SectionQuestions - Vehicle Barrier DJM-13-A32-R-0007 Amendment 0002 07252013USMS Response
SF1449 Page 1, Block 101The proposal requirements and the scope of work contemplated in this solicitation appear to be inconsistent with a size standard of $7.0 million. Will the Government consider altering the NAICS code this is issued under to 561621 or 811219 or changing this procurement to a full and open competition? The following NAICS code have been added: 561621 and 811219.
Section 6.7, Amendment 00022Given the size standard of this acquisition and the scope of work, past performance, and technical qualifications required, will teammate or key subcontractor past performance, capabilities, staffing, and support systems be considered equally with the prime contractor’s capabilities and experience?Refer to Section 6.7. and Amendment 0002.
Security - Section 12, attachment 43How long will the Government’s background investigations take before technicians are allowed on site to conduct site investigations? The 45 day provision to complete the 60+ IIE (and complete the pre-requisite background checks) appears to be unreasonable given the requirements of each investigation. The expense to conduct all of these visits in a compressed amount of time also creates a burden on small businesses until an invoice can be submitted and paid by the Government. Will the Government consider a 90 day period of performance for these visits? Those Conractor personnel not cleared and that are NOT a result of delays caused by the Contractor's lack of action shall be escorted in the performance of the resulting contract. This will provide the Contractor the ability to perform within the contract requirement. The Contractor is required to perform IAW with SOW; adjustments to may be made at the discretion of the Government.
Section 14VBM Form-1 requires several PM actions to be completed during the site investigation (adjustments, cleaning, filter replacement, etc.). Will the Government consider the site investigation to also fulfill the first quarterly or semi-annual PM visit if the actions required on the VBM Form-1 are augmented by any remaining PM checklist items for each system?VBM Form 1 ahall be used in conjunction with the IIE. PM shall not be conducted during the IIE.
Section 1 and 25Will the Government consider a 90 day period of performance to complete and submit all recommendations and repair cost estimates after IIE are completed instead of 10 days following each IIE?No.
Section 1.1.16Has the USMS coordinated with each location in advance to ensure that the IIE can be scheduled ASAP following award? It is the responsibility of the Contractor to coordinate the site visits; the Government will provide the contact list at the time of award.
Section 37Is it the Government’s intent that the estimates delivered after the IIE actually be a FFP proposal valid for 90 days?Repair Services are T&M. The Contractor's estimate provided is FFP based on the proposal valid for 90 days.
Section 2.0 and 2.1 and 5.7, Amendment 00028Is a PM Plan synonymous with a PM Checklist? If not, what are the USMS requirements for a PM Plan since a separate plan is required for each of the more than 100 barriers?Contractor shall submit a PM Plan for each individual barrier. The PM checklist is considered as part of the PM Plan. See Amendment 0002 for correction.
Attachment 79Can the USMS provide model numbers and sizes (barrier widths, HPU size, etc.) for all barriers so an accurate QAP, precise pricing, and proper PM Checklists can be developed as required? All available inventory information is found on Attachment 7.
10When will the contact list be provided? At the time of award.
Section 2.011Will the USMS provide no cost on-site storage for the Contractor’s required Bench Stock Supplies? No, see Amendment 0002.
Section 1.412Does sending a VBM-2 obligate the Government to pay the Contractor for the assessment and recommendations? If so, will that be the case even if no subsequent task order is issued? No. The assessment and report are covered by Section 1.4
Section 5.4 and Amendment 0002 for correction13How many Progress Meetings will be required each year? This information is important due to the travel cost involved unless the meetings will be conducted via conference call.Refer to Amendment 0002 for correction.
Section 7.3, Standards of Responsibility and Amendment 000214Can business license numbers be submitted instead of a copy of an actual license since many states do not issue a physical license?Refer to Section 7.3, 7.3.1, 7.3.2 and Amendment 0002 for correction. Refer to page 46 (d) Standards of Responsibility sub-paragraph 2) Licenses.
Section 7 and Amendment 000215Will the USMS provide the barricades or cones required for traffic control? If not, will the USMS provide no cost on-site storage for Contractor provided equipment?Refer to Sections 7.4 and Amendment 0002.
