Program Office Questions
1. Can you provide a copy of the ETA Property Management Handbook as Referenced on Page 6?
Response: Property Handbook is attached.
2. Job Corps PRH Change Notice 15-13 “Policy and Requirements Handbook (PRH) Chapters 3, 5, and 6 – Deletion of References to Summer Break,” dated April 29, 2016 states that “In an effort to ensure leave models that reflect the workplace environment, summer break has been discontinued. The effective period begins summer of 2016, and remains in effect each year thereafter.” Please confirm offerors should provide costing based on the new standard of only one break, which would require 50 weeks of student costs instead of 48 weeks (i.e., food, medical services, dorm supplies, etc.).
Response: Offerors should propose costs for all days that students are on center.
3. Please provide the number of slots in the on-site day care program that are reserved for students at Hartford JCC. How does the priority system work to ensure slots are available for the Hartford JCC students?
Response: Center contract states the onsite daycare center is currently at 52 day care slots for students.
4. The current OCT and ACT are at Capital Community College. Are there any restrictions to moving OCT and ACT to another institution?
Response: No restrictions.
5. In the Staff Resources section under L.6.3, is a letter of commitment required for the Program Manager OA CTS?
Response: Recommend the region require a letter of commitment for the Program OACTS Manager due to the high impact on center performance, OBS and Placement.
6. The arrival schedule on page 25 of the RFP appears to account for summer breaks as indicated by the decrease in arrivals in July. Given the recent elimination of summer breaks, please revise the arrival schedule to reflect that change in policy.
Response: The RFP OA Arrival Schedule reflected the normal decrease of enrollment during the summer months. The OA Arrival goals will be entered by week in the FNS JCDC web based system upon award of the contract.
7. Who currently provides the ACT and OCT programs?
Response: Current ACT/OCT providers are Asnuntuck Community College, Tunxis Community College and Capital Community College.
