Project Title: Contract Administration and Management Support Services
The following solicitation is hereby amended as follows:
1) SF-1449 “Block8” and Section E.3.2 Submission of Offers (page E-1) The proposal due date has been extended to 2:00 p.m EST on April 16, 2008.
2) Page B-1, “SECTION B – CONTINUATION BLOCK” is deleted and REPLACED with the attached revised page.
3) Page B-4, B.2 “PRICE/COST SCHEDULE” is deleted and REPLACED with the attached revised page.
Page B-6, is deleted and REPLACED with the attached revised page.
Page B-7, “PARTNERING” has been revised to read as follows:
PARTNERING: Within one week following award of the Construction Management Service contracts and notification by the Government, awardees will schedule an initial partnering session. The purpose of the partnering session(s) will be for the management and other principals of the firms to discuss their goals and objectives, prepare a plan to present to DOL for the transition, including the assignment of office space, shared cost items such as materials and supplies, equipment, etc., organizational structure to assure a smooth transition and continuing working relationship, conflict resolution, and other coordination tasks as found required by the awardees and necessary to assure a cohesive and successful project. DOL staff shall not be involved in the partnering session(s) except for presentation of the final partnering agreement, requests for information or to address specific topics as requested jointly by the contractors. The number of partnering sessions to be held, following the initial session, shall be determined by the contractors, however a minimum of two sessions are required. It is highly recommended that a knowledgeable and experienced facilitator be considered. Reasonable costs for the partnering activities will be a shared cost to the contracts.

E.3.7. Volume II: Detailed Instructions for Technical Proposal Format and Content
The Technical Quote shall be an important consideration in the award of a contract; therefore, it should be specific and complete. The Technical Quote shall set forth in detail;
a) Proposed Team and Organization:
Offeror's organization and management plan proposed to accomplish the required Contract and Administration Management Support Services; the proposed staffing and work effort to perform the required services, including the projection of personnel assigned; The qualifications and relevant experience of key personnel identified to be assigned to this contract; the requirements for qualifications and experience that will be used to fill other personnel positions assigned to the contract.
b) Individual Staff Experience and Qualifications:
Offeror's shall include sufficient information for judging the quality and competence of staff proposed to be assigned to the project to assure that they meet the required qualifications. Successful performance of the proposed work depends heavily on the qualifications of the individuals committed to this project, and the adequacy of the time commitment for each individual in relation to the specific tasks that they will perform. Accordingly, the Government, in its evaluation of the contractor’s proposal, will place considerable emphasis on the contractor’s commitment of personnel qualified for the work involved in accomplishing the assigned.
The proposal shall provide the current employment status of personnel proposed for work under this RFP—i.e., whether these personnel are currently employed by the contractor or are dependent upon planned recruitment or subcontracting. Where subcontractors or outside assistance are proposed, organizational control shall be clearly delineated so as to demonstrate and ensure responsiveness to the needs of the Government.
The following information shall also be furnished:
1. The proposed Key Personnel;
2. The proposed project organization;
3. The time commitment of all personnel assigned to the project (the number of hours per month that each individual will devote to the project over its life), as well as “Letter of Intent” for each key personnel;
4. A resume for each key personnel to be assigned to the project. At a minimum, each resume shall include:
(a) The individual’s current employment status and previous work experience, including position title, dates in position, duties performed, and employing organization. Duties shall be clearly defined in terms of the role performed, i.e., management, team leader, consultant. Also, indicate whether each individual is currently employed by the contractor, and (if so) for how long.
(b) A statement of the work that the individual has completed or which is currently underway for work that is relevant to the proposed work on the demonstration project.
(c) The individual’s educational background;
(d) The position to which the individual would be assigned for the project and the type of work that they would perform in that capacity.
Please be advised that offerors shall be evaluated under this factor based on the following:
(i) The experience and qualifications of the proposed Project Manager, Contract Operations Manager and the amount of time committed to the project. The Project Manager and Contract Operation Manager should have a minimum of 5 years experience in related work and a Bachelor’s Degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing or organization and management and/or Level III certification;
(ii) The experience and qualifications of the Contract Manager and the amount of time committed to the project. The Contract Manager should have a minimum of 4 years experience and a Bachelor’s Degree in one of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing or organization and management and/or Level III certification;
(iii) Grandfather those individuals currently holding positions. Any present employee changing positions or any new employees must meet qualifications.
5. Staffing charts listing names, qualifications, and experience of key staff (including outside consultants), staff time/time loading charts showing the amount of time each staff person will devote each task and sub-task, and an indication of how staff will be allocated to perform all necessary field work during the project.
c) Capability to Perform Innovative Ideas:
Offeror’s must demonstrate the ability provide new ground breaking ideas, improved collaboration and teamwork; Improved efficiency and utilization of resources and the technical skills to pull them off.
Page E-6, Section E.4.1 “Oral Presentation” is added to include the following language:
E.4.1. Oral Presentation
Vendors may be required to make an oral presentation during the RFP evaluation period. DOL and the Vendor will schedule these presentations at a mutually agreed upon time and location. Listed below are instructions on the presentation format.
Overview DOL may require some vendors to make an oral presentation of their Technical Response to this RFP and to participate in a Question and Answer (Q&A) session conducted by Government representatives. The oral presentations and Q&A sessions will be conducted at the unclassified level.
The purpose of the oral presentation is to assess the Vendor’s knowledge and understanding of the requirements being solicited under this RFP as well as the Vendor’s ability to meet those requirements. The oral presentation will become part of the Technical Proposal. The oral presentation will be evaluated using the same Technical evaluation factors used to evaluate the Technical Proposal as described in Section E.8.
The Vendors required to make an oral presentation will be selected based on the overall quality of their proposals using the Evaluation Factors for Award presented in Section E.8 of this RFP. Vendors will be contacted by DOL if they are requested to provide an oral presentation.
Oral Presentation Instructions
Vendors shall follow these instructions in preparing and delivering their oral presentations:
1. Presenters/speakers are limited to the Key Personnel.
Vendor attendees are limited to the three (3) Key Personnel, one (1) Contract Specialist/Manager or individual authorized to obligate the Vendor, and two (2) other corporate representatives who are able to address the Vendor solution and answer DOL questions.

