About this file

This document is an Addendum 2 Questions and Answers (Q&A) for Invitation to Bid (ITB) DOH24-022 issued by the Florida Department of Health for Window Tint Services for the Clay County Health Department. The addendum provides detailed responses to 43 vendor questions regarding the window tinting project, which involves applying 3M Prestige window film with 20 Visible Light Transmission (VLT) to Buildings 400 and 600. The project requires exterior film application for most windows and interior film for entry doors with existing decals, with a site visit having been conducted on 3/25/25 to allow vendors to take measurements. The contract period is from April 15, 2025, or the purchase order date until June 30, 2025, with work to be completed within 30 business days of the purchase order.

The Q&A clarifies critical project specifications, including the use of tempered single-pane glass, solar control film (not safety film), and an attachment system if security film is required. The Department specifies that no substitutions to the 3M Prestige film will be accepted, and work cannot be performed on weekends or outside building hours. Payment will be made by check or ACH, with the Department potentially allowing completion date extensions for bad weather. The bid requires both a paper copy and an electronic copy on a storage device, and the contract will be awarded to the lowest responsive and responsible bidder, with the total project involving approximately 294 windows and doors across multiple building sides.

In this advertisement, I did not see a day or time to conduct a site visit. Are you there person to coordinate that event?

See Answer to Question 1.

What is the square footage of the project? If this will not be provided, is there a time we can measure the panes on site?

Building 400 and 600 are both is approx. 16,000 sq. ft. each.

Addendum 1 provided notice of a Site Visit held on 3/25/25, during which perspective vendors had an opportunity to take measurements.

The ITB specifies you'd like 3M Prestige Film, however what VLT are you looking for?

Will you accept substitutions as long as they meet the same performance specifications?

No.

The ITB states interior and exterior film, will every window pane have an interior and exterior installation? If not, how do we know which will be exterior, and which will be interior?

All windows will have exterior film. All entry doors with existing decal on them will have interior film.

Can you please send the measurements of windows and glass to be covered?

See Answer to Question 1.

I received the ITB for your project and appreciate the opportunity to review it. While going through the bid package, I noticed that it includes the quantity of windows but does not specify the measurements or total square footage.
