, computers, other equipment),
c. Keep it tight (close doors and windows, use window blinds)
2. Operations and Maintenance: Educate the O&M staff on the why of energy saving -costs and environmental impacts. Simple tips include:
a. Make sure that the Operations and Maintenance staff is properly trained for the equipment they operate.
b. Tune and clean HVAC: Perform seasonal cleanups on air conditioners, boilers and furnaces, and regularly clean cooling coils and drain pans. Get rooftop or outdoor condenser coils cleaned and maintain an appropriate filter changing schedule.
c. Check (or ask your HVAC contractor to check) your outside air dampers or economizers to verify proper ventilation. Make sure economizer controls function properly. Make sure automatic dampers close during unoccupied periods.
d. Restore automatic control: When troubleshooting a system, take time to figure out and repair the automatic controls. Today's quick fix is tomorrow's bad idea.
e. Reasonable set points: Try 68°F in the heating season and 78°F in the cooling season.
f. Schedule HVAC equipment and lighting: (weekdays, weekends, holidays, off-season). Make sure equipment runs only when it is needed and the buildings are occupied. When buildings are vacant (i.e. dormitories during the day with students in class), make sure all the lights in the building are off.
g. Seasonal (resets, schedules, and shutoffs): As the seasons change, adjust set points and schedules to match the system's response to the weather.
h. Lighting: Invest in an inexpensive light level meter to measure the foot-candles in spaces to determine whether or not they are over lit and lamps can be safely removed. Where four-lamp fixtures are in use, two lamps can usually be removed from every fixture or every other fixture. After lamps are removed, disconnect ballasts. Contact the Energy team at PBDewberry for suggested light levels for individual space types. Cleaning fixtures regularly increases light levels.
i. Utilize power management features for all computers and monitors to shut them off when idle for more than 15 minutes.
Page: 3 Date: 06/07/2011
j. Have your vending machine suppliers turn off or remove light tubes from the advertising lighting in the machine. This will save about $50 per year per vending machine.
k. Save water with low flow sink aerators (0.5gpm) and low flow shower heads (1.5gpm - 2.0gpm). This will also reduce water heating energy consumption.
l. Set your water heater to 120°F. Verify by measuring at the tap. Never go below 115°F.
m. For water heaters installed in unconditioned spaces, add insulation blankets making sure that access covers, electric connection areas, and pressure relief valves are left uncovered.
n. Caulk and fill cracks around doors and windows to reduce costly air leaks.
o. When replacing broken glass, use high transmittance, low heat gain windows.
p. Make sure automatic door closers are functioning properly to avoid drafts.
3. Buy energy efficient, buy EnergyStar (www.energystar.gov).
a. Buy EnergyStar appliances and equipment.
b. Replace burned out lightbulbs with EnergyStar labeled compact fluorescent lightbulbs (CFLs).
c. Replace broken thermostats with EnergyStar labeled programmable products.
d. Replace broken exit signs with EnergyStar LED exit signs.

RADON EXPLANATORY NOTES
The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than
4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.
Radon mitigation techniques include: (1) adjustment of the building HVAC system to create a positive pressure within the building; (2) sealing of foundation wall cracks, penetrations, or other openings;
(3) sealing crawlspace openings and sump pits; (4) installing an active subslab depressurization (ASD) system.

An isolated overhead transmission line passes through the center utilizing the top crossarm of selected wooden power poles. The 12.47 kV primary radial service to the center enters the center at the west corner of the property and is routed on the lower crossarms, or only crossarms respectively, of wooden power poles. The main switch and primary meter for the whole center are located just west of 75th Infantry Road. Good relationships with the local utility company and primary metering help the center to receive reasonable rates and excellent services from the utility. Primary distribution on center is radially configured, well maintained and in good condition. Overhead services from pole-mounted transformer banks are provided for the majority of the buildings throughout the center.
For the older buildings, the secondary electrical services are 120/240V, 3-phase, 4 wire. Newer buildings have 120/208V, 3-phase, 4 wire services. Building 601 - Union Trades and 300 series dorms are provided with additional 277/480V services. Vocational - Buildings 609 and 610, Dorms - Buildings 902 and 903, Cold/dry storage - Building 2447, Fitness Center - Building 1512 and New Culinary Arts - Building 1526-A are served underground from pad-mounted transformers. Buildings 601 and 602 are served overhead from platform-mounted transformers. Onan generators are provided for backup of selected loads in dining halls - Buildings 701 and 702 (manual transfer), medical Building 1505 and Cold storage - Building 2447 (automatic transfer). New 75 kVA Onan gas/propane generator and 1000A Onan automatic transfer switch, both stored in Building 599 was not yet installed (planned for Field House Building 1511). Wall-mounted and pole-mounted site lighting mostly is photocell controlled, with exception of sport field lighting and Buildings 601, 603, 610, 1000, 1505, 1515, 1526, 2431, and 2447, which are controlled by time clocks. The site lighting is owned and maintained by the center.

The center long distance telephone service is provided through the Job Corps Data Center (JCDC) by AT&T. The center main telephone system equipment is located in Building 1508. Two 200 pair cables feed the Universal Coupler switches of an Avaya Definity G3 telephone system. A surge protector buffers power surges and voltage drops. Four T1 lines are provided to the center: one T1 line is utilized for voice and 3 T1 lines are utilized for data connections. The main hub, server and cable distribution room for the center LAN system are located in Building 1613. Data from the Cisco switches is routed over fiber optic cables to three distribution hubs located in Buildings 605, 1508 and 2432-A, and from there it is branched out utilizing overhead and underground cabling to the other buildings on center. In the fall of 2010 the JCDC plans to provide the center with VoIP system. Individualized fire alarm systems are provided in most of the buildings. At the time of June 2010 Facility Survey, the required periodic fire alarm system inspection, testing and documentation (dated December 09, 2009, April 26, 2010 and June 18 2010) was provided. A weather warning siren is located near security Building 1510. This building houses a radio system for staff communication and a push button for siren activation. DSC PC 1555 security panels located in Buildings 2415 - logistics and 2433A administration are monitored offsite. Detectors and door alarm systems are provided in Buildings 1505-medical, 1515, 1516, 1517-warehouses, in post office Building 2431 and in payroll office Building 2433A. At the time of the June 2010 Facility Survey, door alarm systems in dorms were not operational. A 3-channel wireless intercom system is provided in medical Building 1505. A teleconferencing setup is provided in Building 2432A - information technology. Surveillance cameras are provided in Building 2435 -student union and Culinary Arts Building 1526-A. Cable TV is utilized in dorms and rec. buildings.
