1.0 PROJECT DESCRIPTION

A. Background. The Oily Waste Treatment Facility (OWTF), B553 is a facility that treats and stores bilge water from submarines maintained at U.S. Naval Submarine Base New London in

Groton, Connecticut. Bilge water includes sea water, water and leakage from machinery and fresh water wash-downs; bilge water also includes a variety of constituents including cleaning agents, solvents, fuel, lube oil, and hydraulic oil. The facility was built in 1999; Tank 10 and the other tanks at the OWTF have only had minor maintenance performed on them since they were installed. This past minor maintenance included welding small patches on corroded sections of the tank floor and cleaning and re-installing epoxy coatings to the interior of the tanks. The manufacturer’s recommended tank maintenance plan called for the tanks to receive routine maintenance every 5 years. Since this recommended 5 year maintenance plan has not been adhered to; a major overhaul of these tanks will be required as specified in the below scope of work. The tanks are constructed of steel and were built in compliance with American Petroleum

Institute (API) 650 standards. API 579/ASME Fitness for Service assessment techniques should first be used in evaluating whether it is even possible to restore the existing tanks to compliance with API 650 standards before administering an API 653 inspection.

B. Scope of Work

a. Base Contract: The Contractor shall provide all labor, materials, and equipment to drain, clean, inspect, repair, prepare, and recoat Tank 10 at the OWTF in accordance with the requirements in Section C and all subsections of Section C of the Statement of Work (SOW).

b. Option 1: The Contractor shall provide all labor, materials, and equipment to drain, clean, inspect, repair, prepare, and recoat Tank 3 at the OWTF in accordance with the requirements in

Section D and all subsections of Section D of the SOW.

Tank 10 is currently out of service and empty due to deterioration of the existing 2” schedule 80 6” long discharge nipple and 2” 4-bolt flange. The nipple is welded to the tank and the flange is welded to the nipple. The bottom of Tank 10 has some minor corrosion directly below the intake piping due to processing and in fall of product. The full extent of the corrosion is unknown.

b. Tank 7 is a 8,200 gallon, 16’ tall, and 9’ 4” diameter steel tank located outside B-553 on the southeast corner. The ¼” thick chlorobutyl rubber lining in Tank 7 is torn and deteriorated.

c. Tank 3 is a 15,000 gallon, 20’ tall, and 11’ 8” diameter steel tank located outside B-553 on the southwest corner. The paint is peeling on the interior of Tank 3 and there is significant pitting from corrosion especially in the northwest 30” manway.
