Summary of Current Contract Document

This document pertains to the current inmate telephone, video visitation, kiosk, and tablet system contract serving Sauk County Jail in Baraboo, Wisconsin. The system comprises 17 wall-mounted telephones, 17 informational kiosks, approximately 197 portable tablets, and two mobile kiosk systems distributed across eight housing units plus the facility lobby. All equipment features intuitive web-based software integrated with the county's existing commissary and jail management systems. The facility operates with a capacity of 188 beds and average daily population of 135 inmates. The previous contract solicitation required proposals by August 26, 2026, with a mandatory site visit scheduled for July 21, 2026. Installation was required to be completed within 60 days of contract award to achieve full system functionality by January 1, 2027. The contract term is three years beginning January 1, 2027, with options to renew for two additional one-year periods upon mutual agreement. Evaluation criteria weighted responses as follows: revenue and cost (25%), scope of services (30%), experience (25%), organizational capabilities (10%), and references or interviews (10%).

The vendor assumes all costs for equipment procurement, installation, maintenance, and ongoing service with no cost to Sauk County, receiving compensation instead based on gross revenues generated through system usage. The system must comply with FCC regulations, maintain call recordings for at least 180 days on centralized SAN storage, and provide 24-hour toll-free support with a two-hour response time for major outages. Vendors must demonstrate proficiency in inmate telephone systems and provide minimum three references from similar-sized correctional facilities, preferably Wisconsin government clients. Proposals were required in sealed format with one original and seven copies submitted to the County Clerk's Office, with electronic or faxed submissions not accepted.
