About this file
This is an Invitation to Bid (ITB) DOH23-040 issued by the Florida Department of Health (DOH) seeking a Cloud-based Electronic Oral Health Record (EOHR) solution. The ITB solicits competitive pricing for a comprehensive electronic health record system to be implemented across 70 dental locations statewide, with integration requirements for the Department's Health Management System (HMS). The project includes developing and launching a Patient Upload Application Programming Interface (API) and API messaging system, with an anticipated contract term from April 1, 2025, to April 1, 2028. Key dates include the ITB release on February 14, 2025, bid submission deadline of March 13, 2025, and an anticipated contract award posting on March 24, 2025, with potential three-year renewal options.
The pricing structure is unit-rate based, with an annual unit price per dental location for the EOHR implementation, plus separate pricing for API development and messaging. The total contract value will be determined by the lowest grand total bid, with estimated quantities subject to change. The contract includes specific performance requirements such as patient data management, automated messaging, medication ordering capabilities, and integration with existing dental equipment. Financial consequences are built into the contract, with payment reductions for failure to meet deliverable specifications or data security requirements. The procurement is open to all qualified vendors who can demonstrate at least six years of experience in electronic health records, healthcare data standards, HIPAA compliance, and API development.