16Will the Government provide adequate site lighting for sites that require work to be performed outside of normal business hours? If not, how many sites should the Contractor be expected to provide lighting for?No, sufficient lighting should be present at all sites. See Attachment 18 for Repairs.
Section 5.7, and 11. See Amendment 002 for correction.17Is the QAP due with the proposal or within 30 days of award? Please clarify, as the first sentence of Section 11 and Proposal Evaluation Factor 2B on Page 50 reads “The Contractor shall develop and include with proposal submission a QAP”. Conversely, the second paragraph of Section 11 reads, “A copy of the Contractor’s QAP is to be provided to the COR/CO for approval within 30 calendar days after contract award.”Refer to Sections 5.7, and 11. See Amendment 0002 for correction.
Section 1118Does the Government have a specific template/format it requires the QAP descriptive work flow diagram be submitted in?No.
Section 1019What process or cure opportunity will be provided by the Government before deductions are assessed to the Contractor?See Amendment 0002. This is not a PBSOW, there are no incentives or deductions or liquidated damages clause. Contractor's deficiencies will be reported in CPARS. Also refer to FAR 52.212-4.
Section 5.7, Attachment 16 and Amendment 0002.20How many past performance examples must be provided? The evaluation factors in the solicitation have no limit over five years and the past performance reference sheet indicate three references over three years.Refer to Amendment 0002.
21Are the barriers listed as “GSA” equipment part of the scope for this contract, or is that information to be disregarded?See Amendment 0001. All References to GSA in Attachment 7 should be disregarded. The anticipated number of USMS sites is 119 only.
See Section 3.4, Amendment 000222Does the Government still intend for the period of performance to begin on 8/1/13 – the same day that proposals are currently due?Refer to Amendment 0002 Section 3.4
Pahge 45, Section 5 Proposal Instructions, (b) 4023Is the 40 double-sided page restriction equal to 80 pages of information (40 double-sided sheets) or 40 pages of information (20 double-sided sheets)?Refer to Amendment 0002 for correction.
24Given the requirements of the solicitation and the considerable pricing that must be developed by small business offerors, will the Government consider a 3 week extension to the proposal due date to provide adequate time to respond?Refer to Amendment 0002 for closing date.
Section 3.3925Item 3.3 “Parts/Materials” requires that “All components shall be Underwriters Laboratories (UL) approved”. While this will be true for electrical components, it is doubtful that any mechanical components are UL approved as UL really only addresses electrical devices and their components. Will the Government clarify if it this item applies only to electrical components?Meet UL when applicable, refer to www.ul.com
26Will there be a priority list of locations for the site visit within 45 days of award? There is no priority list for locations.
Section 9, Attachment 1827Will the repair estimates following the site evaluations be firm fixed-price?Task orders are time and Material, and considered Firm after submission to the COR.. See Section 9 and Attachment 18 Pricing Instructions, Amendment 0002 (Corrected)
Section 2 and 2.128When are PM plans for each barrier due?See Question 8 above.
Section 2 and 2.129When are PM checklists for each barrier due?See Question 8 above.
Section 6.1, Amendment 000230Section 6.1 – The section is titled ‘Program Manager’ but refers to ‘Project Manager’ in the body. Please confirm that Program Manager is correct.Corrected, refer to Amendment 0002, all references to "Project Manager" have been removed.
Section 6.2, 6.3, 6.631Section 6.6 – Are copies of certificates required as part of the proposal? If the manufacturer does not provide certificates, shall a statement of years’ experience servicing the equipment in the field be substituted?Refer to Amendment 0002.
Section 7.3, Standards of Responsibility and Amendment 000232Are business licenses required as part of the proposal submission or at the request of the CO following award? Same question for subcontractor’s licenses.See Question 14 above.
Section 5.7, Attachment 16 and Amendment 0002.33How many past performance references are required?Refer to Amendment 0002.
