Amendment A003 Questions Received in Response to RFP #DoDCC-2019- R-0001 – Retail Drug Store and Full-Service Pharmacy, The Pentagon dated

July 15, 2019

The following questions and answers are incorporated in the RFP as set forth at length.

Q. Regarding the blade sign to be placed outside of the store, is it a standard specification for all retailers? Can you provide the current specifications for the blade sign so we can update to our newest sign package?

A. All blade signs for DoDCC retail concessionaires are purchased and installed at the DoDCC’s expense. Please refer to Section C.8.a., page 19 of 55, of the RFP. As such, all that will be required to be provided by the successful offeror (Licensee) will be the corporate logo that will be included on the blade sign.

Q. Is the bidder required to capture internet sales or can this section be excluded from the contract?

A. Please refer to the Q&A regarding this subject on page 4 of the Q&A document incorporated in Amendment A001 to the RFP. Offerors are to address company specific ability and processes to meet the requirement as set forth in Section L., “Proposal Submission Requirements”, (1) Offered Sales Commission, page 49 of 55 of the RFP.

Q. Does the DoDCC Giveback Program require mandatory participation?

A. Yes. The details regarding this program will be provided to the successful offeror (License) after License Agreement award.

Q. What are construction hours?

A. Construction hours are typically between the hours of 6:00 p.m. and 6:00 a.m. to avoid disruption to the Pentagon workforce.

Q. Is there a specified form of License Agreement that the successful offeror will be expected to sign, and can that form be circulated for review?

A. No. The awarded License Agreement will be comprised of the RFP document, excluding Sections L&M, and the successful offeror’s (Licensee’s) proposal, excluding financial information provided as part of the proposal submission.

Q. If facing the storefront from the Concourse, can the left side of the wall, or a portion of the wall, be updated to a frosted/curtain wall?

A. Offerors are to submit proposed layouts/designs of the retail space as part of their proposal submissions. Please refer to Section L., “Proposal Submission Requirements”, (3), “Concept/Artist Rendition/Layout”, pages 49 – 50 of 55 of the RFP.

Q. Can the DoDCC please clarify the intent of the inclusion of (page 42/55) Section 19.

Payment Card Industry (PCI) Data Security Standard (DSS)?

A. The Payment Card Industry (PCI) Data Security Standard (DSS) is a mandatory clause that the DoDCC inserts in all of its solicitations and resulting License Agreements. The successful offeror (Licensee) is required to comply with the security requirements to protect cardholder data.
