Implementing some of the below recommendations can save you 10% to 25% off your annual energy bill without negatively impacting comfort or productivity.

1. Your staff and students are the key to savings. Educate the students and staff on the why of energy saving - costs and environmental impacts. Encouraging them to actively participate in energy reduction is also important. Post reminders at exit doors and bulletin boards about energy conservation. Simple tips include:

a. Turn it down (lights, heating & cooling),

b. Turn it off (lights, computers, other equipment),

c. Keep it tight (close doors and windows, use window blinds)

2. Operations and Maintenance: Educate the O&M staff on the why of energy saving -costs and environmental impacts. Simple tips include:

a. Make sure that the Operations and Maintenance staff is properly trained for the equipment they operate.

b. Tune and clean HVAC: Perform seasonal cleanups on air conditioners, boilers and furnaces, and regularly clean cooling coils and drain pans. Get rooftop or outdoor condenser coils cleaned and maintain an appropriate filter changing schedule.

c. Check (or ask your HVAC contractor to check) your outside air dampers or economizers to verify proper ventilation. Make sure economizer controls function properly. Make sure automatic dampers close during unoccupied periods.

d. Restore automatic control: When troubleshooting a system, take time to figure out and repair the automatic controls. Today's quick fix is tomorrow's bad idea.

e. Reasonable set points: Try 68°F in the heating season and 75°F in the cooling season.

f. Schedule HVAC equipment and lighting: (weekdays, weekends, holidays, off-season). Make sure equipment runs only when it is needed and the buildings are occupied. When buildings are vacant (i.e. dormitories during the day with students in class), make sure all the lights in the building are off.

g. Seasonal (resets, schedules, and shutoffs): As the seasons change, adjust set points and schedules to match the system's response to the weather.

h. Lighting: Invest in an inexpensive light level meter to measure the foot-candles in spaces to determine whether or not they are over lit and lamps can be safely removed. Where four-lamp fixtures are in use, two lamps can usually be removed from every fixture or every other fixture. After lamps are removed, disconnect ballasts. Contact the Energy team at PBDewberry for suggested light levels for individual space types. Cleaning fixtures regularly increases light levels.

i. Utilize power management features for all computers and monitors to shut them off when idle for more than 15 minutes.

Page: 3 Date: 03/06/2012 of 3

j. Have your vending machine suppliers turn off or remove light tubes from the advertising lighting in the machine. This will save about $50 per year per vending machine.

k. Save water with low flow sink aerators (0.5gpm) and low flow shower heads (1.5gpm - 2.0gpm). This will also reduce water heating energy consumption.

l. Set your water heater to 120°F. Verify by measuring at the tap. Never go below 115°F.

m. For water heaters installed in unconditioned spaces, add insulation blankets making sure that access covers, electric connection areas, and pressure relief valves are left uncovered.

n. Caulk and fill cracks around doors and windows to reduce costly air leaks.

o. When replacing broken glass, use high transmittance, low heat gain windows.

p. Make sure automatic door closers are functioning properly to avoid drafts.

3. Buy energy efficient, buy EnergyStar (www.energystar.gov).

a. Buy EnergyStar appliances and equipment.

b. Replace burned out lightbulbs with EnergyStar labeled compact fluorescent lightbulbs (CFLs).

c. Replace broken thermostats with EnergyStar labeled programmable products.

d. Replace broken exit signs with EnergyStar LED exit signs.

Mitigation Mitigation Date

RADON EXPLANATORY NOTES

The US Environmental Protection Agency (EPA) has established a radon action level of 4.0 picoCuries per liter (pCi/L). Occupied buildings with radon concentrations less than 4.0 pCi/L do not require radon mitigation; un-occupied buildings, or those buildings which are occupied only infrequently for brief periods of time, also do not require radon mitigation. Occupied buildings with radon concentrations greater than

4.0 pCi/L require radon mitigation and verification of radon reductions as soon as possible, with priority given to dormitories and student recreation buildings. Occupied buildings with radon concentrations greater than 20.0 pCi/L should be considered significant radon exposure hazards, and priority for mitigation should be given to buildings with these highly elevated radon concentrations.

Radon mitigation techniques include: (1) adjustment of the building HVAC system to create a positive pressure within the building; (2) sealing of foundation wall cracks, penetrations, or other openings;

(3) sealing crawlspace openings and sump pits; (4) installing an active subslab depressurization (ASD) system.

Services are brought from primary overhead lines along Germantown Pike to the site at two locations. One service turns to underground, enters the center from the south and terminates in three pad-mounted transformers located in the yard between Wings 1A and 1D of Building 1. This service is also extended to another pad-mounted transformer which serves Physical Fitness Center Building 12. The other service enters the center from the east and terminates in two pad-mounted transformers located outside Hangar/Vocations Building 2. Services on the centers are metered from a single meter that is surface-mounted on one of the three pad-mounted transformers.

Other smaller buildings and structures on the center are sub-fed from either Buildings 1, 2, or 12. Buildings 1 and 2 have lightning protection systems installed on the roof.

On-site Line Owner

Local telephone service is provided by AT&T. Long distance telephone service is provided by Job Corps Data Center (JCDC) over T1 lines. Telephone communication closet is located in the basement of Building 1 and data services main closet (MC) is located on the first floor of Building 1. Data transmission is routed via fiber cable from JCDC to a Cisco 6500 router located in MC. All major buildings are provided with Category 5, Cisco 3500XL switches, connecting the buildings to the data network. The router in the MC is connected to three T1 data lines to transfer local data traffic to the wide area. T1-1 is for the long distance telephone, T1-2 and T1-3 handles both the staff and students network through a Bluecoat data distribution unit. The data communication system is managed by JCDC. The system is provided with an UPS which buffers 20 minutes before automated shutdown. At the time of the June 2011 Facility Survey, center indicated that the entire data/telephone system is scheduled to be replaced by a VoIP system over ISDN/PRI line provided by AT&T. The fire alarm system annunciator panel for Building 1 is located in Wing A. This panel monitors all fire alarm panels/devices in Wings 1A, 1B, 1C, and 1D.

The fire alarm system central annunciator panel is located in Building 4 Welcome Center.

FIRE ALARM

Comments: Smoke detectors in all bedrooms are single station to initiate local alarm. Smoke detectors in the corridors and other common spaces are system detectors and they initiate building alarm. Except for the single station detectors, all fire alarm system components in this wing are connected to the fire alarm control/annunciator panel located in Wing 1A main lobby.

Comments: Pay phones are provided in the lounge on each dormitory floor. CCTV cameras are installed on the north and south exterior walls of this wing. The cameras are monitored from the security desk in Welcome & Security Building 4.
