About this file

Addendum 2 is a document issued by the Florida Department of Health (DOH) for Invitation to Bid (ITB) DOH23-040 regarding an Electronic Oral Health Record (EOHR) procurement. The addendum modifies the original ITB and provides responses to vendor questions. The solicitation seeks a cloud-based EOHR solution for 70 dental locations across Florida, with integration requirements for the Department's Health Management System (HMS). The project includes developing and launching a Patient Upload Application Programming Interface (API) and API messaging capabilities. The contract term is anticipated to be three years, starting April 1, 2025, with potential renewals for up to three additional years, subject to performance and fund availability.

The addendum reveals key technical details about the EOHR project, including current electronic health record systems in use (Patterson Eaglesoft, Henry Schein Dentrix Enterprise, and DOH's existing HMS), data migration requirements, and specific integration expectations. The system must support patient demographics, insurance information, medical history, dental charting, x-rays, and other clinical documentation. Vendors must comply with HIPAA regulations, provide robust security measures, and ensure data can be transferred using HL7 v2.5.1 standards. The procurement will be awarded to the responsive, responsible bidder offering the lowest grand total price, with an estimated 70 dental locations to be onboarded during the contract period.

Questions and Answers

# Question Answer

What Electronic Health Record (EHR) systems are currently in place across FL-DOH facilities?

Patterson Eaglesoft, Henry Schein Dentrix Enterprise, and the Department’s self-developed and federally certified EHR, the Department of Health, Health Management System (HMS)

Are there plans to migrate data and imaging from the existing systems into the new PMS?

Yes.

If data and imaging migration is required:

What is the anticipated volume and size of data (both structured and unstructured)?

What are the primary sources of data and imaging?

Primary sources of data are chart records in Eaglesoft or Dentrix;

phosphoretic plate x-rays, digital panorex images, sensors, and intraoral cameras. Data volume range is approximately 105GB-630 GB which includes the images folder. (Approximately 5,000- 650,000 patient records).

What is the expected timeline for onboarding locations onto the new PMS?

See Task 6.1.2., Scope of Work (Attachment A), ITB.

How many locations will be onboarded, and over what timeframe?

See Exhibit A for list of all locations. The timeframe wil be based on the term of the purchase order. Refer to Section 6.1.2, Scope of Work, (Attachment A) of ITB.

What is the estimated number of users per location?

Each location varies depending on the county with urban counties being the largest. The average across the state is six to seven users per location.

To align with FL-DOH requirements, can you provide clarity on the specific HL7 functionality expected?

Standard messaging using RESTful API (HL7 v2.5.1 payload) to support the transfer of patient demographic data from the Department’s HMS to the EOHR solution and the transfer of service data from the EOHR solution to the Department’s HMS.

Should HL7 compliance primarily support the APIs referenced in sections 6.1.10 and 6.1.13, or are there additional HL7-related functionalities required?

Compliance should support the APIs referenced in Sections 6.1.10 and 6.1.13, Scope of Work, Attachment A, of the ITB.

Will FL-DOH utilize any of the existing Patient Relationship Management (PRM), Revenue Cycle Management (RCM), or Analytics integrations available within Fuse? If so, which of the following solutions are preferred?

• PRM: Fuse Engage, Fuse Connect, Weave, RevenueWell, SolutionReach

• RCM: Global Payments, Weave

• Analytics: DentalIntel

No.

The RFP references the ability to generate messaging reports for automated text messaging and email reminders. Does this refer to:

o Opt-in/opt-out tracking for patients?

o Message logs detailing interactions between staff and patients?

See Sections 6.1.1.4 and 6.1.1.5, Scope of Work, Attachment A, of the

ITB.

Section 6.1.1.2 states the requirement for the PMS to provide and generate reports as needed by the Department.

Can you specify the types of reports required (e.g., operational, financial, compliance-related)?

Are there predefined reporting templates, or should the system allow for fully customizable reports?

Some examples of the required reports include, but not limited to, operational, financial, and compliance reports are required. The system should allow for fully customizable reports.

Section 6.1.13.1 mentions developing messaging capabilities to integrate with the Department’s API for transmitting service information from the EOHR to the

HMS.

Can you provide technical documentation or specifications regarding the Department’s API?

The Department will be developing the RESTful API (HL7 v2.5.1 payload) and associated messaging to integrate with the EOHR as part of this project’s scope. The Department will work with the selected respondent to collaboratively develop the required messaging and the associated specifications (authentication method).

Technical documentation cannot be provided at this time.

What is the primary use case for the Patient Upload API?

During patient registration, the patient demographic information will be transmitted from HMS via the vendor’s API to the patient chart in the

EOHR.

