About this file
This document is a NEPA Environmental Checklist for a federal contract opportunity to clean, inspect, and repair Tanks 10, 3, and 7 at the Oily Water Treatment Facility (OWTF). The contract number is N40085-19-D-5004. The contractor shall provide all labor, materials, and equipment to complete this work. The base contract is for Tank 10, with options for Tanks 3 and 7. The project is classified as a Categorical Exclusion (CATEX) under NEPA, requiring a 1-week review process. Other environmental requirements include potential consultations with regulatory agencies and permitting for wetland impacts, navigable waters, and coastal zone management. The checklist outlines design and operational requirements the contractor must address, such as stormwater management, wastewater handling, and waste disposal procedures. The key federal agency involved is the Naval Facilities Engineering Command.