Amendment 000134Pricing Schedule Instructions – Attachment 19 & 20 has no Tab 3 titled “Attachment 20 – BASE” as referenced in the instructions. Please provide the missing tab.Refer to Amendment 0001, and 0002 (Correction for Attachments 18, 19&20)
Attachments 18, 19 &2035Pricing Schedule Instructions – Attachment 19 & 20 has no Pricing Summary Table titled Attachment 20 – SUMMARY. Please provide missing table/data.Refer to Amendment 0001, and 0002 (Correction for Attachments 18, 19&20)
Amendment 000136Pricing Schedule Instructions – Attachment 19 & 20 has no Tabs 4-7 titled Attachment 20 – Options 1,2,3, and 4. Please provide missing tabs/data.Refer to Amendment 0001, and 0002 (Correction for Attachments 18, 19&20)
37Hydraulic Barriers are referenced throughout the solicitation but no mention is made of the number of HPUs or the Hydraulic Fluid Capacity. Please provide information on these items as inherent variances amongst these items can create a pricing variance of many hundreds of dollars per unit.: It is not feasible or possible to obtain this information and to include the size of hoses and distance of runs. For financial planning purposes each hydraulic barrier should be estimated to have a single pump using an “average of fluid” based on past experience.
Attachment 1038Will the Government be providing more detailed equipment information required to complete VBM Form 1 as it will impact several actions for conducting a site inspection? The VBN-1 is a data collection sheet for the contractor and a guideline demonstrating several functions required in the performance preventive maintenance. The IIE does not require the Contractor to perform any preventive maintenance while conducting the IIE, only collect data to include what the unit will require for a proper PM visit in the future.
39Attachment 1 and pgs. 1-2 of Attachment 7 (USMS Summary) list 119 Items (wedge barriers, bollards, drop arms, roll up doors, etc.) Pgs. 3-14 of Attachment 7 (Regional breakdowns) list these items broken down by region but also list other items with “GSA” in the Responsibility column.Refer to Amendment 0001. All References to GSA in Attachment 7 should be disregarded. The anticipated number of USMS sites is 119 only.
40Is the contractor to assess and provide ongoing preventative maintenance for the USMS items only (119 total) or the USMS plus the GSA items (418 items total)?Refer to Amendment 0001. All References to GSA in Attachment 7 should be disregarded. The anticipated number of USMS sites is 119 only.
SF1449 Page 141The NAICS code referenced in the solicitation (811310) has a size standard of $7.0 million. As it is unlikely that a business of that size or smaller would have the nationwide footprint referenced throughout the solicitation, will the government consider adding relevant NAICS codes that carry a higher size standard, such as 236220, 331210, 332999, 335999, or 339999?See Question 1 above
Attachment 742Attachment 1 and pgs. 1-2 of Attachment 7 (USMS Summary) list 119 Items (wedge barriers, bollards, drop arms, roll up doors, etc.) Pgs. 3-14 of Attachment 7 (Regional breakdowns) list these barrier broken down by region but also list other items with “GSA” in the Responsibility column.Refer Amendment 0001. All References to GSA in Attachment 7 should be disregarded. The anticipated number of USMS sites is 119 only.
Attachments 19&2043Pricing Schedule - Instructions for CLIN’s 1001-1003 it says “See Attachment 19 and 20, Tab 3 titled Attachment 19 – Pricing Template and Tabs 4-7 titled Attachment 20...” There are no Tabs 4-7.Refer to Amendment 0001, and 0002 (Correction for Attachments 18, 19&20)
Attachment 744Is the contractor to assess and provide ongoing preventative maintenance for the USMS items only (119 total) or the USMS plus the GSA items (418 items total)?Refer to Amendment 001. All References to GSA in Attachment 7 should be disregarded. The anticipated number of USMS barriers is 119 only. The successful contractor will provide Inspection and Evaluation initially of 119 barriers
Attachment 18, and Amendment 0001.45Attachment 18 refers to “sites” in the pricing tables (Example: “Unit” Column in pricing table for CLIN 1001 says “Each Site.” Please confirm that “Site” refers to either 1 item (wedge barrier, bollard, drop arm, roll up door, etc.), or 1 unit of service to 1 item, rather than one worksite.Refer to Amendment 0002, Revised Attachment 18, 19&20
Attachment 18, and Amendment 0001.46Attachment 7 does not definitively identify which assets are crash-rated and which are not crash-rated. As pricing will be affected by the quantities of assets requiring two (2) preventative maintenance service visits (non-crash rated) vs. four (4) preventative maintenance service visits (crash-rated), will the government provide definitive information identifying each asset as crash-rated or non-crash rated?Refer to Amendment 0001, and 0002 (Correction for Attachments 18, 19&20)
Attachments 18, 19 & 20, Amendment 000147Per Attachment 18 Pricing Schedule – It refers to Attachment 19&20, Tab 3, Tabs 4-7 and the Summary Page. Attachment 19&20 that we downloaded only has Tab 1b and Tab 8. It appears we are missing the additional tabs referenced in Attachment 18 which are necessary to complete our CLINS pricing.Refer to Amendment 0002, Attachments 18, 19 and 20 (2nd Rev) has been corrected.
