About this file

This is a prior year data document supporting Sauk County, Wisconsin's Request for Proposal for an inmate telephone, video visitation, kiosk, and tablet system at the Sauk County Jail in Baraboo. The scope encompasses 17 wall-mounted telephones, 17 informational kiosks, approximately 197 portable tablets, and two mobile kiosk systems with Wi-Fi connectivity distributed across eight housing units and the lobby. A mandatory site visit is scheduled for July 21, 2026 at 10:00 AM, with questions due by July 30, 2026 and vendor responses by August 5, 2026. Proposals are due August 26, 2026 at 2:00 PM CDT and must be submitted sealed in one original and seven copies to the County Clerk's Office; electronic or faxed submissions will not be accepted. The contract award begins January 1, 2027, with a three-year initial term and an option to renew for two additional one-year periods upon mutual agreement. Installation must be completed and full system functionality achieved within 60 days of contract award.

The vendor bears all costs for equipment procurement, installation, maintenance, and ongoing service at no cost to Sauk County, with the county receiving compensation on gross revenues generated through the system. The jail has a capacity of 188 beds with a current average daily population of 135, which may fluctuate based on housing contracts with other agencies. All equipment must feature intuitive web-based software, integrate seamlessly with the county's existing commissary and jail management systems at no additional cost, comply with FCC regulations, and store call recordings for at least 180 days on centralized SAN storage. Evaluation criteria include revenue and cost (25%), scope of services (30%), experience (25%), organizational capabilities (10%), and references or interviews (10%). Vendors must demonstrate proficiency in inmate telephone systems and provide a minimum of three references from similar-sized correctional facilities, preferably Wisconsin government clients. The system must include 24-hour toll-free support with a two-hour response time for major outages.
