School for Integrated Academics & Technologies Charter School and the

Sacramento Job Corps Center, Sacramento, CA

MEMORANDUM OF UNDERSTANDING

This is a memorandum of understanding between Horizons Youth Services (HYS) d.b.a. the Sacramento Job Corps Center (SJCC), and School for Integrated Academics & Technologies, Inc. (SIATech) to collaborate and provide eligible SJCC trainees the opportunity to earn high school diplomas while integrating applied academic principles, promoting the concepts of computer software skills training based on labor market needs, supporting School-to-Work opportunities, and enhancing the employability of participants through the SIATech site at the SJCC.

The SJCC is a federally funded program that trains low-income, 16 through 24-year-old young adults, in residential and nonresidential components, at its center at 3100 Meadowview Road, Sacramento, CA.

SIATech is a 9-12 Public Charter School, chartered by the State of California to provide a high school program that emphasizes literacy, numeracy and workplace readiness skills, using applied academic and software training within the framework of its charter, to students who are eligible during the school calendar year.

The SJCC and SIATech agree to the following:

A. Classroom Space: The SJCC will provide classroom space as appropriate for any Job Corps trainees referred to SIATech at the SJCC, contingent on SJCC’s requirements and SIATech’s capabilities. This classroom space will include appropriate logistics and maintenance, utilities, and security support to meet the SIATech requirements for classroom operations, excluding dedicated telephone line and installation costs related thereof.

1. SJCC or other use of the SIATech-funded computer lab and instructional materials for all educational purposes will require a separate Memorandum of Understanding from SIATech and should not conflict with school hours of operation. All college and/or other educational programs will be the sole responsibility of the Sacramento Job Corps staff.

2. SIATech’s full-time staff is not authorized to overlap their SIATech work hours with any outside entity without a written agreement with SIATech and that entity. The High School Program will be in operation with staff during the days the Sacramento Center is normally opened for business.

3. Minor Emphasis portfolio work by SIATech students may occur in any site classroom or learning environment in which students are assigned.

B. SJCC Trainee Referrals: The SJCC will volunteer Job Corps trainees to SIATech for the high school program. Throughout their SIATech eligible enrollment, SJCC trainees who select SIATech will continue to receive comprehensive services available to other SJCC trainees in concert with the SIATech diploma program as long as all conditions in enrollment are met as outlined in the charter and all applicable charter laws. SIATech will integrate with Job Corps the high school fieldwork and vocational education portfolios with that of the high school student portfolios.

C. Charter Acquisition and Management: SIATech will be responsible for all proposals and interactions with local and state officials needed to secure and manage a charter for operation of the SIATech schools. SIATech may at its discretion, with advise of the Sacramento Center Director, assign the charter and its management to subsidiaries, affiliates, or other third parties as necessary to meet the management need of the school and applicable local and state laws.

D. SIATech Mandate: SIATech will maintain its California Charter and conform to the mandates of the California State Charter Board of Education as applicable to charter schools.

SIATech reserves the right, with advise of the Sacramento Center Director, to contract or enter into a MOU with another corporation for governance and operational responsibilities.

SIATech will provide appropriate certified staff, materials and resources, including computerized academic, applied academic and technical training through SIATech’s integrated computerized classroom training system. SIATech staff will cooperate with the SJCC staff to ensure adherence by trainees and staff to all Job Corps legislative, regulatory and center-specific requirements.

E. School Equipment and Supplies: SIATech will provide appropriate classroom equipment, including a computerized classroom training system, books, instructional aids, and other supplies and consumables. SIATech maintains ownership of computer equipment, desks and all other purchases by SIATech. SIATech will provide maintenance, repair and updates of all classroom equipment, computer systems and software. SIATech will coordinate its program to include minor emphasis portfolio work in vocational and educational experiences.

F. SIATech Academic, Applied Academic and Computer Software Courses: SIATech will also provide computer software training identified as having high labor market demand. All training will be offered in a curriculum integrating applied academics into high school diploma training matrixes that promote “School-to-Work” concepts and lead to increased SJCC trainee employability through participation in SIATech. SIATech will provide a “Portfolio” that matches state curriculum standards to measure competencies based on the SIATech curriculum.

1. SIATech enrollees at the SJCC will attend classes on a schedule coordinated by SJCC and

SIATech staff in order to provide the most acceptable outcomes for participating trainees.

Attendance procedures will be coordinated with SIATech and SJCC staff to maintain appropriate records. SIATech personnel will have access to all student and staff records for attendance and educational purposes. SIATech staff, in accordance with HIPPA laws, will have access to students’ counseling and/or medical records only through joint Student Study Team between SIATech and SJCC and through any student IEP process as prescribed by Federal and Charter Law. Regular portfolio reviews will assess each participating trainee’s competencies toward earning a high school diploma.

2. SIATech computer laboratory times will be determined by mutual agreement of SIATech and the SJCC Center Director or the Center Director’s designee in conformance with the operational and programmatic requirements of the SJCC. At SJCC these hours are approved at 7:40 a.m. – 3:30 p.m. The use of any SIATech staff, materials, courses, and/or equipment, will be considered only with expressed written agreement of the Center Director, SIATech CEO or designee.
