Questions

1.

In Attachment D.1 (revised), should the “Salary” column contain the proposed fully burdened rate for the employee (vs. the employee’s salary)?

Response: Yes, the Salary is the fully burdened rate for the employee.

2.

[GFE/GFP] In Section B, Page 5, Section B.2 Price/Cost Schedule, the firm fixed price is to include travel, per diem, material, supplies, and communication (telephone and postage).

Response: The firm fixed price should include fully burdened rate for the employee only. Travel, per diem, material, supplies, and communication (telephone and postage) will be reimbursed by the Government. Amendment 3 will reference this change.

3.

Will the Government provide office equipment (computer, network services [Email, Internet, security, file storage, scanning, printing, printers], reproduction equipment, fax equipment, mailing equipment, desks, file cabinets, bookcases, chairs)? Section B, page 6 states that all IT equipment, systems furniture, and an existing database will be Government furnished.

Response: Yes

4.

Per Section B.2, will the Government provide supplies (paper, toner, general office supplies)?

Response: Yes, the Contractor will be reimbursed for the supplies.

5.

For the Other Direct Cost (ODC) items that the government does not provide, can a CLIN item be added for reimbursement of ODC costs similar to the Travel CLIN item?

Response: Travel, per diem, material, supplies, and communication (telephone and postage) will be reimbursed by the Government. Amendment 3 will reference this change.

6.

Per Section B.2, will the Government provide telephones and a PBX unit?

Response: The Government will provide telephones and PBX units.

7.

Per Section B.2, are the proposed building spaces wired adequately for network and telephone connections, or will the contractor have to wire the spaces?

Response: The building space is wired adequately for network and telephone connections.

8.

If contract support resources are traveling and require access to the DOL network, will laptops, wireless Email devices (Blackberries) and remote access be provided?

Response: Supplies and communication will be available while in travel status for the Government.

9.

When travel occurs, will the government provide or identify temporary workstations for working away from the normal government provided spaces?

Response: This is part of your travel arrangement.

10.

Per Section B.2, will travel and per diem be charged to the “Travel Expense” CLIN or should it be a part of the fully burdened rate?

Response: Travel and Per Diem will be charged to the Travel Expense.

11.

During the pre-proposal meeting on 3/11/2008, a fixed price level of effort contract type was discussed. However, Amendment 1, Section B.2 states that it is a firm fixed price for services.

Response: This is a Firm Fixed price contract.

12.

Is this effort a firm fixed price contract type, or a fixed hourly labor rate contract type?

Response: This is a Firm Fixed price contract.

13.

Are the technical panel evaluators described in Amendment 1, Page B-9 to be priced separately upon occurrence?

Response: Yes 14.

Can the government provide any historical information on the travel provided under the existing incumbent's contract?

Response: The contractor may be required to travel at least twice a month.

15.

Can the government provide any historical information on the "part-time" contractor support under the existing incumbent's contract?

Response: The incumbent contract does not provide part-time employment.

16.

Per Section B.1, will lease payments be a separate cost element from the firm fixed price?

Response: Lease payment will be provided by the Government.

17.

Reference Amendment 1, Para 8. In section B, page B-6, are the “Program Director” and Deputy Program Director” and “contract management team” a part of the 15 person support staff, or are they to be a part of overhead (indirect cost)?

Response: Yes 18.

Reference Section B, Page B-6, will physical security measures require installation of a security system and associated access controls on file storage areas and units?

Response: No

19.

In order to control potential losses of Government equipment, will the contractor have full control of the building leased spaces?

Response: Yes

20.

Will the contractor be sharing space and files with the Construction Management contractor?

Response: No

21.

Who will have control of the contract file system?

Response: The Contracting Officer will have control of the contract file system at DOL.

22.

Will the contractor have access to the source code, design documentation, and server system of the ESCIS system in order to maintain and enhance it?

Response: Yes

23.

On what development platform, database, and operating system does the ESCIS operate?

Response: DOL utilized the E-Procurement System.

24.

Will the Government maintain the software licensing renewals and warranty requirements of the ESCIS system?

Response: Yes

25.

Reference Section E.3.2, may the proposals be hand delivered to the DOL address (Room N4308)?

Response: Yes

26.

Reference Section E.3.5, do volume introductions or summaries count towards the page count?

Response: No

27.

Reference Section E.3.6, should the VETS-100 form be included in Volume I, Tab A?

Response: Yes

Reference Section E.3.7 a) proposed staffing. The RFP does not require resumes for personnel, and there is no section in which to place personnel resumes. However, resumes were discussed during the pre-proposal meeting on 3/11/2008.

Response: No

Are resumes desired for proposed personnel?

Response: No 30.

If resumes are required, will they be required for the key personnel positions?

Response: Yes

31.

If resumes are required, where should the resumes be placed?

Response: This is stated in Section E.3 Submission of Proposals Instruction.

Will the resumes subject to a page limit?

Response: No

33.

Reference Section E.3.7 b) “experience of the Offeror and proposed personnel with the geographical area of the project”. Can you define the type of experience related to the geographical area (such as experience with job sites; experience with local regulations; experience with Job Corps buildings, etc)?

Response: This is changed in Amendment 2.

34.

How much of the contract is required to be self performed by the prime contractor?

Response: The prime contractor is required to be at least 51% self performed.

35. What are the minimum requirements for the key personnel? Is professional registration required?

Response: This is reference in Amendment 2.

36. What is the interrelation between the PM’s for the two contracts, this one and ESC? (Engineering Support contract). Is it different with the way they operate today and what is expected in this contract? How is it envisioned the functions relate to each other? Does the PM require certification?

Response: The PM for the Contract Administration and Management Support Services support the Procurement and the PM for the Construction Management Service support the Program (technical) Office.

37. Is competing as a sub for the CA contract considered a conflict of interest for competing on the upcoming ESC contract? Please address all roles as a prime or sub on either contract.

Response: No; the roles are stated in the solicitation.

38. Will technical evaluation be done exclusively by the CA contract? Will technical evaluation functions be in both the CA and CM contract? Are the six part time people required to be licensed architects or engineers? If they are what is their relationship with the professional A&E’s on the pending CM contract?

Response: Technical evaluation will be done by the CA.

39. What is the approach for evaluation of the proposal? Will this be a two step approach where price is considered

Response: The evaluation criteria stated in the solicitation.

40. What will be considered for past performance in evaluating the proposal? Does it consider subcontractors past performance?

Response: The past performance questionnaire and other information.

Response: Subcontractor is considered in past performance.

41. What measurement standards will be used to evaluate past performance?

Response: The past performance standards will be measure by the questionnaire received and reference checked.

42. What professional licensing will be required for certain positions?

Response: Reference in Amendment 2
