39.

Yes, the Security Officer should be one of the presenters.

62.
Question
It states Offerors should provide “a description of the approach for integrating applied academics and contextualized learning.” Given contextualized learning is not contained in the scope of work, can the Government provide additional information to ensure all Offerors are responsive to the question?
63.
Government Response
Offerors should be able to discuss integrated applied academics and contextualized learning in the classroom. This should also be delivered through a combination of center-based and work-based learning experiences and delivered in the context of projects and workplace situations using workplace materials.
28.
Reference

64.
Comment
It states Offerors should provide “A description of how evidence-based, innovative strategies will be used to improve student outcomes.” In the current PRH, the use of evidence-based instructional approaches is referenced for career technical trades offered by National Training Contractors. It further indicates that evidence-based instructional approaches are identified by Job Corps to support standards-based training to the extent funding is available.
65.
Question
Can the Government provide the identified evidence-based instructional approaches expected for the operation of a Job Corps center?

Does the Government intend to use “innovative strategies” identified by consultants it has used who may be competitors in this procurement to evaluate proposals?

66.
Government Response
This question is not clear. We are not aware of any “innovative strategies” from consultants required in the RFP. Offerors may propose “innovative strategies” as an approach to delivering the requirements outlined in the RFP. Offerors’ proposals will be evaluated against the requirements using the factors provided in Section M.

Question
Who is responsible for ending the presentation after fifty (50) minutes? Who is responsible for restarting the presentation after the ten (10) minute break?

For the question and answer period following the oral presentation, from the Offerors presentation team, may all presenters be present in the presentation room at the same time?

It states that the question and answer period will follow and may cover the entire proposal. Are questions limited to the information presented orally or may questions be asked about any aspect of the proposal submitted?

Please clarify and explain the basis on which the RFP states that the Q and A portion of the oral presentation does not constitute “discussions”.

69.
Government Response
The Government will be the timekeeper during the Oral Presentations. On the day of the Oral Presentation, the Government and the offeror will set ground rules for the presentation and the breaks. Space may be limited to three presenters in the Conference Room. The size of the Conference Room will determine how many presenters may be in the room. Questions will be limited to only clarifications on the Presentation Slides utilized. See FAR 15.306

Question
In Amendment One, potential Offerors were informed that there would be substantive changes to the solicitation in Sections L and M. Does the Government intend to issue any changes in Section M? If not, please clarify how the current Section M can be used to evaluate this new form of proposal.

Given there is no reference to the establishment of a competitive range, is it the intention of the Government to invite all Offerors to make an oral presentation? See FAR 52.215-1

Given questions will not constitute “discussions” as defined in FAR 15.306, is it the intention of the Government to make an award based on the initial proposal which includes written as well as oral information? See FAR 52.215-1

81.
Government Response
The evaluation criteria described in Section M will be utilized to evaluate the proposed Technical Approach, Staff Resources and Relevant Experience. The Oral Presentation will be evaluated instead of a Written Proposal. Each proposal will be evaluated in accordance with FAR Part 15.

Government Response
The offeror must decide and describe the offeror’s experience and the results obtained for the population served through the Offeror’s experience. It is the offeror’s responsibility to structure their proposal based on the page limitations outlined in the RFP.

Question
Amendment Two provides that the agency will not evaluate written proposals. Please clarify: will only slides and the oral presentation be evaluated? If so, how can the written proposal “control” in the event of a conflict; and please clarify/explain the purpose of the 30-page written proposal.
141.
Government Response
The Oral Presentation is the offeror’s proposed Technical Approach, Staff Resources and Relevant Experience. The Oral Presentation is the proposal that will be evaluated. Written proposals (written narrative) must be a written distillation of the Offeror’s oral presentation. Each presentation slide must identify the corresponding page(s) within the written narrative.
