The following solicitation is hereby amended as follows:

1.) Page B-1, Section B.1 “Continuation of SF – 1449” paragraph 1 last sentence “(3) IT/LAN and data base development support” is deleted in its entirety.

2.) Page B-4, B.2 “PRICE/COST SCHEDULE” has been deleted and REPLACED with attached revised page.

Page B-6, Paragraph 2 last sentence “Appendix A contains a general, brief description …” is deleted in its entirety.

Page B-7, the follow information is deleted in its entirety:

THE TWO CONTRACTS:

C.3 THE TWO CONTRACTS

Two separate contracts will be awarded. Following is a description of the method of procurement, tasks assigned, and level of effort, for each solicitation.

I. Construction Management Services

This solicitation will be conducted under the NAICS Code for Construction Management Services. The level of effort is estimated to be approximately 62 person per years. The successful offeror will be responsible for performing the following specific tasks as shown below:

Task 1 ‑ Site Selection and Analysis
Task 2 ‑ Utilization Studies
Task 3 ‑ Facility Surveys
Task 4 ‑ Presentation of the CRA Budget
Task 5 ‑ Job Corps Annual Construction and Rehabilitation Plan
Task 6 – Design Project Management
Task 7 – Construction Project Management
Task 8 – Technical and Administrative Support
Task 9 – On-Site Construction Engineers (Representatives)
Task 10‑ Real Estate Services

Page B-7, II Contract Administration and Support Services IT/LAN and data base development support is deleted in its entirety. Also, “Task 2 - IT/LAN and data Development Support” is deleted in its entirety.

Page B-8 and B-9, “Task 2 - IT/LAN Support” and all related wording is deleted in its entirety.

Page B-9, “Task 3 – Technical Panel Evaluator” is revised to reflect the following:

Upon request by the Contracting Officer, the contractor shall provide employees or subcontractor team responsible for evaluating technical proposals in accordance with the procedures described in the evaluation criteria stated in future solicitation. The contractor is to provide their assessment of the offerors ability to accomplish the requirement, including the appropriate supporting narrative. The contractor should have experience and expertise in areas relevant to construction. The contractor shall comply with all applicable states and regulation. However, these positions should not be included in the 15 person per years requested in this requirement.

Page C-6, Section C.12 “Key Personnel” is revised to reflect the following:

The personnel specified below or in attachment to this contract are considered to be essential to the work being performed hereunder. Prior to diverting any of the specified individuals to other programs, the Contractor shall notify the Contracting Officer reasonably in advance and shall submit justification (including proposed substitutions) in sufficient detail to permit evaluation of the impact on the program. No diversion shall be made by the Contractor without the written consent of the Contracting Officer; provided, that the Contracting Officer may ratify in writing such diversion and such ratification shall constitute the consent of the Contracting Officer required by this clause. The below list or attachment to this contract may be amended from time to time during the course of the contract to either add or delete personnel, as appropriate.

Also, a Letter of Intent for key personnel will be accepted. However, all personnel assigned to requirement must be in place during Phase-In period. All staff must devote 100% of their time to this requirement.

For the purpose of this contract, the key personnel positions are identified below as:

Page D-1, Section D – CONTRACT DOCUMENTS, EXHIBITS, OR ATTACHMENTS “ D.1. Cost and Price Analysis (8 Pages)” is deleted and replaced with “D.1. “Summary Labor Categories (1 Page)”. See Attached.

10. Page E-7, Section E.8 “52.212-2 EVALUATION –COMMERCIAL ITEMS (JAN 1999) is revised to read as follows:

E.8 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Technical Past Performance Price

Technical and Past performance (non-price factors) when combined, are significantly more important than cost or price. However, as proposals become more equal in their technical merit (as determined by the evaluation of the non-price evaluation factors), the evaluated price becomes more important and will be the determining factor for award.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

I. Technical - Submit information which addresses the following: (a) Proposed Team and Organization; (b)Specialized Experience and Technical Competence; ( c) Capability to Perform. See addendum to 52.212-1 for preparation instructions.

I. Past Performance - This will be evaluated based upon the following:(a) Similar in size, scope and complexity to proposed effort; (b) Management Structure and Staff were effective in meeting Client performance objectives; (c) Effective and Professional in working and communicating with the Client team; (d) Vendor was effective and accurate in reporting project Performance. Past performance information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, type of contract, points of contact and telephone numbers, and other relevant information). (See addendum to 52.212-1 for preparation instructions.)

III. Price - The proposed price between substantially equal non-price offers shall be a major factor in the selection of an offer for award. The Government reserves the right to make an award to an offeror, other than the low offeror, if the Government's evaluation renders an offeror to be significantly superior from a non-price standpoint so as to warrant payment by the Government for a premium (i.e. the difference in price between the superior offer and the low proposal) for such superiority. See addendum to 52.212-1 for preparation instructions.

Pursuant to Subpart 9.104-1 of the Federal Acquisition Regulation, the minimum standards set forth below will be evaluated by the Contracting Officer, or his/her designee, to determine responsibility of each offeror responding to this solicitation.

1. The offeror has adequate financial resources, or the ability to obtain such resources as required during the performance of the contract;

2. The offeror is able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing business commitments, commercial as well as Government;

3. The offeror has a satisfactory record of performance; and

4. The offeror has a satisfactory record of integrity and business ethics.

5. The offeror has a satisfactory record of necessary organizational expertise, accounting and operational controls and technical skills;

6.The offeror is otherwise qualified and eligible to receive an award under applicable laws and regulations.

B.2 PRICE/COST SCHEDULE

The firm-fixed price for services includes all staff salaries, Fringe Benefits, Travel, Per Diem Material and Supplies, and Communication ( telephone and Postage) (unless otherwise furnished by the Government) necessary to perform the services required by the contract. The contractor shall provide a fully loaded labor categories supporting each period of performance year. The form is located in “Section D – List of Attachment” as Attachment D.1. titled “Summary Labor Categories.”
