QUESTIONS FROM PRE-PROPOSAL CONFERENCE HELD NOVEMBER 15, 2012 AT DETROIT JOB CORPS CENTER

Question(s) from Potential Offerors

Question 1:

Page 12 - Section C.3, C.13. The Certified Nursing Assistant (CNA) program of 50 slots is listed as being offered as an Off-Center trade. What is the location of this CTT program? Is there a MOU for this program? What is the cost of this training? Who currently provides the training services and facility for this trade and will an MOU or other agreement be provided on fedbizopps.gov?

Answer:

The Center has MOUs with two different local institutions. It is the responsibility of each contractor to establish its own MOUs. A copy of the MOUs will not be provided on FBO. The cost varies depending on the program. The offeror may propose how it wishes to deliver CNA training, On-Center or Off-Center, with estimated costs.

Question 2:

Page 12 - Section C.3, C.13. The RFP indicates that there are 24 ACT slots off-center. Where is this ACT program offered? Is there a MOU available? How many students are currently enrolled? Do students attend night classes? Who provides the transportation for the students enrolled in the ACT program (center vehicles or public transportation)?

Answer:

The ACT program is offered at Local Community Colleges under MOUs. However, it is the responsibility of each contractor to establish its own MOUs and a copy of the current MOUs will not be provided on FBO. Currently there are 15 students enrolled. Some students attend nights/weekend classes. Transportation for the students enrolled in the ACT program is primarily public transportation. However, the center does provide transportation for evening classes.

Question 3:

The EPMS reports provided for the Detroit RFP indicate that there are DOL computers, monitors, storage cabinets, and RSA security tokens assigned to Highland Park High School. Requesting the regional approved MOU for the Highland High School and the Detroit Job Corps Center be provided.

Answer:

It is the responsibility of each contractor to establish its own MOUs. A copy of the MOU will not be provided.

Question 4:

Page 12 - Weatherization is listed as an Advanced Training program. Are there any prerequisites for entry into this Advanced Training program? Do students transfer from other centers for this Advanced Training program?

Answer:

The prerequisite for entry into the Weatherization Advanced Training program is completion of a CTT program. Yes, students do transfer from other centers for this Advanced Training program.

Question 5:

Performance Report Cards - Please provide the following reports: MP035, MS020, & CTTRC.

Question 7:

Does the center offer a high school diploma in affiliation with a Detroit-area high school?

Answer:

Yes.

Question 8:

Please provide the mileage usage for each center vehicle utilized.

Answer:

Per Job Corps Information Notice 12-26: “Effective October 1, 2012, GSA will bill DOL directly for all contract center-leased vehicles and the Office of Job Corps will no longer fund contracts for regular-leased vehicles charges.” Therefore, the contractor will not be responsible for these charges.

Question 9:

There is no sewer cost listed on the Utility and Fuel Usage report, only water. Is the sewer cost included in the cost for water? If not, what is the sewer cost for the center?

Answer:

Yes. The sewer cost is included in the cost for water.

Question 10: Page 115 - Is there an Inflationary rate required for this RFP, or is it at the discretion of the offeror?

Answer:

As stated in the RFP, “the inflationary rate used in projecting costs shall be announced by the offeror”.

Question 11: Facility Survey - It is indicated that the Outreach and Admissions/Career Transition Services Offices (2600 NSF which are sub-contracted) are located on center. What center operational costs should be allocated to the subcontractor?

Answer:

Currently, there are no operational costs allocated for these offices. However, the estimate for utilities to house the OA/CTS office is approximately $920.00 monthly.

Question 12: What will be the stipulations for requesting facility upgrades for dorms and classroom buildings?

Answer:

The Government has plans in place to address dormitories and classroom buildings; however, the plans are subject to change based on budgetary constraints. The Government will always consider emergency or contingency funding requests.

Question 13: What was the rating of the current provider?

Answer:

Per OMS-10 report, the center’s rating for the 12-month period ending 10/31/2012 is 105.2%.

Question 14: Is the current provider in a partnership or Joint Venture?

Answer:

The proposal will be evaluated in accordance with the criteria set forth in the RFP.

Question 16: Can subcontractors be brought in for placement (employment, transportation & training)?

Answer:

The offeror is responsible for proposing how it will run the center, within legal and PRH limitations.

Answer:

With the exception of ACT, OCT and part of Weatherization, training for specific trades is done on site.

Answer:

The offeror is responsible for proposing how to run the center.

Question 20: Can employment training be brought in-house (i.e. Chrysler with packaging systems)?

Answer:

It is unclear what is meant by “employment training”; however, most of CTT programs are in-house.

Question 21: Are background checks for employees done by the contractor or Government?

Answer:

Background checks are done by the contractor.

Question 22: Is there a standard for each position on contractors’ staff?

Answer:

Yes.

Question 23: What is the review of current contractor’s performance?

Answer:

This is proprietary information.

Question 24: What exactly is performance based on?

Answer:

Performance is based on multitude of factors from high school/GED completion rates to long-term placement outcomes and many others. Refer to the OMS-10 report.

Question 25: Reference Page 24, reimbursement for GSA rental charges is described. Please confirm that in accordance with PIN 12-26, the national office will process payments directly to GSA for the center GSA vehicle-related charges; therefore, the contractor is not responsible for these types of charges and should not propose operations costs related to GSA vehicle mileage.

The Government is in the process of reviewing these changes. Any resulting determinations will be incorporated into a modification to the contract.

Question 27: Reference pages 114 & 115, both the Accounting System Certification and ETA 2110 Financial Display by Year are referenced as Attachment J-3. The Accounting System Certification Attachment J-3 has not been provided. Please clarify.

Question 28: Based on the national conference call on Friday, October 19, 2012, changes are expected to the payment of utilities from Job Corps contracts. Are contractors expected to propose utilities costs for this proposal?

Answer:

Please refer to the RFP requirements. We have no further instructions on this at this time.

Question 29: Section L.7.B.Part 3, d. 2, Page 115 - The RFP states that detailed narratives for second base year costs are required for those costs that exceed the OMB inflationary rate. Please provide the OMB inflationary rate.

Answer:

The inflation rate determination may be found on the OMB website at: http://www.whitehouse.gov/omb/circulars_default (Reference OMB Circular No. A-94 Revised – Appendix C) Question 30: Section L.8 Page 121. This section shows the deadline for submission of questions as December 19, 2012, which is only 20 days before the due date for the proposals. Will the Department of Labor publish the answers to the requests for clarification through amendments as they are received prior to the December 19, 2012 deadline?

Answer:

Answers to the request for clarifications are provided in this Amendment No. 2.

Question 31: Section L.B Page 110 Key Personnel. This is listed as part of the requirements for the staff resources proposal. Please clarify what is required and if it is included in the page count.

Answer:

Question 32: There is a discrepancy between the EPMS property listing for GSA vehicles and the Vehicle Log Report. Please confirm that the EPMS report includes the correct number and make of vehicles.