Attachments 7 and 1848What does the “Estimated Quantity” of 5 in the CLIN 1001 refer to? Should this be 119?The estimated quantity for the first option year is not the the same as the projected estimated quantity in the base year which is 119. Only ONE Inspection is required for EACH barrier at EACH site.
Attachments 18, 19&2049As pricing for CLINS 1002A and 1002B “is a firm fixed-price for Quarterly Preventive Maintenance for Crash Rated (CR) Barriers and includes all travel, labor, materials, and reports required,” providing a separate price for Electrical Barriers (CR), Hydraulic Barriers (CR), Electrical Gates (NCR) and Hydraulic Gates (NCR) would be confusing, as preventative maintenance on the various types of equipment at any one worksite would be accomplished during the same mobilization. Non-crash rated equipment would be serviced on every 2nd mobilization for service to crash-rated equipment. Will the government consider allowing the contractor to submit a firm fixed price to include all listed equipment for each worksite location or a single firm fixed price for all equipment at all locations?Refer to Amendment 0002, Attachment 18 has been revised.
Attachment 19&2050As GUAM is an extreme outlier in terms of location to the rest of the worksites, will the government consider a longer response time than 4 days for repairs?Refer to Amendment 0002.
Section 6.1, Amendment 0002516.1 refers to “Program Manager” and “Project Manager.” Please confirm that these refer to the same position and clarify how that position should be identified in the contractor’s response.See Question 30.
526.2 indicates the Lead Field Service Representative “shall be available for calls during the normal business hours described in Section 8.0 of the SOW.” As the contractor will likely employ multiple Lead Field Service Representatives to achieve its nationwide footprint, will call center availability during the specified times be considered satisfactory to meet this requirement in lieu of contacting Lead Field Service Representatives directly?Refer to Amendment 0002.
Section 7.3537.3.1 states “The Contractor shall provide copies of the respective business licenses for each individual state for which services are to be performed. All licenses must be current. See Instructions to Offerors FAR 52.212-1.” FAR 52.212-1 does not reference business licenses. Most contractors providing this type of maintenance service in multiple states are not required and do not maintain separate business licenses in each state. Will the contractor be required to obtain a business license in each state where work is performed or will a subcontractor’s business license meet this requirement? If the contractor’s technician is based out of state but can provide service and meet the required response times, will the requirement for a business license in the state where work is performed be waived?Refer to Amendment 0002.
548.1 states “The Government may require the Contractor to work outside normal business hours. Work operations outside these hours shall require prior approval of the COR. The Contractor shall adjust work hours during all scheduled visits to accommodate security requirements, courts schedules and GSA issues to satisfy this contract. Rates for work performed outside of the hours of operation shall be in accordance with the pre-designated rates of the contract.”Refer to Amendment 0002, Attachments 19 & 20 Revised.
Section 855Does the government reserve the right to require scheduled preventative maintenance under the firm fixed price outside of normal business hours? If yes, what are the pre-designated rates that will be utilized to offset the increased cost over and above the firm fixed price or how will they be determined? This will be handled on a case by case basis.
Attachments 19&2056I do not have Tab 3 titled attachment 20-Base. Only 2 tabs appeared when I downloaded.Refer to Amendment 0002 corrected.