Is the expectation that all patient records will originate from the Patient Upload API, or will Fuse users also have the ability to manually create patient records within Fuse?

Yes. All patient records will originate in HMS and transmitted using a system communication link call to the vendor’s Patient Upload API.

Users will not create patient records in vendor product.

In what specific scenarios is the Patient Upload API used, and how frequently is it expected to process new patient records?

The Patient Upload API will be used to transfer demographic data for new patient registrations to the EOHR. Each dental location may have one to several new patients per day. Higher usage generally occurs right before school starts.

Does FL-DOH require Single Sign-On (SSO) and/or Multi-Factor Authentication (MFA) for user access?

If SSO is required, would security protocols such as password complexity, change frequency, and MFA enforcement be managed by FL-DOH’s identity provider rather than the EHR/PMS system?

Both are required. The FL-DOH will manage the SSO and MFA.

How does FL-DOH expect to be invoiced for fees associated with the PMS? Will billing be structured on a per-location, per-user, or transaction-based model?

See Attachment A, Section 7, Method of Payment.

What specific events or actions should trigger inbound API calls? How frequently are these API calls expected to occur per location?

The registration of a new patient in the Department’s EHR will trigger the inbound API call. The Patient Upload API will be used to transfer demographic data for new patient registrations to the EOHR. Each dental location may have one to several new patients per day that will trigger an API call. It is difficult to determine how many calls per location. The estimated number of patient visits in 2023-2024 was 299,016 statewide. .

What format must outbound messages follow (e.g., HL7, JSON, XML)?

What is the expected frequency of outbound messages?

What specific events or triggers should initiate outbound messaging?

HL7 v2.5.1. Frequency of outbound messages will be based on volume of services rendered at the county health department. For reference, the estimated number of patient visits in 2023-2024 was 299,016 statewide. The EOHR will call the Department’s API to transmit services data to the HMS.

Can you provide technical documentation or specifications on how the EOHR is expected to integrate with the Department’s Health Management System (HMS)?

See Answer to Question 12.

What specific software, hardware, or systems are currently in use at the dental locations that the EOHR solution must be compatible with?

Patterson Eaglesoft, Henry Schein Dentrix, HMS software, ScanX, Schic x-ray sensors, intraoral sensors, panorex sensors, intraoral cameras.

Are there specific cloud service providers (AWS, Azure, Google Cloud, etc.) that the Department prefers or prohibits for hosting the EOHR system?

Preference is Azure.

How many years of historical patient records must be migrated from existing CHD dental software applications to the new EOHR?

At least seven years.

Are there specific Florida DOH security policies or additional compliance standards (beyond HIPAA, HL7, FHIR, etc.) that vendors must adhere to?

See Application, Data Security, and Confidentiality form (Attachment G) to the ITB. .

What encryption standards (e.g., AES-256, TLS 1.2/1.3) must be implemented for data transmission and storage?

SSL TLS 1.2.

Does DOH require all data to be stored within the continental United States?

Yes.

Are there specific role-based access control (RBAC) or multi-factor authentication (MFA) requirements for system users?

Yes, there specific role-based access control (RBAC) and multi-factor authentication (MFA) requirements for system users.

Are there any restrictions or formats required for patient demographic data transfer from HMS to the EOHR via

API?

HL7 v2.5.1.

What are the specific milestones for API testing and implementation beyond the December 31, 2025, and August 31, 2026 deadlines?

No additional milestones have been identified. Respondents are encouraged read the solicitation in its entirety to understand all milestones or deadlines specified in this ITB.

Will the HL7 messages need to be mapped to existing HMS data structures, and if so, can a sample schema be provided?

The Department will be developing the APIs and associated messaging to integrate with the EOHR as part of this project’s scope.

The Department will work with the selected respondent to collaboratively develop the required messaging and the associated specifications. See Sections 6.1.10.4 and 6.1.10.5. of the Scope of Work (Attachment A) of this ITB.

Will each dental location require separate instances of the EOHR, or will there be a centralized system with individual access points?

Centralized system with individual access points.

Are there preferred training formats (e.g., on-site, virtual, recorded tutorials) that DOH expects for dental staff?

See Sections 6.1.4. – 6.1.6. Scope of Work (Attachment A), ITB .

What are the expected service level agreements (SLAs) for issue resolution and system uptime?

See Section 6.1.8., Scope of Work of Revised DOH24-020.

Beyond the three-year contract term, is there a pre-defined renewal evaluation process?

See Section 2.4, Renewal for renewal process.

Can you provide a budget range or historical spending on similar projects to help ensure accurate cost proposals?

No.

Failure to file a protest within the time prescribed in section 120.57(3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond shall constitute a waiver of proceedings under Chapter 120, Florida Statutes.
