DOL-ETA-15-R-00072
Keystone - Amendment No. 3 Answers to Request for Clarification Questions
1. The RFP lists “Machine Shop” as part of the ACT Concurrent Enrollment Program with Luzerne County Community College (LCCC). The 2015/2016 Catalog - Programs of Study from LCCC does not offer “Machine Shop.” Please clarify if the ACT program is limited to “Machine Shop” or whether students who complete basic programs offered at the Keystone JCC can enroll in various ACT programs aligned with their chosen industry pathway.
A. The below majors are available to ACT students at LCCC:
1. ACCOUNTING TECHNOLOGY
2. ARCHITECTURAL ENGINEERING TECHNOLOGY
3. BUILDING MAINTENANCE TECHNOLOGY
4. BUSINESS MANAGEMENT TECHNOLOGY
5. COMPUTER INFORMATION SYSTEMS
6. CULINARY ARTS
7. DENTAL PRACTICE MANAGEMENT
8. EARLY CHILDHOOD EDUCATION
9. ELECTRONICS ENGINEERING TECHNOLOGY
10. HEALTH, PHYSICAL EDUCATION, AND MOVEMENT SCIENCE
11. HOSPITALITY BUSINESS MANAGEMENT
12. HUMAN SERVICES
13. MEDICAL REIMBURSEMENT CODING
14. MEDICAL OFFICE SPECIALIST
15. OFFICE INFORMATION TECHNOLOGY
16. PLUMBING, HEATING & AIR CONDITIONING TECHNOLOGY
17. SURGICAL TECHNOLOGY
2. Clarification is needed on Attachment J-12. Specifically:
• Water: The J-12 chart does not show any cost for water. The facility survey (Vol 1) states, “The center reported that they pay an average of $25,000 per month for municipal waste water treatment. The monthly bills are for up to 40,000 gallons/per day. Please provide the monthly bills for FY 2015 as illustrated on J-12.
· Propane: Please clarify whether the amounts listed represent usage or cost. There are no amounts listed in the cost column.
A. There is an updated “Center Utilities Usage and Cost” attached. The center has no cost for water on the center as the water is supplied by on-site wells and stored in a 300,000 gallon storage tank. The center does pay for Waste Water removal and from the period of October 2014 through September 2015 the amount was $288,460.16 or an average of about $24,039 per month. The Propane amount has been updated with usage and costs as well.
3. Clarification is needed on Attachment J-13. The spreadsheet does not include a tab for the National Staff Compensation Report. It is typically called “center_table” and outlines the ranges in base years 1 and 2. Please clarify.
A. The J-13 attachment includes a tab called “Salary Calc tables”. It gives the salary ranges based on several factors stated on table and also the pay level. It uses the Midpoint salary range, which is used in budgeting.
4. The Collective Bargaining Agreement included in Attachment J-14 covers the professional unit. Are there other CBAs for Residential or Support staff? If so, please provide.
A. Yes, all the current bargaining agreements (3) for the center are provided as an attachment to this amendment.
5. The narrative for J-18 states “…State of Virginia, Amherst County.” The Wage Determination No. is correct. Suggest correcting to typo.
A. Applicable wage determinations are available on the DOL Wage and Hour website http://www.wdol.gov, and found under the State of Pennsylvania, Luzerne County.
6. Clarification needed on the “Past Performance” Proposal Section. The Chart on Page 73 requires a written Past Performance proposal limited to 20 pages. Page 74 states that the Past Performance proposal should be bound separately with the Business Management Proposal. Page 80 describes Past Performance based solely on PPIRS-RC and/or Questionnaires. Since the Questionnaires are supposed to be sent directly to the Contracting Officer and Contract Specialist, we are confused as to what narrative is expected. Please clarify expectations.
A. The Solicitation is clear on its face.
7. Under the Staff Resources Proposal, there is no requirement to submit a position description for the Center Director, although the position has been identified as “key personnel.” Please clarify if DOL desires a position description for the proposed center director.
A. Yes, DOL requires a full detailed resume and position description for all key personnel.
8. Clarify paragraph reference noted in the statement “The Government will also review the offeror’s responses and documentation provided in response to Section L.6(I)(4)(a) Business Management Data…”
A. The Solicitation is clear on its face.
9. Attachment J-6 is requested in Excel 2003 or earlier. All other documents on page 80 are requested in Excel 2007 or earlier. Please clarify if all documents can be submitted in Excel 2007 or earlier.
A. Yes, you may submit in Excel 2007 or earlier.
10. Page 14. Please clarify if the center is an HSE test administration site.
A. Yes, Keystone is an HSE test administration site.
11. Page 15. Please clarify which student dorms are in use and which are currently vacant.
A. There are currently 4 dorms being used for residential living. They are Lincoln, LBJ, Rosa, and Washington.
12. Pages 24-30, 83. Upon review, it appears that the percentages associated with the Cost Incentive Fee have changed from what has been included in recently revised RFP models. With these new percentages, would it be correct to assume that the amount that we propose for maximum cost incentive fee should be 4.0% rather than the 3.6% mentioned on page 83?
A. Yes, page 83 should be 4% and has been updated.
13. Attachment J-10. There does not seem to be a listing of the center vehicles included in the Property Listing provided in the RFP. Could the government please provide the listing of vehicles that the center uses?
