Answer: Yes. The current incumbent is required to develop a transition plan that will be provided to the Government and will be furnished to selected Offeror. See Attachment E.

Answer: No. See Attachment C, page 9 through 10.
34. Are you expecting pricing for travel, lodging, facilities, and other non-labor items as part of the pricing proposal or would they be included later in individual Task Order proposals?
Answer: Yes, the cost proposal should be all inclusive and include all costs necessary to fulfill the requirement as outlined in the solicitation. See Solicitation No. DOL111RP21182, page E-6.
35. What are your expectations for a delivery schedule when the actual implementation of the contract will be through as yet unspecified Task Orders?
Answer: The proposed delivery schedule should follow the parameters that are provided in Attachment C, page 4 and should include the full range of requirements.
36. Absent specific Task Orders, are you expecting vendors to develop working assumptions about the exact locations and numbers of offsite courses, the number of participants, the number of training days of new course material that will be ordered, etc. and to propose prices based on those assumptions? Since each vendor will use different assumptions, how will you conduct a meaningful price comparison?
Answer: Proposed prices should be based on the parameters specified in Attachment C, page 4. The average class size provided in Attachment C page 5 should be utilized to determine the cost of the training sessions. As we have specified a range for the number of classes that will be provided annually, you are authorized to use the same range and are required to provide a price per class price. For the offsite courses, they are held in the United States, but we can not project where they will be held on an annual basis. However, travel costs of participants are not required for offsite courses; the vendor will only be responsible for facilitator travel and course material.
37. May we assume that there will be more clarity about the level of effort involved for each of the functions/activities in the Task Orders issued under the contract?
Answer: Yes. See Attachment C, pages 2 and 4.

Answer: No. The tasks outlined in C.2 are in fact the requirements of this solicitation.

Answer: No. The Government will not dictate the level of staffing that will be required to fully accomplish the requirements. See Attachment B for required Key Personnel.
40. Is there a preferred evaluation/measurement methodology? Will you describe the measurement tool currently being used? Is testing a required element of any or all the courses?
Answer: No. The vendor is to propose their evaluation/methodology. See Attachment C, page 6 and 8.
41. May we assume that specific Task Orders will be issued for the development of each of the new training programs to be developed under the Contract?
Answer: Yes. See Solicitation DOL111RP21182 page E-9.
42. Does “length of the contract” mean over the total 5 year period (Base and Option Years.)?
Answer: Yes. See Solicitation DOL111RP21182 page B-1.
43. Are offsite classes held in or near the regional office city, or may they be conducted in other locations?
Answer: No. Offsite classes are held at a location determined by the State. Typically, for cost effectiveness, they are held centrally in a particular state. See Attachment F and question 36.
44. Is there a preferred/planned site for the national and regional conferences and, if so, where will they be located?
Answer: No. Locations of National and Regional conferences are always based on cost. A Federal team will explore and analyze travel costs to determine location. They are always held near major airports as airfare is a significant cost. See Attachment C, page 4.
45. Will the vendor be required to arrange transportation for participants from and to their homes?
Answer: For courses held onsite, the vendor will be required to arrange travel for participants from the closest airport to their residence to the vendor’s facility and back to the airport of origination. See Attachment C, pages 12 through 13.
46. When the vendor makes arrangements with a hotel or other lodging provider for the required room and meal package for all participants, is the cost directly billable to the government or is it paid by the vendor and reimbursed by the government? Are you expecting a letter of intent from lodging providers in the vicinity of the proposed site as part of the proposal?
Answer: See Attachment C, page 12 and 13.
47. Is the vendor expected to host the existing e-learning and online courses? If so, in what format will those courses be provided to the vendor? Are the courses SCORM-compliant? If so, what version of SCORM? If the vender is not expected to host existing e-learning content, where will those courses be hosted and will the vendor be expected to pass through registration and other data to that platform?
Answer: Yes. The selected vendor will be required to host all existing e-learning and on-line courses. No. The courses are not SCORM-compliant.
48. What are the responsibilities of the incumbent regarding the transition? What is the government’s expectation for the timeframe and duration of the transition period?
Answer: See Question 31. It is anticipated that there will be a 60–90 day overlap to allow for a smooth transition of operations. See Attachment C, page 11.
