# Section Section Number Questions Answers
1 A003 J.1(D) Circuit 4 In Attachment J-1(D) for the 4th Circuit (file 1(D)_-_4th_Circuit_Price_Summary_Sheets_A003), in the 4th CIRCUIT SUMMARY tab, there are errors in the formulae of cells D12, E12, F12, and G12. Please provide a revised price summary sheet for the 4th circuit.
Formula errors in cells D12, E12, F12, and G12 on "CIRCUIT SUMMARY" tab are corrected to the relevant formulas. Circuit 4 Price Summary Sheet is replaced in its entirety.
2 A001 Q&A #3 J.1(D) Circuit 12
The USMS stated in Q&A #3 that the level of effort in this scope of work is the same as that currently provided by the incumbents. However, the D07-Superior Court tab in the Price Summary (file 1(D)_- _12th_Circuit_Price_Summary_Sheets_A001) shows 40 Shared SSO positions and 129 startups at 500 Indiana Avenue, which is significantly higher than the current contract numbers of 20 shared CSO positions and 89 startups. It appears that the shared positions on the Price Summary has the number of people rather than positions.
Question: Since this is a material difference in the staffing and hours, can the USMS change the shared positions at 500 Indiana to more closely reflect the current level of effort?
Error on tab "D07 - Superior Court" site "DC" of 40 shared SSO positions in cells F9:F13 is corrected to 20 shared SSO positions.
Circuit 12 Price Summary Sheet is replaced in its entirety.
Based on this new information, see question five (5) below for a revised answer to A001 Q&A question 74.
3 A001 J.1(H)
The RFP states that no alterations may be made to the attachments by the offeror. The SSO uniform template 1(H) does not have a header or anywhere to indicate the company name. May the offeror add the company name to the template?
The header is included in attachment 1(H) with a space for the offeror to indicate their company name, see line "CSO Proposal XYZ Firm."
Heading should be visible if the toolbar "View" setting is set to "Page Layout" and the margins are set to "Show White Space".
4 A001 A003 J.1(D)
The RFP states that no alterations may be made to the attachments by the offeror. The pricing summary workbook only has a place for the company name on the last tab - CIRCUIT SUMMARY, and not the individual tabs. May the offeror add the company name to the other tabs in the template.
There is a space for the offeror name provided on the "CIRCUIT SUMMARY" tab. Do not make alterations to the other tabs for a company name.
5 A001 Q&A #74
J.1(B) J.1(D)
[This question was originally included in A001 as Q&A number 74]
Reference: The Seniority List provided for the 12th Circuit contains 259 CSOs and SSOs. However, the staffing provided by Attachment 1(D): 12th Circuit Price Summary Sheet contains 325 CSOs and SSOs, and therefore contains 66 more positions.
Clarification: Please provide an explanation for this discrepancy in staffing, and that the staffing is indeed 66 people short. Additionally, please confirm whether applications have been submitted for all openings and the average length of the clearance process in the 12th Circuit. Furthermore please clarify, whether this staffing problem is the result of government delay or the contractor submitting candidates that are difficult to clear.
It appears that, if the Price Summary Sheet is correct, that almost all the shared time CSOs and SSOs must be working close to full-time hours in order to avoid overtime. If this is correct, then it would be very difficult for the Contractor not to incur overtime accounting for CSO / SSO call-offs (e.g. vacation and sick time). If the 12th Circuit is currently truly understaffed, is that a result of a lengthy USMS new hire approval process? To the extent that the identified openings are caused by government delay, please confirm that the Contractor will be able to bill for any overtime incurred as a result.
See Section J, List of Attachments, "Attachment 1(B) Current Seniority Listing For All LCSOs and CSOs** Data is provided for informational purposes only. The Government does not attest to the complete accuracy of the data provided."
See section C.23.1.3 "The Government will not reimburse nor shall the Contractor bill for overtime hours resulting from the coverage of a regularly scheduled vacant post."
[Answer Addendum] Discrepancy in D07 Superior court site staffing "DC" citing 40 S/T SSO positions is corrected to 20 S/T SSO positions reducing the site's total staffing from 89 positions to 69 positions (from 129 personnel to 89 personnel), district staffing from 151 to 131 positions (from 191 personnel to 151 personnel). This correction reduces total estimated staffing in circuit 12 from 312 positons to 292 positions (from 372 personnel to 332 personnel.)
While the government does not attest to the complete accuracy of the data provided, Section J.1(B) Seniority List contains 308 personnel listed for Circuit 12.
Price Summary Sheets and all pricing templates are for estimation purposes and do not reflect actual allocations. Award is subject to availability of funds and actual allocations will be reflected on task orders.