A. Please see Attachment J-10 for current vehicle listing at center.
14. Attachment J-12. “Propane” cost has been provided but no usage (gallons). Please provide the gallons associated with this cost.
A. Please refer to Question/Answer #2 referencing propane, as well as the updated attached “Center Utilities Usage and Cost”.
15. Attachment J-12. “Water” usage has been provided but no cost. Please provide the cost associated with this usage. Also please clarify if water usage is for sewer, well water or both.
A. Please refer to Question/Answer #2 referencing water, as well as the updated attached “Center Utilities Usage and Cost”.
16. 7. Attachment J-12. If sewer was not provided please provide usage and cost for sewer water.
A. Please refer to Question/Answer #2 referencing sewer, as well as the updated attached “Center Utilities Usage and Cost”.
17. Attachment J-12. The utility schedule does not include any “natural gas” usage or cost. Please clarify if natural gas is used at this facility and usage/cost if applicable.
A. Natural gas is not utilized at this center.
18. Page 73-74. Please clarify how proposal sections are to be bound. Page 74 says technical, staff resources and relevant experience sections shall be bound “separately” as well as past performance and business management. Does that mean there will be 5 separately bound sections or does it mean that technical, staff resources and relevant experience should be in one binder and past performance/business management in a second binder?
A. The Solicitation is clear on its face. Your various proposal sections shall be clearly separated from one another.
19. Page 73 and 80. The chart on page 73 indicates that the Past Performance section is limited to 20 pages and is to be submitted in one copy and one CD. However, page 80 says that all past performance information will be based on data from the PPIRS-RC system if the contractor has at least five references in the system. Assuming the contractor has the five references in PPIRs, what should be included in the 20 pages referenced on page 73?
A. The Solicitation is clear on its face. The Government will pull all related data from the PPIRS-RC system. Offeror’s do not have to submit information from the PPIRS system if they do not choose to do so.
20. The information provided at the Pre-Proposal Conference appears to contradict the RFP. At the Pre-Proposal Conference, the Contracting Officer indicated that the Transition-In date for the Keystone Center was May 1, 2016. Page 3 of the RFP identifies the Transition-In Period to start on November 1, 2016. Please clarify.
A. The Transition-In Period will start on November 1, 2016.
21. The RFP identifies a Concurrent Training program with Luzerne County Community College to operate an ACT Machine Shop trade. Is this concurrent ACT training program in addition to the identified 10 slot off-Center ACT program on page 12? If it is a separate training program, what are the number of slots provided for the concurrent ACT training program?
A. Please refer to Question/Answer #1 with the updated majors that are available for students in ACT.
22. Please provide a copy of the PowerPoint presentation conducted at the Pre-Proposal Conference.
A. A copy of the PowerPoint presentation was provided to all offerors who attended the pre-proposal conference. This was merely a reference document for the presentation and should in no way be considered guidance from the Government regarding this procurement. All guidance for the offeror’s is contained in the Solicitation.
23. The Collective Bargaining Agreement for SEIU Local 668 was included in the solicitation. This CBA covered Teachers, Instructors, Counselors, Career Transition Readiness Specialists, Nurses, WBL Coordinators and TEAP Specialists. Are there additional Bargaining Units at Keystone? If so, please provide the most up to date collective bargaining agreements for these entities.
A. Yes, all the current bargaining agreements (3) for the center are provided as an attachment to this amendment.
24. Please clarify the technical performance fee and the cost incentive fee offerors should propose.
A. Section G.3.2 is correct.
25. Please provide a vehicle listing.
A. Please see attachment for current vehicle listing at center.
26. The RFP states the ACT program includes Machine Shop at Luzerne County Community College. Please clarify if students may enroll in other ACT programs at the college that align with the career technical training programs offered at the Keystone center.
What is the appropriate CTT code for “Machine Shop”?
A. Please see question #1 with the updated majors that are available for students in ACT.
27. Please clarify the incentive fees. The rates listed in Attachment J-1 do not match the information in Section G.3.2.
Please confirm the fee rates should follow the new model as listed in Section G and provided below:
Minimum Cost Incentive = 3.0% Target Cost Incentive = 3.5% Maximum Cost Incentive = 4.0% Cost Sharing Ratio = 50% Gov’t/50% Contractor Performance Excellence Bonus = 0.50% The instructions in Section L also reference a maximum cost incentive fee of 3.6%.
A. Yes, Section G.3.2 is correct.
28. Review and Approval of Staff Development and Incentives – Will the government consider revising this submission requirement to within 90 days of contract award to be consistent with the standard due date for other SOP’s?
A. The Solicitation is clear on its face.
29. Please clarify if offerors’ proposals should consider the recently announced Federal Contract Minimum Wage rate of $10.15/hour for 2016 instead of the $10.10/hour referenced, as the contract’s start date will be in 2016.
A. Yes.
30. Page 73 of the RFP states the page limitation for the Past Performance section is 20. Page 80 and page 92 of the RFP state the government will use the PPIRS-RC system to evaluate offerors’ past performance. Please clarify what should be included in the 20 pages, considering the government will use the PPIRS-RC for evaluation of this section.
A. Please refer to Question/Answer #19.
31. Please clarify/correct Section M as it seems incomplete. It does not include the sections for the evaluation of the Subcontracting Plan, Basis for Award or the Evaluation of Options clause.
A. Section M has been updated to properly reflect the basis for award.