Attachment 757An integral part of the PM is changing the biodegradeable fluid for the hydraulic barriers. It is a major cost element as well. Locations showing one barrier I think we can assume have one hydraulic power unit. However locations with several (i.e. Puerto Rico with 4) cold have as few as one or a many as 4. Is there information on how many hpu's at each location?See Question 37 above, all refererences are to individual devicesbarrier.
58Can you please tell me if companies are allowed to bid on separate regions/states for the USMS vehicle barrier project? The requirement under DJM-13A32-R-0032 is an "all" or "none" nationwide requirement. Only complete proposals from Offerors offering nationwide coverage will be considered.
59“Does the USMS National Physical Security Program contract overlap with the USMS Vehicle Barriers opportunity? If it does, will you please clarify how it does?”DJM-13-A32-R -0004 for Vehicle Barrier Preventive Maintenance is separate and apart from the USMS National Physical Security Contract. There is no overlap.
Amendment 000260Request an extension of deadline to 8/22/13 or acceptable date for further development time.Refer to Amendment 0002
Section 3.3961Is there a designation, restriction or guidelines defined for subcontractor involvement?Refer to Amendment 0002.
Section 1062Are there associated recourses for performance deficiencies?See Question 19 above.
Page 4563Document DJM-13-32-R-0004: - Under 5. PROPOSAL INSTRUCTIONS 3) All hard copy/paper offers are to be submitted in three ring binders. Does this mean that: All originals and copies must be in separate 3 ring binders?Yes. The original submission must be in a separate folder. There should also be a separate binder for EACH copy.
Attachments 18, 19 &2064Attachment 19 & 20 Pricing Template: a. It says “straight time and overtime” and it has it twice under each location. Can you clarify how this is to be priced?Refer to Amendment 0001, and 0002 (Correction for Attachments 19&20)
65Document DJM-13-32-R-0004: - Under 5. PROPOSAL INSTRUCTIONS 3) All hard copy/paper offers are to be submitted in three ring binders. Does this mean that: we put all originals with copies behind it in the same binder? No. The original submission must be in a separate folder. There should also be a separate binder for EACH copy.
Section 5.7, and 11. See Amendment 002 for correction.66Document DJM-13-32-R-0004: Under Section 11 Quality Assurance Plan (QAP), it says the Contractor shall develop and include with proposal submission a QAP. But Section 13 Deliverables states under 11.0 w/in thirty (30) calendar days after contract award. Which is correct?See Question 17 above.
Section 7.367Document DJM-13-32-R-0004: Proprosal instructions: (d) 2. Licenses- The offeror shall submit evidence of proper licenses within 14 days after receipt of the Contracting Officer’s request as required in FAR 52.212-4. The Addendum is blank. Can you please give us a list of the licenses.Refer to Section 7.3, see Amendment 0002
Attachment 7, Amendment 000168Attachment 7 - Regional Site Locations: a. Under “Responsibility”, it list some as GSA and some as USMS. We would assume all equipment on this list is being priced but want to clarify that we are to price both GSA and USMS items please.Refer to Amendment 001. All References to GSA in Attachment 7 should be disregarded. The anticipated number of USMS sites is 119 only.
Attachment 769Attachment 7 Under “Type of Item”, it has some as Hydraulic Plates and some as Hydraulic Wedge Barriers. Can you define both?Hydraulic Plates and Hydraulic Wedge Barriers are treated the same.
Attachment 770Attachment 7 Under “# of Items” column, some are shaded and we cannot read the # of items. Can this be clarified for all shaded items?Refer to Amendment 0002, Attachment 7 Revised is provided.
Attachments 18, 19&2071Attachment 18: a. Page 1, where it says “See Attachment 19 and 20, Tab 3 titled Attachment 20 – BASE” and we cannot locate Tab 3 on Attachment 19 and 20.Refer to Amendment 0001, and 0002 (Correction for Attachments 19&20)
Attachments 18, 19&2072Attachment 19 & 20 Pricing Template: a. It says “straight time and overtime” and it has it twice under each location. Can you clarify how this is to be priced?Refer to Amendment 0001, and 0002 (Correction for Attachments 19&20)
Section 5.773May the Offeror submit Past Performance references and examples from key subcontractors with signed teaming agreements that will be considered equal as the prime’s past performance?Refer to Amendment 0002, Section 5.7