4. A hard copy of the presentation must be delivered at the time of the Oral Presentation. This will become a part of the technical proposal.
5. Only those slides actually presented in the oral presentation will be considered in the evaluation.
6. There is no limit to the number of slides that can be presented during the oral presentation.
7. The oral presentations must be presented in Microsoft PowerPoint format. DOL will provide the projector. A laptop will be available, if necessary.
8. Vendors will be evaluated on the presentation only, no supporting material will be considered.
The Vendor will be given 15 minutes for set-up.
10. The Vendor will be given up to 75 minutes to make their oral presentation. The presentation will be stopped after 75 minutes.
11. After the oral presentation there will be a break of up to 60 minutes for DOL to evaluate the presentation and prepare questions, issues for clarifications, etc.
12. DOL and the Vendor will then together address the questions/clarifications in a discussion type forum, which can be expected to last up to one (1) hour.
13. If necessary, the Vendor may caucus briefly to coordinate responses to specific DOL questions/clarifications.
14. The total time required for the oral presentation and discussion is expected to last no more than 3 1/2 hours.
15. Unobtrusive company logos and/or names can be inserted in the upper left corner of any or all slides.
16. Slides should be sequentially numbered in the lower right corner.
17. DOL will notify each Vendor selected for making an oral presentation.
Oral Presentation Scheduling
The Contracting Officer will schedule the presentations with the Vendor representative. Time slots will be assigned randomly and may not be swapped or changed. DOL reserves the right to reschedule any Vendor’s presentation at its sole discretion.
Exceptions and Deviations
Vendors are cautioned that any exceptions or deviations taken to any portion of this RFP may result in that Vendor’s entire proposal being declared unacceptable. It is the Government’s intent that a successful Vendor will satisfactorily meet each and every requirement as stated in the RFP. Should the Vendor request exceptions and/or deviations from any requirement of Section B.3, and/or any other clauses, provisions, or terms and conditions of the RFP, that request must be justified (e.g., the requirement is not technically achievable, or the Government referenced the wrong standard). The Vendor shall identify each requirement, clause, provision or term and condition for which exceptions and/or deviations are requested in the appropriate proposal. Each exception and/or deviation identified shall be fully explained including sufficient justification as to technical problems, cost savings, and/or benefits to the Government so that the Government can thoroughly evaluate the Vendor’s input and determine if it is in the best interests of the Government to amend the RFP and allow all Vendors to respond to the amended requirement(s). If the Vendor’s explanation is not acceptable to the Government, the exception and/or deviation will not be allowed and, unless the original requirement is met, the proposal may be found unacceptable.

13) Page E-7, Section E.8 “52.212-2 EVALUATION –COMMERCIAL ITEMS (JAN 1999) is revised to read as follows:
E.8 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical Past Performance Price
Technical and Past performance (non-price factors) when combined, are significantly more important than cost or price. However, as proposals become more equal in their technical merit (as determined by the evaluation of the non-price evaluation factors), the evaluated price becomes more important and will be the determining factor for award.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
I. Technical - Submit information which addresses the following: (a) Proposed Team and Organization; (b) Individual Staff Experience and Qualifications; (c) Capability to Perform Innovative Ideas. See addendum to 52.212-1 for preparation instructions.
I. Past Performance - This will be evaluated based upon the following:(a) Similar in size, scope and complexity to proposed effort; (b) Management Structure and Staff were effective in meeting Client performance objectives; (c) Effective and Professional in working and communicating with the Client team; (d) Vendor was effective and accurate in reporting project Performance. Past performance information shall include recent and relevant contracts for the same or similar items and other references (including contract numbers, type of contract, points of contact and telephone numbers, and other relevant information). (See addendum to 52.212-1 for preparation instructions.)
III. Price - The proposed price between substantially equal non-price offers shall be a major factor in the selection of an offer for award. The Government reserves the right to make an award to an offeror, other than the low offeror, if the Government's evaluation renders an offeror to be significantly superior from a non-price standpoint so as to warrant payment by the Government for a premium (i.e. the difference in price between the superior offer and the low proposal) for such superiority. See addendum to 52.212-1 for preparation instructions.
Pursuant to Subpart 9.104-1 of the Federal Acquisition Regulation, the minimum standards set forth below will be evaluated by the Contracting Officer, or his/her designee, to determine responsibility of each offeror responding to this solicitation.
1. The offeror has adequate financial resources, or the ability to obtain such resources as required during the performance of the contract;
2. The offeror is able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing business commitments, commercial as well as Government;
3. The offeror has a satisfactory record of performance; and
4. The offeror has a satisfactory record of integrity and business ethics.
5. The offeror has a satisfactory record of necessary organizational expertise, accounting and operational controls and technical skills;
6. The offeror is otherwise qualified and eligible to receive an award under applicable laws and regulations.
