1. Submission – There appears to be conflicting requirements on how the proposal is submitted (p50 references hard copy submission while p 52 states email submission).

1. Please confirm email submission is permissible?

YES, DUE TO IMPACT OF COVID-19, EMAIL SUBMISSION IS PERSMISSIBLE.

SUBMISSIONS MUST BE RECEIVED BY TIME INDICATED.

2. Technical Volume - 20 page limit

1. Can we include additional information in Appendices (e.g. supplier commitment letters) that fall outside the 20 page limit?

2. Can required resumes be included as an Appendix outside of the page requirements?

3. Can our ISO Certificate be included as an Appendix outside of the page requirements?

ALLOWANCE FOR APPENDICES IN THE SUBMISSION, HOWEVER, THE

APPENDICES SHALL NOT EXCEED 20 PAGES COLLECTIVELY, 12 POINT FONT,

SINGLE SPACING. AN APPENDIX SHALL PROVIDE SUPPORTING

DOCUMENTATION TO THE PROPOSAL AND SHALL NOT TAKE THE FORM OF

ADDITIONAL PROPOSAL MATERIAL. THE PROPOSAL MAY NOT EXTEND BEYOND

THE 20 PAGE LIMITATION. RESUMES MAY BE SUBMITTED VIA AN APPENDIX

INSTEAD OF WITHIN THE 20 PAGE PROPOSAL.

1. Does the 20-page limit for Volume 3 include the contents of the 13-page type-on template, or is the offeror afforded 20 pages in addition to the template?

THE SF-33 AND REPRESENTATIONS & CERTIFICATIONS (SECTION K) ARE TO BE

SUMTTED VIA VOLUME 1. THE TECHNICAL PROPOSAL AND APPLICABLE

APPENDICES (SEE ABOVE) ARE THE ONLY PORTIONS OF THE OFFER THAT ARE

NOT PREPOPULATED FORMS/PAGES, AND THUS HAVE PAGE LIMITATIONS.

2. Would the FBI consider increasing the page limit for Volume 3 to 50 pages in addition to the 13-page template?

NO, HOWEVER, THE FBI WILL ALLOW A MAXIMUM OF 20 PAGES FOR

APPENDICES TO SUPPORT THE PROPOSAL, SEE ABOVE.

3. Would the FBI accept CPARS reports in lieu of Past Performance questionnaires?

NO. CPARS WILL BE USED IN ADDITION TO THE PAST PERFORMANCE

QUESTIONNAIRES.

4. Will the FBI consider extending the proposal due date to Feb 25, 2021, which would allow us to offer our best possible pricing?

NO. ALL OFFERS/PROPOSALS ARE DUE AT THE TIME NOTED IN THE RFP.

5. Due to COVID-19, will the FBI consider an electronic submission rather than physically delivering hard copies?

YES, DUE TO IMPACT OF COVID-19, EMAIL SUBMISSION IS PERSMISSIBLE.

SUBMISSIONS MUST BE RECEIVED BY TIME INDICATED. DUE TO THE PANDEMIC,

FBI OFFICES, INCLUDING THE ST. LOUIS DIVISION, ARE CLOSED TO VISITORS.

THUS, EMAIL, POSTAL MAIL, AND/OR FEDEX & UPS ARE ACCEPTABLE MEANS

FOR DELIVERING THE PROPOSAL.

6. On page 58 of the RFP under the Returns and Exchanges Section, it states, As outlined in the Statement of Requirements, the offeror will be evaluated on its proposal for processing returns & exchanges for attendees of the FBI National Academy and New Agent Trainings. It is estimated that the vendor will be required to have this presence at Quantico approximately six to ten instances per year, dependent upon factors such as appropriated funding.

On page 9 of the Statement of Requirements (SOR) under Personnel Availability, it states, The vendor shall have at least one employee available for troubleshooting and ordering assistance from 9am- 5pm eastern time, Monday through Friday. For the Quantico Deliveries, the vendor shall provide at least one employee on site, possibly during weekends, to process any potential returns/exchanges. Under exigent and emergency circumstances, the FBI shall reserve the right to request assistance beyond these core hours.

Would the Government clarify if the requirement is for a full-time, onsite Contractor personnel at Quantico during the life of this contract or is the Contractor personnel only required to be onsite during Academy and New Agent Trainings?

If the Contractor personnel is only required to be onsite during Academy and New Agent Training, will the Contractor be reimbursed for an onsite personnel during the exigent and emergency circumstances?

THE VENDOR WILL NOT BE PROVIDING A FULL TIME, ON-SITE CONTRACTOR FOR

THE LIFE OF THE CONTRACTOR. THE ON-SITE PERSONNEL WILL BE REQUIRED TO

BE AT QUANTICO IMMEDIATELY PRECEDING A TRAINING EVENT. THIS IS

INTENDED TO HANDLE RETURNS/EXCHANGES FROM PERSONNEL TRAVELING TO

QUANTICO FOR TRAINING AND CANNNOT WAIT FOR A RETURN/EXCHANGE DUE

TO SIZING ISSUES.

THERE WILL BE NO REIMBURSEMENT FOR PERSONNEL HANDLING ON-SITE

RETURNS/EXCHANGES AT QUANTICO.
