About this file
This document is an Addendum to an Invitation to Bid (ITB) issued by the Florida Division of Administrative Hearings (DOAH) for Printing and Mailing Services for the Office of the Judges of Compensation Claims (OJCC) Postcards. The ITB seeks a responsive and qualified vendor to provide printing and mailing services for OJCC postcards to be sent out twice weekly throughout the state of Florida. The Addendum provides revised pricing attachment instructions, clarifies reasons for the rebid, and answers questions received from potential respondents regarding postage costs, past bid pricing, and prior experience requirements.
The ITB requires respondents to provide a fixed price per postcard for the initial term and any subsequent renewals. DOAH will not provide guidance on projecting postage cost increases, and bid prices are to be firm. The prior bid tabulation sheet for DOAH ITB 23/24-003 has been provided. The contract will be awarded to the responsive, responsible bidder with the lowest price per the revised pricing attachment.

Answers to Questions Received from Potential Respondents
Question #1 I would love to get a copy of the winning bid pricing for the past two periods.
Would that be possible?
Answer #1 DOAH utilized informal quoting for the last two (2) fiscal years for these services. The purchase orders have been attached to this Addendum.
Question #2 What are the reasons for requesting a re-bid?
If I understand section 4.6 Pricing correctly you are asking for a fixed postage amount for the term and possible three renewals.
Postage costs are a very large unknown component. Postage cost is much higher than the actual production costs. In light of the uncertainty with postal costs how are you recommending a vendor estimate this cost? Would you entertain future adjustment of pricing in light of postal increases.
Answer #2 DOAH was unable to enter into a contract/purchase order with the awarded responsible responsive bidder. DOAH does not intend to provide guidance on how an entity will determine current or projected pricing for postage to be included in their price per postcard. No, bid prices are firm and the resulting contract/purchase orders will be executed using the price per postcard for the initial term and any subsequent renewals.
Question #3 Question regarding postage from USPS increasing every January and June of every year anywhere from 3-6% per increase.
How can we project postage for year 2 or year 3 on the pricing sheet?
Answer #3 DOAH does not intend to provide guidance on how an entity will determine current or projected pricing for postage to be included in their price per postcard.
Question #4 Since I have no experience providing this service, can I put the information of the Subcontractor past performance. If not do I write no prior experience and still submit form.
Answer #4 Please refer to Page 10 of the ITB document, listed under section
4.10, Prior Experience Form, it states “Respondents must provide contact information for three entities the Respondent has provided services of a similar size and nature of those requested in this solicitation.” In order to be deemed responsive, the Prior
Experience Form (Attachment D) must be completed and submitted as specified.
Question #5 I would like to find out what the pricing per postcards was on the bids received. Is this information available? Please advise.
Answer #5 The ITB Bid Tabulation Sheet for DOAH ITB 23/24-003 has been attached to this Addendum.
Return of this Addendum is not mandatory; however, the Respondent is responsible for its contents and is requested to sign and submit this Addendum with its response to the ITB. Protests must be filed with the Division of Administrative Hearings, Attn:
Public Records Request,1230 Apalachee Parkway, Tallahassee, Florida 32301-3060, within the time prescribed in section 120.57(3), Florida Statutes and chapter 28-110, Florida Administrative Code. Failure to file a protest within the time prescribed in section 120.57 (3), Florida Statutes, or failure to post the bond or other security required by law within the time allowed for filing a bond, shall constitute a waiver of proceedings under chapter 120, Florida Statutes.
Written notices, formal requests and proceedings must conform to the requirements set forth in chapter 28-110, Florida Administrative Code. Any person who files an action protesting a decision or intended decision pertaining to contracts administered by the department or agency pursuant to section 120.57(3), Florida
