Page 134 – Rename Paragraph B. “Evaluation Factor” as “Evaluation Criteria” QUESTIONS FROM PRE-PROPOSAL CONFERENCE HELD MAY 7, 2009 AT ATTERBURY JOB CORPS CENTER Question(s) from Potential Offerors – Pre-proposal Conference Question 1:

On page 7 of the RFP it states the PRH is available at http://jobcorps.dol.gov/. The consolidated PRH available on this Job Corps website includes the changes to Appendix 502 that are effective July 1, 2009. Should the proposal be prepared in accordance with the new PRH guidelines effective July 1, 2009 or the current PRH guidelines effective at the time of submission consistent with the 2110 Financial Display, Form J-4 in the RFP starting on page 61?

Answer:

The proposal should be prepared in accordance with the new PRH guidelines. Attachment J-4 of the RFP is revised to reflect the consolidated PRH requirements per this Amendment No. 1.

Question 2:

Would the Regional Office prefer the Indypendence Center cost estimates and 2110 Financial Display be detailed under a separate tab in the Business Management Proposal or incorporated with the Atterbury Center cost estimates and 2110 Financial Display?

Answer:

The Indypendence Center should be detailed under a separate tab in the Business Management Proposal.

Question 3:

On page 26 of the RFP, the not to exceed ceiling for CTST/VST is listed as $976,000. Based on the number of CTST training slots of 268 and the $750 per training slot detailed on page 80, the ceiling amount appears low. Please confirm this is the ceiling for the entire 5-year contract period?

Answer:

Pages 4 and 26 have been revised to reflect a not to exceed cost of $1,072,000 for CTST/VST per this Amendment No. 1.

Question 4:

Reference Section H.7 A.-Service Contract Act of 1965, page 34. It states “The Service Contract Act of 1965 is not applicable to contracts for the operation and management of Job Corps Centers.” Please clarify how the rule applies to the Outreach and Admissions portion of the contract.

Answer:

The Outreach and Admissions portion of the RFP is subject to the Service Contract Act, and Section H.7 of the RFP is revised per this Amendment No. 1.

Question 5:

Reference Section L.7.A, page 112: The table in this section details a limit of 120 pages for the Atterbury Technical Proposal because the center has an OA component. This center also has a satellite component (Indypendence Center) for non-resident female students. Will there be a consideration for additional pages, beyond the 120 page limit, in the Technical Proposal to accommodate responses for the Indypendence Center? Also, what is the preferred method for including responses for the Indypendence Center in the Technical Proposal?

Answer:

No. The number of pages is limited to 120. Responses for the Indypendence Center should be included as part of the center technical review. It may be included under a separate tab or as a paragraph(s) referenced in the body of the text.

Question 6:

Are there any unions for employees? If so, which positions?

Answer:

No.
