Questions & Answers (Q&As)
Question: DOL consider eliminating Bamboo specification and replacing the specification with an equal system… using the Maple Flooring Manufacturers Association (MFMA) as the approved material source of supply for the Athletic Flooring on this project.
Answer : Bamboo was selected as it is a rapidly renewable resource. Responsibly sourced maple flooring confirming with all MFMA recommendat ions and specifications would be acceptable to the Design Team as a substitute if ac ceptable to the DOL.
Question: Section 230000 hvac page 33, paragraph 2.14 acoustic lining refers to what type of liner to be used on the project. The plans indicate liner in certain areas of the duct as drawn with continuation marks. There is also a detail on drawing m2.1#6 indicating limit but no determined amount. There is also a note 15 under “general notes” on plan m2.1 stating all exposed duct to have liner. We are looking for exactly how much liner to carry on this project. The continuation lines could indicate a lot of liner and we want to be sure that is your intention of the design before this expense is carried in our bid. Please clarify to what extent we are to carry the acoustical liner (distance from unit).
Answer : Acoustical liner is to be installed at a minimum of 20’ from unit and to points indicated on mechanical floor plans.
Question: Will there be a Construction Management solicitation associated with this project. Is there a currently contracted CM service provider?
Answer : No Solicitation will be made for Construction Ma nagement services.
Question: (Can) Honeywell Silent Knight… be able to submit my substitution request through your company … Answer : ALL substitutions will be addressed after award if applicable
Question: In reference to the exterior walls that are not shown on the architectural or structural drawings. I cannot find the detail containing the makeup of walls, i.e. metal stud, wood stud etc.
Solicitation DOL121RB20590 Page 11 of 32
The typical wall details on A0.4 refer to a typ 6 wall that is wood, the typical details on the S0 series and the AZ series refer to metal studs. Please clarify.
Answer : The details on A0.4 are INTERIOR PARTITION detai ls; these partitions types are noted on the plans typically by the diamond shaped symbol. These partition types are NOT intended to indicate exterior wall construction. E xterior wall construction is indicated in the Structural, AZ, and specific building exterior deta il sheets including plan and section details.
Question: Specifications, section 019113 Commissioning Requirements, Part 3.4 and Part 3.9 paragraph A. The specifications state “ Contractor shall provide one complete mock op of each commissioned system as defined in Part 1.12 Mock ups shall be provided for review and approval prior to proceeding with installation of remaining units/ equipment. Mock Ups shall conform to additional requirements as outlined in Division 01 Section “Testing Laboratory Services”/… What does the Government intend to see as a mock-up of these systems (listed in 1.12) and if the contractor is not allowed to proceed with other installations pending review and approval, what is the review and approval time of these Mock ups. Request this requirement be removed in its entirety.
Answer : As specified, a mock-up of each system identifie d in Part 1.12 is required. Review time will be seven working days.
Question: Solicitation, Page H-2, H.10 Accounting and Auditing services… Please explain in more detail what is required of a subcontractor audit and what is expected as a deliverable. Is this a one-time audit or a reoccurring audit?
Answer : As prescribed within the solicitation under the aforementioned Sub-section H.10:
“The Contractor may procure and utilize such accoun ting services as are required to establish and maintain an accounting system which r eflect accurate, current and complete financial transactions and which meet the standards of the Comptroller General of the United States and the Department of Labor.”

• Their opinion on the financial statements;
• The results of their consideration of internal c ontrols, and
• The results of their tests of compliance with la ws and regulations.

Solicitation DOL121RB20590 Page 12 of 32
Answer : Regardless, the prime contractor is responsible for the completion of all work in accordance with the approved schedule.
